REQUEST FOR QUALIFICATIONS (RFQ) FOR PROFESSIONAL DESIGN SERVICES FOR THE EAGLE RIVER PARK PROJECT Issued: Monday, September 12, 2016 PURPOSE OF REQUEST The Town of Eagle is requesting statements of qualifications from professional firms to provide design services for the Eagle River Park project. The Town is seeking a civil engineering and landscape architecture team to lead this project. The project will also involve limited structural engineering, surveying and architectural design work. Submittal should be made by a team consisting of a civil engineer and landscape architect that have worked together in the past. The Eagle River Park is a project being undertaken in collaboration with Eagle County. The Town is looking for proposals from firms that can demonstrate creativity, knowledge, competence and experience with the type of work described in the Scope of Work section below. All interested firms shall have sufficient and readily available resources (e.g., trained personnel, support services, etc.) to perform the work on time and within budget. The Town anticipates that the contract for this design work will commence in January 2017 and conclude in August 2017. The Town will select a limited number of firms, based on the selection criteria set forth below, that will have the opportunity to respond to a Request for Proposal (RFP). Please see Exhibit A which is a draft of the Town s schedule to select a design team. For those firms selected to respond to the RFP, there will be a required site visit on Friday, October 21, 2016. Please be aware that the Town has tentatively scheduled the following required meetings for the design team selected for the project: 1. Kick Off Meeting Monday, January 23, 2017 2. Public Input Meeting #1 Thursday, February 23, 2017 3. Public Input Meeting #2 Thursday, March 23, 2017 4. Public Review Meeting #3 Friday, May 5, 2017 5. Final Presentation Tuesday, July 11, 2017 EAGLE RIVER PARK RFQ 1

PROJECT OVERVIEW The design and construction of the Eagle River Park is the first step in implementation of the Town of Eagle s visionary and ambitious River Corridor Master Plan that was adopted by the Town in December of 2015 (www.townofeaglerivercorridorplan.org). The Eagle River Park has been identified for a section of the Eagle River that was reconfigured and heavily impacted by the construction of Interstate 70 in the early 1970s. The area along this particular section of the Eagle River is currently used primarily as a large dirt parking lot for semi-trucks. There is a chain link fence along the dirt parking lot that inhibits access to the river. The current use of this area creates a less than desirable first impression for the Town of Eagle, as well as the Eagle County Fairgrounds. With the construction of the Eagle River Park the gateway for both the Town of Eagle and the County Fairgrounds will be considerably improved. S2O Design (www.s2odesign.com) has been hired by the Town of Eagle to design the in-stream component of the Eagle River Park, as well as design the Eagle Valley Trail connection and related riverbank improvements between the Eagle River Park and Chambers Park. Please refer to Exhibit C for a map depicting the general areas of S2O s design work. To date, S2O has completed design work for a whitewater park and riverbank improvements for an approximately 800-foot stretch of the Eagle River located on the south side of the riverside park. S2O s design drawings will be available on the Town of Eagle s website Monday, September 12, 2016 (http://www.townofeagle.org/446/community- Development). The Town expects the design team selected through this process to collaborate with S2O to ensure seamless integration with S2O s designs. The in-stream design work prepared by S2O includes the following elements: World-class in-stream features for beginner to pro level kayakers, stand-up paddle boarders and river surfers. Improved fish passage and habitat. Preservation of existing, mature areas of riparian vegetation, as well as planting of new riparian vegetation to improve the riparian ecosystem. Boulder terracing along the riverbank to improve river access and to reinforce and stabilize the riverbank. Natural depositional areas along the edge of the river that will provide beach areas for residents and visitors to enjoy along the river. Improved downstream passage for river users, including a bypass channel for river users who want to skirt the first, two in-stream features. An ADA accessible route to the river. Amenities for swift water rescue training. EAGLE RIVER PARK RFQ 2

