Revisions and Physical Characteristics Changes: A. Timetable Special Instructions: 1. IHB Timetable No. 1, Revision No. 6 12/15/2017 Special Instruction 2224 REQUIRED AIR BRAKES SWITCHING AT BLUE ISLAND YARD is added. Effective 03/29/2018, employees making pull out/switching movements east of Halsted Street OH bridge may need to cut in air brakes to control movement on certain quantities of cars due to a descending grade condition. Employees must add the following rule to page 66. 2224 REQUIRED AIR BRAKES SWITCHING AT BLUE ISLAND YARD (GCOR 7.11) Crews switching at the east end of Blue Island Yard are required to cut-in air brakes to freight cars when operating east of Halsted Street overhead bridge or pulling a cut of cars over the crest of the hump. The following table will indicate the number of cars required to be cut-in: Number of Cars Required Air Brakes 11-20 2 21-30 3 31 or more 5 Note: When handling 30 or more cars it is the discretion of the Locomotive Engineer to request more cars to be cut-in depending on weight and train make-up. 2. IHB Timetable No. 1, Revision No.6 12/15/2017 Special Instruction 2211 RADIO CONTROLLED SWITCHES (GCOR 8.19.1) Revised Effective 1400 on 03/20/2018, at Blue Island Yard, the radio controlled 11-Switch connecting the Middle Lead to the North Lead is renamed 21-Switch and controlled by DTMF Code # 21 on radio channel 097-097. Employees must make the following revision in ink to page 60. Foreign line crews must make changes in ink to CORA page IHB-30. IHB Timetable No. 1, Revision No.6 12/15/2017 Special Instruction 2223 MOVING RAIL EQUIPMENT SET OUT FOR MECHANICAL REASONS - NEW Effective 0600 on 03/15/2018, the following special instruction is added to page 66. 2223. MOVING RAIL EQUIPMENT SET OUT FOR MECHANICAL REASONS (GCOR 1.33) Rail equipment set out for mechanical reasons must be approved by the Mechanical Department before it can be moved. Foreign line crews add the following instruction to IHB CORA Guide page IHB-5. 1.33 Inspection of Freight Cars (Addition) Rail equipment set out for mechanical reasons must be approved by the IHB Mechanical Department before it can be moved. 4. IHB Timetable No. 1, Revision No.6 12/15/2017 Dispatcher Chart IHB Main - Revised Effective 0600 on 03/02/2018, the entry on page 13 describing train length between Paxton Ave. to CP 98 the distances have been changed to reflect the following: No. 1 Track: 7,029; No. 2 Track: 7,029; No. 3 Siding: 7,029. IHB Timetable No. 1, Revision No.6 12/15/2017 Special Instruction 2410 Crossing Requiring Special Instruction (Paxton Ave)- Revised Effective 0600 on 03/02/2018, westward trains in excess of 7,029 feet on No. 1 Track or No. 2 Track receiving an approach indication on Signal 81W or 82W, must contact the IHB East Dispatcher for instructions before proceeding beyond Paxton Ave. Employees must make changes in ink to page 74. Foreign line crews must make changes to CORA page IHB-25. 6. IHB Timetable No. 1, Revision No.6 12/15/2017 Special Instruction 2211 Radio Controlled Switches - Revised Effective February 3, 2018, 8 Lead Switch east of Sohl Street is now DTMF controlled on radio channel 095-095, DTMF code #08. Employees must add the following to Timetable page 60 and foreign line crews add to IHB CORA page IHB-20. LOCATION SWITCH RADIO CHANNEL DTMF Gibson Auto Yard 8 Lead 095-095 #08 7. IHB Timetable No. 1, Revision No.6 12/15/2017 Cover Page - Revised Effective February 1, 2018, on the cover page, employees must strike through D. L. Packard Transportation Superintendent. 8. IHB Timetable No. 1, Revision No.6 12/15/2017 Special Instruction 2410 Crossings Requiring special Instructions - Revised Employees must strike through special requirements for Kennedy Avenue on the Grace Davison Lead on page 73. The following instructions will be effective 0600 on 1-24-2018. Inserts will be provided at a later date. SERVICING GRACE DAVIDSON When required to service Grace Davidson, trains operating on the Grace Davidson Lead may be relieved of protecting Kennedy Ave highway crossing at grade if operated in one of the following configurations and movements over highway crossings are made with locomotive(s) in lead position: With controlling locomotive in the lead position with two crews in double-headed service on each end. A single crew with a locomotive dead in tow operating from other than the leading end. When operating locomotive from other than