Situation. To provide policy and procedural guidance for establishing, managing, training, equipping, and employing the Marine Corps Base, Camp Lejeune (MCB CAMLEJ) security Augmentation Force (SAF), in accordance with reference (a) or higher headquarters guidance. 2. Mission. The MCB CAMLEJ SAF shall reinforce the MCB CAMLEJ Provost Marshal's Office (PMO) to ensure the security and safety of personnel and assets aboard MCB CAMLEJ. 3. Execution a. Commander's Intent and Concept of Operations (1) Commander's Intent. The SAF shall augment security requirements that exceed the organic capabilities of the PMO. SAF activation by the Installation Commander is primarily to support directed Force protection Conditions (FPCONS) or a response to imminent threats. When activated, the SAF shall be employed under the CAMLEJ PMO fulfilling duties as the SAF commander. End-State: A secure and safe environment for Installation personnel and assets. (2) concept of Operations (a) The SAF shall be activated during elevated FPCONs, increased threat situations, in extremis situations, or emergencies to ensure Installation security. SAF may be employed for special events which require additional forces to perform security functions. (b) The SAF consists of MCB CAMLEJ organic personnel and II Marine Expeditionary Force (II MEF) personnel. II MEF shall provide personnel in accordance with references (a) and (b), primarily in response to elevated FPCONs. DISTRIBUTION STATEMENT A: unlimited. Approved for public release; distribution is

(d) The SAF shall be trained and capable of providing security augmentation support when required. For planning purposes, SAF personnel shall be employed during elevated FPCONs as follows; however, the employment duration may fluctuate depending on the threat environment: b. Tasks 1. FPCON Bravo: Indefinitely -- 2. FPCON Charlie : 30-days or less 3. FPCON Delta: 14-days or less (1) Commanding Officer (CO), Headquarters and Support Battalion (H&S BN), Marine corps Installations East (MCIEAST)-MCB CAMLEJ (a) Serve as the office of primary responsibility for the MCB CAMLEJ SAF Program. Provide program oversight and execution to include monitoring SAF staffing changes, establishing and maintaining recall procedures, and coordinating required training with supporting commands, in accordance with reference (a) or higher headquarters guidance. (b) Communicate SAF staffing requirements and deficiencies to MCIEAST-MCB CAMLEJ G-1 and G-3/5. (c) Employ and assume control and accountability of assigned SAF personnel via the Provost Marshal acting as the SAF Commander. (d) Provide the required number of personnel from H&S BN to serve as the organic MCB CAMLEJ SAF. Personnel support will be determined by the annual revalidation of security personnel shortfalls. H&S BN SAF personnel employment is focused on FPCON Charlie and Delta and will offset II MEF SAF personnel required in FPCON Charlie and Delta. (e) Provide table of organization (T/O) weapons for H&S BN SAF personnel. Ensure these weapons are battle-sight zeroed by H&S BN SAF personnel and maintained for their use only. (f) Provide armory support to store all SAF weapons when the SAF is activated. (g) Ensure sufficient ammunition for all SAF weapons is on hand and ready for issue. (h) Ensure SAF personnel qualifications listed in the coordinating instructions are adhered to. Personnel not meeting SAF qualifications will be returned to their respective command outlining the reason(s) for disqualification and a request for a qualified replacement. (i) Ensure SAF personnel possess a copy of the appropriate orders upon reporting. 2

MCIEAST-MCB CAMLEJO 5530.16 1 9 DEC 21\\6 (j) Ensure SAF posts and functions are aligned to the requirements set forth in the Installation Mission Assurance Plan, with the number of personnel required to support posts/functions during increased FPCONs. (k) Ensure SAF personnel performing security duties are armed in accordance with references (c) through (f). Ensure that prior to being employed, SAF personnel have been properly trained in the use of force per references (f) and (g), and are qualified with their T/O weapon in accordance with references (c), (e), (f), and (h). (1) Ensure personnel assigned to the SAF participate in MCB CAMLEJ exercises and coordinate with MCB CAMLEJ PMO as required to meet quarterly training requirements set forth in reference (a). -- (m) Maintain SAF records per reference (a). (n) Establish a directive in accordance with reference (a) or higher headquarters guidance that addresses SAF personnel employment, e.g., training, equipment, posts and functions, weapons/ammunition storage and issue, post and relief, etc. (0) Conduct an annual revalidation of FPCON SAF requirements for MCB CAMLEJ in accordance with reference (b). Provide the results to MCIEAST MCB CAMLEJ G-3/5. (p) Provide ongoing maintenance of this directive, including annual review and updates as necessary. (2) AC/S, G-l. Provide manpower support to H&S BN and the SAF Commander. Serve as the Installation manpower point of contact for all manpower issues, to include orders, rosters, manning documents, accountability, and any other manpower matters related to SAF execution. (3) Commanding General, II MEF (a) In accordance with references (a) and (b), identify and provide the required number of personnel to serve on the MCB CAMLEJ SAF during elevated FPCONs. The most current revalidation results can be obtained from H&S BN, MCIEAST-MCB CAMLEJ. (b) Ensure SAF personnel qualifications listed in the coordinating instructions are adhered to. (c) Provide T/O weapons for II MEF SAF personnel. Ensure these weapons are battle-sight zeroed by II MEF SAF personnel and maintained for their use only. (d) With the assistance of the SAF Commander, ensure all SAF personnel are trained in accordance with reference (a) or higher headquarters guidance. (e) Provide personnel assigned to the SAF to participate in Installation exercises when possible to maintain SAF readiness. 3

