NATIONAL CALL to ARTISTS Palm Tran South County Facility Bus Transit Headquarters 100 N Congress Avenue, Delray Beach, Florida BUDGET $193,500 DEADLINE: April 27, 2017 Submittal via Thumb Drive or CD-ROM Project Description Palm Beach County's Art in Public Places program seeks to commission an artist or artist team (Artist) to design, construct and install art to enhance and make more visible to the public, Palm Tran's new headquarters building. Three locations have been identified for possible art integration. Only one location will be implemented for the $193,500 budget. Up to three Finalists will be invited to present concept designs for the three areas. Designs shall be inspired by concepts of movement, mobility & community transportation. AREA 1 West Walls The building's west facade which will be experienced by the public coming to the facility to buy bus passes and to conduct other transit related business. AREA 2 East Walls Third story East Walls. These are most visible to the passengers driving on Congress Avenue, a primary transportation corridor approximately 440 feet from the building. AREA 3 Sculptural Installation Art integrated into the landscaped along Congress Avenue will be seen by hundreds of thousands of passersby. Art may be installed throughout the area, or in a singular location. If the art incorporates Palm Tran s name/logo and facility street number, it may also function as a sign. In 2015 and 2016, the City of Delray Beach facilitated meetings of a Congress Avenue Task Force to set a vision for the future of the Congress Avenue corridor. A fundamental conclusion of the Task Force was for Congress Avenue to assume its own unique identity, which would include attention to aesthetics and amenities along the roadway frontage that would serve to activate the corridor and deliver a distinct sense of place. Areas dedicated to public art were identified as one such approach to transform this vision into reality. About Palm Tran and Headquarters Facility Palm Tran is the public transit bus system run by the Palm Beach County Government, serving Palm Beach County, Florida. Palm Tran provides 10 million annual passenger trips. Palm Tran's Mission is to provide access to opportunity for everyone; safely, efficiently and courteously. Palm Tran's Vision is to enhance the quality of life for those who live, work and play in Palm Beach County. Palm Trans expanded facility will support Palm Tran s system wide functions and provide for long term expansion and addition of bus routes in the south part of the County. Project Team Project Team includes the Artist and representatives from Palm Tran, Palm Beach County Facilities Development & Operations Department (Capital Improvements, Facilities Management, Art in Public Places), Colomé & Associates, Inc., and a Construction Management (CM) firm to be determined later in the project. The commissioned Artist must hire Florida licensed design professionals to develop and provide permit ready plans. Colomé & Associates, Inc. will incorporate Artist s permit ready plans into the overall building permit submittal. The CM will construct the project, including hiring the Artist to fabricate and/or install elements only the Artist and her/his sub-consultants can provide. Budget The total public art budget for this project is $193,500 inclusive of ALL costs such as artist design and engineering fees, fabrication, shipping, installation (as described above), travel, hotel, transportation, mileage, insurance, etc. The budget also includes construction oversight services for visits to the construction site, and observation of construction by the artist, to verify that construction is proceeding in accordance with the Artist's intent and permitted plans. All Finalists who participate in the mandatory pre-proposal conference call and are selected to present their concept proposal in person to the Finalist Selection panel shall receive a flat fee of $2,000 inclusive of all expenses such as travel, hotel, transportation, mileage, etc. Finalists will not be reimbursed separately for any travel costs. Prior to the pre-proposal conference call, Artists will receive relevant architectural plans, additional dimensions, and a video of Area #3 as it currently appears. Eligibility Open to all professional artists who are United States residents with experience creating (designing, fabricating and installing) integrated public art environments. Professional artist means a practitioner in the visual arts, generally recognized by critics and/or peers as a professional of serious intent and ability. Indications of a person s status as a professional artist include, but are not limited to, income realized through the sole commission of artwork, frequent or consistent art exhibitions, placement of artwork in and/or upon the exterior or grounds of public institutions or museums, receipt of honors and awards, and training in the arts. Project Goals Create art inspired by concepts of movement and mobility and community transit. Create art that enhances the facility s visibility and service to the public. Create facility enhancements with materials that require minimal maintenance and will withstand the intense local environment (sun, high winds, salty moist air, and rain). Create artistic enhancements that complement the architecture, style, scale, medium and integrity of Palm Tran s Headquarter facility and surrounding neighborhood. Estimated Artwork Schedule - The County reserves the right to alter these dates as necessary. Up to three Artists will be short listed based on the following: Quality and strength of past work as demonstrated in the submitted application materials Demonstrated ability to design, construct and install art of a similar scale.. Short List Submittal Materials Please submit one (1) virus-free PC compatible CD-ROM or Thumb Drive with the following digital files: 10 Images of Past Work (jpeg). Only 1 image per slide. 