leading end, fusees must be displayed for each direction of vehicle traffic prior to occupying highway crossing. After vehicle traffic acknowledges fusees, movement may proceed through highway crossing sounding whistle signal 5.8.2 (7). While operating in either service listed above, locomotives must not be more than 20 car lengths from controlling locomotive and automatic air brake reductions will be limited to 10 psi, unless an emergency application of the brakes are necessary. Reference Air Brake and Equipment Handling Rule 5022 for guidance for double-headed service or when locomotive is dead in tow. 9. IHB Timetable No. 1, Revision No. 6-12/15/2017 On December 15, 2017, IHB Timetable No. 1, Revision No. 6 is available for pick up at the following on-duty locations. Employees are required to add Gibson Roundhouse Instructions to page 39 (below) after adding Revision No. 6. Gibson Terminal West End Trainmaster s Office. Gibson Terminal Michigan Ave Yardmaster/Trainmaster s Office. Blue Island Terminal East Yard Trainmaster s Office. Argo/Norpaul Terminal Arrangements have been made for delivery. 10. Gibson Roundhouse Hours of Operation Effective December 14 th, 2017, IHB Gibson Roundhouse will be open for operation between 0700 and 2300. Between 2300 and 0700, permission must be received from the Gibson West End Yardmaster on radio channel 025-025 to enter or operate within Roundhouse Territory. The following information will be added to page 39 of IHB Timetable No. 1 after Revision No. 6 has been distributed on December 15, 2017. GIBSON ROUNDHOUSE INSTRUCTIONS AFTER HOURS Gibson Roundhouse will be staffed between 0700 and 2300. All crews entering or departing Roundhouse Territory will contact the Gibson West End Yardmaster on radio channel 025-025 for instructions. Prior to departure, all crews will inspect their assigned equipment for wheel chocks/chains and are responsible to remove them prior to departure. All crews delivering equipment must leave equipment at the east end of each track. 11. Timetable Special Instruction 2222 Shoving Equipment To Rest Locations, is added to Page 66. Effective 0600 December 12, 2017, Special Instruction 2222 will be in effect. Employees are not required to make changes, but will be provided revision pages at a later date. 2222. SHOVING EQUIPMENT TO REST LOCATIONS (GCOR 7.7) Employees are prohibited from kicking equipment or allowing equipment to move on its own momentum at the following Page 2 of 5 S27 Effective 0001 Sunday April 1, 2018

If box is gray, this rule does not apply at those locations: Gibson District Blue Island District Argo District Norpaul District Osborn Yard West End Auto Yard 12. IHB Timetable No. 1 Special Instruction 2603, item 3 Track obstructed for maintenance, Working Limits (Line 3) on page 82 is Revised: Effective 0600, November 16, 2017, within special instruction 2603 on page 82 employees must strikethrough all bullet points under item 3 Track obstructed for maintenance, Working Limits (Line 3). 13. Gibson Auto Yard at the West End 4/7 Lead Switch (Correction) Correction to IHB Timetable No. 1, Revision No. 5 11/03/2017, page 60. Special Instruction 2211 Radio Controlled Switches is corrected. Employees make the following changes in ink. Foreign Line Crews will make the following change to page IHB-16 of the IHB section of 2016 CORA Guide. Physical Characteristics Change - No. 5 Siding Between Homan and CP Calumet Park in Service Effective 0600 CDT October 23, 2017, No. 5 Siding is in service and movements governed by IHB East Dispatcher. GCOR Rule 6.28 in effect and maximum authorized speed is 10 MPH. Dual controlled switch governing movements from No. 4 Siding to No. 5 Siding, at the east end, is temporarily set to hand operation and will be locked with a 109 lock. Switch must be relined and locked normal after use. 15. IHB Timetable No. 1 Revision No. 4 10/27/2017 and Revision No. 5 11/03/2017 are in effect. Revisions No. 1, No. 2, and No. 3 are cancelled. Employees must obtain Revision No. 4 and Revision No. 5 at on-duty locations and follow instructions on the cover page of each revision. These two revisions reflect all changes in Summary S-21 and all Daily Operating Bulletins for the month of October. Employees with questions, contact Mangager of Operating Rules using the telephone directory page 8. Foreign Line Crews will have changes or applicable special instruction revisions in IHB CORA Revision No. 4 09/25/2017. B. On Track Safety Manual: 1. IHB On-Track Safety Manual October 6, 2017, Rule 3803 Placing or Operating On-Track Equipment On Tracks Revised Effective 01/13/2018 rule 3803 has been revised to add a fourth exception to item a. Employees must receive replacement pages from their supervisors when reporting for duty: On-Track equipment operating with IHB Movement Permit line 4 or 5, minor corrections will be permitted only after holding a job briefing with the IHB dispatcher. 