Notify the SAF Commander of personnel replacement and training requirements. (g) When activated, II MEF SAF personnel shall report for duty no later than 48 hours after notification of SAF activation. Upon reporting, the Installation assumes control of II MEF SAF personnel for employment at posts on the Installation. (h) II MEF SAF personnel will execute security duties under control of the PMO. Control is assumed upon SAF personnel reporting to the Installation PMO. (i) Issue Temporary Additional Duty (TAD) excess orders upon employment of the SAF in an enduring FPCON or when an elevated FPCON exceeds 30-days. (j) Retain administrative control of personnel employed by the Installation less than 30-days. SAF personnel will be issued no-cost TAD orders when undergoing training, or during short periods of SAF employment less than 30-days. The no-cost TAD orders will serve to ensure personnel accountability is maintained throughout training or employment of the SAF for these short durations. c. Coordinating Instructions (1) MCB CAMLEJ and H&S BN shall comply with the criteria set forth in reference (b). (2) Security forces shall stand a maximum of four shifts in FPCON Bravo and two shifts in FPCONs Charlie and Delta. (3) In accordance with reference (a), SAF personnel shall not be currently receiving treatment for mental health-related illnesses such as Post Traumatic Stress Disorder, have no drug or alcohol dependencies, no felony-level convictions, and be in compliance with the Lautenberg Amendment (reference (d». Any arrests and apprehensions for crimes identified in references (c) through (f) are automatically disqualifying and shall remain so if the arrest or apprehension results in a felony-level conviction. Additionally, SAF personnel shall not be assigned to the Family Advocacy Program or Force Preservation Program when employed. Personnel must maintain a positive general attitude and not display any pattern of substandard performance or unacceptable conduct during their assignment to the SAF. (4) In accordance with reference (a), SAF personnel shall be assigned for a minimum of six months. This will ensure they receive initial training, quarterly watch or training, and the opportunity to participate in exercises. Consideration should be given to longer assignments whenever possible to retain experienced personnel, reduce requirements for training and firearms qualification/ammunition, and to limit the amount of equipment issuance and re-issuance. (5) In accordance with reference (a), personnel assigned to the SAF must have a minimum of 60-days of obligated service left on contract upon completion of assignment to the SAF and return to parent command. 4

Depending on the threat or situation, an entire SAF or specific numbers may be activated. During the period of recall, all SAF personnel are under the control of the Provost Marshal acting as the SAF Commander. Release and return to parent commands will occur wh~n the elevated FPCON has been secured or threat mitigated. In each case, return of personnel will be authorized by the Installation Commander and coordinated with II MEF. (7) For training, qualification, and sustainment purposes, each member of the SAF shall stand watch or participate in quarterly training. Post standing and training should be completed with the intent of familiarizing individuals on the duties they are expected to perform when recalled. Individual SAF members assigned during periods which include quarterly and annual exercises shall participate and be counted as fulfilling SAF training. (8) When activated, SAF personnel shall report with the following minimum equipment: T/O weapon (M-16/M-4 rifle or 9mm pistol) with two magazines, magazine pouches, sling, and holster (drop-holster preferred), as appropriate Belt, equipment, individual (if no drop-holsters) Light-weight helmet with pads and cover Modular tactical vest with SAPI plates Hydration system (Camelback) or canteens M50 field protective mask with spare filters 4. Administration and Logistics. This Order has been coordinated and concurred with by II MEF. 5. Command and Signal a. Command.
