Goals of the Study (page 3) Obtain a broad view of clean transportation applications that will inform future policy and programs Incorporate ongoing activities pursued by the various agencies and private entities in the Commonwealth Define motivational drivers; Analyze costs and benefits, including GHG benefits and growing the industry; Explore market, deployment, and economic opportunities; Identify the barriers to achieving various clean transportation benefits; and Present options for policies and programs that overcome these barriers and seek to meet agency goals. 4