The objectives for the components of the Eagle River Park to be designed through this process include: Creative landscape area that attracts residents and visitors to enjoy this riverside amenity (approximately 1.8 acres). Enticing views from Interstate 70 (i.e., a WOW factor). A major, paved bike / pedestrian trail that will connect to existing paved trails east and west of the park. Active and passive recreation areas, river overlooks, restrooms, and areas for mobile vendors (e.g., food trucks). Reconfiguration of the Town s Chambers Park (located to the east of the whitewater park), including designs for the Town s visitor center and a historical campus. A parking area that will accommodate day users of the Eagle River Park, users of the nearby Eagle County Rodeo Arena and Fairgrounds, and semi-trucks during emergency closures of Interstate 70 during the winter months. State of the art stormwater management system. Conceptual illustrations, prepared by Studio INSITE to provide supportive information for a successful ballot initiative, have been included in Exhibit B. These illustrations should be used for reference only. The Town expects the design work resulting from this contract to reflect the stakeholder and community input and design visioning gathered through a robust public input process. There are several design elements that are fundamental to the Eagle River Park project that include restrooms, the Town s visitor center, a historical campus, parking areas and trail connections. The Town anticipates a re-visioning of the existing visitors center and historical center to better integrate these facilities with Chambers Park and the overall Eagle River Park. SCOPE OF WORK Generally, the scope of work for this project will include, but is not limited to, the following: 1. A comprehensive and creative community engagement process that will include: multiple public meetings; meetings with stakeholders and/or steering committee members; meetings with and presentations to elected and appointed officials; and, meetings with town staff. 2. Collaboration with S2O to ensure seamless integration of designs. 3. Design for the land identified as the Eagle River Park Design Area in Exhibit C. This portion of the park is identified for Phase One construction. 4. Design of a paved trail connection from the western portion of the Eagle River Park to the downstream pedestrian bridge (i.e., Fishing is Fun bridge) over the Eagle River (refer to Exhibit C). Design work shall include improvements to the existing pedestrian bridge to bring the bridge into compliance with ECO Trails (http://www.eaglecounty.us/trails/) safety standards. 5. Design for the area adjacent to Eagle County Fairgrounds Exhibit Hall (refer to Exhibit C). 6. Design for a reconfiguration of the Town s Chambers Park that will integrate Chambers Park into the Eagle River Park (refer to Exhibit C). EAGLE RIVER PARK RFQ 3

7. Preparation of construction documents for each of the design components listed above. Construction bid documents shall be prepared to the satisfaction of the Town of Eagle. 8. Assistance with bidding of construction documents and selection of contractor(s). 9. Assistance with any permits or other regulatory permissions that may be required. 10. Assistance with obtaining grants and other sources of alternative funding. This scope of work is intended to provide a general overview and is not intended to serve as the detailed scope of work for this design project. The detailed scope of work for the Eagle River Park project will be provided in the subsequent Request for Proposal (RFP). SUBMITTAL REQUIREMENTS To be considered, a design team shall submit one (1) PDF and six (6) hard copies of the RFQ submittal no later than 5:00 PM on Monday, October 3, 2016. The PDF and hard copies shall be submitted to Tom Boni (Town Planner) at tomboni@townofeagle.org / Eagle Town Hall, 200 Broadway, PO Box 609, Eagle, CO 81631. Late submittals will not be accepted. A complete RFQ submittal shall include the following items: 1. A discussion of the design team s understanding of the nature and objectives of the Eagle River Park project. In addition, provide a discussion of the team s design philosophy for this project. 2. A description of the firm(s) on the design team. 3. A discussion of the firm(s) experience working on similar projects (e.g., public parks and/or trails in riparian environments). 4. Contact information (phone number, email address and mailing address) for the point of contact(s) for the design team. 5. List of staff that will be directly involved with the project; description of each staff member s qualifications and relevant experience; and, a description of the project tasks that will be assigned to each staff member. 6. Each firm on the design team shall submit a minimum of two (2) examples of similar projects that the firm served as the lead on. A max of six (6) project examples may be submitted per design team. Photographs of completed work are encouraged. The project examples provided shall provide information on the project lead, staff members involved with the project and a brief description of their role in the project. Project examples shall include the cost of the design work and the cost of construction to complete the project. A minimum of three (3) references shall be provided for each project example submitted. Contact information for each reference shall be provided including the contact person s name, email address and phone number. Municipal references are preferred. EAGLE RIVER PARK RFQ 4

SELECTION CRITERIA All complete RFQ submittals received by the deadline will be reviewed and evaluated by an Evaluation Committee comprised of representatives from the Town of Eagle and Eagle County. The Committee will select a limited number of design teams to respond to the Request for Proposal (RFP) to be prepared by the Town. The design teams selected to respond to the RFP will be selected based on demonstrated qualifications and related project experience. Specifically, the following factors will be considered in the selection process: 1. Understanding of the nature and objectives of the Eagle River Park project. 2. Demonstrated ability to create a unique design for the Town of Eagle. 3. Demonstrated ability to deliver a quality work product on time and within budget. 4. Experience and performance on similar projects. 5. Qualifications of design team personnel. RFQ SCHEDULE The Town s schedule for the Eagle River Park RFQ process is as follows: 1.
