European Innovation Scoreboard Published annually since 2001 (pilot in 2000) 2010-2015 as Innovation Union Scoreboard Latest edition published on 20 June 2017 Available online and as 100-page brochure Every two years: Regional Innovation Scoreboard
EIS: examples of policy use EU: benchmarking performance and progress Austria: STI Strategy 'Innovation Leader' (2011) Malta: key source for the country Lithuania: promoting FDI (Invest Lithuania) Sweden: relating inputs to outputs Saxony (DE): using RIS to promote region China: inspiration for developing own scoreboard
EIS: indicators 27 indicators (equal weight) for European comparison Timeliness on average y-2 (previously y-3) 16 indicators for global comparison Summary Innovation Index (EU in 2010 = 100) Indicator framework revised in 2005, 2008, 2010, 2017 Removed, revised, modified indicators Contextual indicators added (23 for Europe, 14 global)
Methodological refinements: rationale 1. Align groups and dimensions with policy priorities (last major revision in 2010) 2. Capture increasingly important phenomena: digital readiness, up-/reskilling, entrepreneurship, public-private innovation partnerships 3. Improve timeliness and analytical soundness of indicators (changing data availability) 4. Provide contextual analyses, examining effects of structural differences between countries/regions