2. IHB On-Track Safety Manual 10/06/2017 in effect. Employees must obtain a copy from immediate supervisors when reporting for duty. Page 3 of 5 S27 Effective 0001 Sunday April 1, 2018

Effective 0600, August 1, 2017, all engineering employees governed by IHB s On Track Safety manual must obtain a copy of Appendix A from their immediate supervisor and add to the back of the manual. C. Hazardous Materials Instructions For Rail HM-1: Page 4 of 5 1. HM-1 Unites States Hazardous Materials Instructions For Rail, January 6, 2016 Section 10, page 44 is revised: Within Section 10, Item 4, employees must strike through the last sentence under Braking Requirement, as noted below. ECP Brakes are no longer required for certain HHFT or HHFUT trains after January 1, 2021. 4. INSTRUCTIONS FOR OPERATING HIGH HAZARD FLAMMABLE TRAINS AND HIGH HAZARD FLAMMABLE UNIT TRAINS Speed: Outside of HUTA s: Not exceeding 50 MPH Within HUTA s: Not exceeding 40 MPH Braking Requirement: HHFT s Speeds of 30 MPH or more: Two-way EOT or Distributed power. HHFUT s Speeds of 30 MPH or more: Two-way EOT or Distributed power. ECP brake system if a train is loaded with one or more Packing Group 1 flammable liquid (required by January 1, 2021 all other HHFT s ECP brake system required by May 1, 2023). 2. Effective 0600 CST December 06, 2016, HM-1 Section 2 Required Documentation, page 17 is revised. Employees must add the following rule to page 17. 13. Errors Discovered En-Route When an error is discovered en-route by visual inspection, automatic equipment identification scanner (AEI), or other means crews operating this equipment must be notified. Upon notification of errors discovered, on board position in train documentation must be updated as soon as practical. Page 4 of 5 S27 Effective 0001 Sunday April 1, 2018

Transportation Department Safety Rules and Procedures: On December 15, 2017, IHB Transportation Safety Rules and Procedures dated January 01, 2018 is available for pick up at the following on-duty locations. Gibson Terminal West End Trainmaster s Office Blue Island Terminal East Yard Trainmaster s Office Argo/Norpaul Terminal Arrangements have been made for delivery. Employees may begin to familiarize themselves with the new manual prior to the effective date, but will not be in effect until the effective date on January 01, 2018. Employees are required to discard the manual dated February 1, 2016 when the new manual is in effect. E. Air Brake & Equipment Handling Rules: 1. Revision February 1, 2016 will be made available at on duty locations. Employees will remove and replace pages accordingly. 2. Revision 01/13/2017 will be made available at on duty locations. A new chart named Air Brake Test Requirements has been added to pages 16 and rule number 5020 has been modified on page 23. Employees will remove and replace pages accordingly. 3. Inserts reflecting revisions to rule 5501 on page 84 and rule 5502 on page 85 of the Air Brake and Equipment Handling book will be made available at all on-duty locations. 4. Effective 5-15-2017, inserts reflecting the revision to rule 5602 on page 96 of the Air Brake and Equipment Handling book will be made available at all on-duty locations. Employees will remove and replace pages accordingly. 5. Effective 5-22-2017, inserts reflecting the revision to rule 5333 on page 67 of the Air Brake and Equipment Handling book will be made available at all on-duty locations. Employees will remove and replace pages accordingly. 6. Effective 01/15/2018, employees must obtain revised page inserts at the following on-duty locations; Norpaul, Argo, Blue Island, Gibson West End, and Michigan Avenue. Employees must remove old pages and replace with new revised inserts reflecting the following changes: 1. Locomotive Data Guide and Rule 5304 Shut Down Locomotive in Emergency page(s) 40, 41,42, and 43. 2. Rule 5333 Securing Locomotives page(s) 66, 67, 68, and 69. 3.