1 Letter of Interest (pdf) 1 Annotated Image List (pdf) 1 Resume (pdf) Submittal Deadline is April 27, 2017 5:00 p.m. Eastern Daylight Time. In addition to the CD-ROM or Thumb Drive, you must provide one printed copy of the Letter of Interest, Annotated Image List and Resume. Do not staple or bind. Excess material will not be presented to the Short List Panel. Materials will not be returned. ATTN: Palm Tran Headquarters A complete Short List submittal consists of the following: Digital Images of Past Work: A total of ten (10) images of at least three (3) different completed artworks or projects. At least one project must feature the artist s ability to create architecturally integrated artistic environments. Only submit images of projects that have been realized to final completion. Images of proposals, models, computer generated images and/or incomplete projects will not be reviewed and may disqualify the artist from this proposal. Submit in.jpg file format. Each file should be labeled with artist s surname and image number to correspond with the annotated image list. Please provide images that are 1920 pixels maximum on the longest side, 72 dpi with compression settings resulting in the best image quality under 2MB file size. Letter of Interest: Express your interest in this project and address how you/your team s past work demonstrate that you can meet the project s goals. Please include name, address, email, phone and website on this document (1 page maximum). Annotated Image List: Include the following information for each image: number, artist name(s), title of work/project, location of project, materials used, dimensions, budget, and name of commissioning agency and a sentence about artwork. Please include name, address, email, phone and website on this document. Resume: Emphasize professional Public Art experience. (2 page maximum per team member). Please include name, address, email, phone and website on this document. Criteria for Finalist Selection The Final Selection Panel shall select a Finalist based on the following characteristics: 1. Artistic merit of the Artist s Proposal. 45 points. 2. Ability of the Artist s Proposal to meet project goals. 40 points. 3. Local preference: In accordance with Palm Beach County local preference policies, a preference will be given to Finalist artists that have a permanent place of business within Palm Beach County prior to the announcement of this Call to Artists and that hold a valid Business Tax Receipt issued by the Palm Beach County Tax Collector that authorizes the artist to provide the services under this Call to Artists and which is issued prior to the announcement of this Call to Artists. The scores of all Finalist artists meeting this local residency requirement will be increased by 5 points. 4. SBE status of Artist: In accordance with Palm Beach County policy, the scores of all Finalist artists who provide proof of Palm Beach County Small Business Enterprise ( SBE ) certification will be increased by 10 points. The valid SBE certificate must be submitted to receive points. An artist receiving SBE preference points shall not be eligible to receive the local preference points as set forth above. SBE status is only weighted in the Finalist round. Finalist Proposal Submittal Materials Concept Drawings: Color renderings of proposed concept designs for each of the three possible locations Proposal Narrative: Describe proposed concept designs, as represented in color drawings. All questions and answers will be documented in an Amendment to the Call to Artists which will be posted on Palm Beach County s Art in Public Places website as set forth in the Amendments section below. Questions regarding this Call to Artists must be directed to the Palm Beach County s Public Art Administrator Elayna Toby Singer at the above email address. If applicants rely on information provided by persons other than Ms. Singer, they do so at their own risk. From the date of release of this Call to Artists until award of contract, no contact with the County s Public Art Committee, members of the selection panel for this Call to Artists, or representatives of Palm Beach County related to this Call to Artists is permitted except as authorized by Ms. Singer and/or in conjunction with scheduled Call to Artists activities. Any such unauthorized contact shall not be used as a basis for selection and may result in the disqualification of the artist s proposal. In addition, the Palm Beach County Lobbyist Registration Ordinance prohibits an artist or anyone representing an artist from communicating with any County Commissioner, County Commissioner s staff, or any employee authorized to act on behalf of the Commission to award a particular contract regarding this Call to Artists, i.e., a Cone of Silence. The Cone of Silence is in effect from the date/time of the deadline of the Short List submittal, and terminates at the time that the Board of County Commissioners or a County Department authorized to act on their behalf, awards or approves a contract, rejects all bids, or otherwise takes action which ends the solicitation process. Artists may, however, contact any County Commissioner, County Commissioner s staff, or any employee authorized to act on behalf of the Commission to award a particular contract, via written communication, i.e., facsimile, e-mail, or U.S. mail. Violations of the Cone of Silence are punishable by a fine of $250.00 per violation. Amendments Changes to this Call to Artists, when deemed necessary by Palm Beach County, will be completed only by written Amendment(s) issued prior to the deadline for receipt of proposals. Proposers should not rely on any representations, statements or explanation other than those made in this Call to Artists, or in any Amendment to this Call to Artists. Where there appears to be a conflict between the Call to Artists, and any Amendment issued, the last Amendment issued shall prevail. The Call to Artists and Amendments will be posted on Palm Beach County s Public Art website: http://discover.pbcgov.org/fdo/art/pages/calls-to-artists.aspx. It is the sole responsibility of proposers to routinely check this website for any Amendments that may have been issued prior to the deadline for receipt of proposals. Palm Beach County shall not be responsible for the completeness of any package (Call to Artists and Amendments) not downloaded from this website. It is the proposer s sole responsibility to assure receipt of all Amendments. General Terms and Conditions 1. In the construction phase of the project, the Artist and her/his sub-consultants will supply art for CM to install. Artist supplied elements will be procured through a Purchase Order with the CM. 2. Upon submission, all proposals become public records and the property of Palm Beach County. 3. Due care and diligence has been exercised in preparation of this Call to Artists and all information contained herein is believed to be substantially correct; however, the responsibility for determining the full extent of the requested services rests solely with those making proposals. 4. Palm Beach County reserves the right to reject any or all proposals submitted in response to this Call to Artists, waive any or all informalities and/or irregularities, re-advertise with either an identical or revised scope, or cancel this Call to Artists in its entirety. 5. Palm Beach County reserves the right to reschedule or cancel Finalist Selection without paying honorarium or expenses. 6. Palm Beach County is not under any obligation to select Short List artists or a Finalist or to award a contract if, in the sole judgment of the County, the artist materials do not meet the eligibility or qualifications for the project. 7. Palm Beach County reserves the right to contact any or all proposers after submittal in order to obtain supplemental information and/or clarification in either verbal or written form.
