1 Introduction Thank you for your interest in a role within the Expert Reference Group (ERG). The National Collaborating Centre for Mental Health has been commissioned by NHS Health Education England (HEE) to produce a competence framework for selfharm and suicide prevention. This framework will be intended for a wide audience such as, public health and government bodies; providers and all staff (including nonclinical staff) in all health and social care settings; people working in educational settings; staff and providers of housing support; providers and staff of transport services, particularly rail; the police; organisations or occupations with known high suicide risk; professional membership bodies for a wide range of practitioners; those who have previously harmed or attempted suicide, including their families and carers; people bereaved by suicide; and the general public. This framework will inform the development of future self-harm and suicide prevention training that will be applicable across a number of settings and will be relevant to individuals from many disciplines. Delivery of the completed competence frameworks and the related implementation guidance is anticipated for July 2018. The project is currently in the scoping stage and dates may vary. Competence models will be produced for adult and older adult settings, children and young people s settings and all public settings. There will be a dedicated Expert Reference Group set up for each area. Each Expert Reference Groups will meet in Central London 3-4 times, for an all-day meeting, within a 4-5-month period. 2 About the project The ERG and NCCMH project team will be responsible for developing the competence framework and associated implementation guidance to identify the required staffing skills, training, values and behaviours, at the right time and in the right place to prevent people from self-harm or who are at risk of suicide in England. 3 Role of the Expert Reference Group members Members will comprise of NHS staff, adult healthcare professionals, local government staff, people who work in specific occupational settings ( for example construction, agriculture, transport or veterinary services), mental health service managers who train, manage and supervise staff, senior managers within welfare settings, third sector organisations, people with lived experiences, carers, and academics. All members are expected to use their personal and professional experience to advise the NCCMH on the best guidance to provide. Expert Reference Group members are appointed because of their relevant experience or their specific expertise. Members are not appointed to act as representatives of an organisation. If members belong to stakeholder organisations, the NCCMH, HEE and the ERG assume that they bring their personal perspective to the group, and are not representing their organisation. The NCCMH and HEE reserve the right to amend or update the publication as and when required. The Expert Reference Group members agree to: set aside enough time to attend meetings and use their personal and professional knowledge to inform the development of the guidance contribute positively to the work of the group and to developing the implementation guidance and supporting tools take full account of the evidence in developing the competence framework consider the analysis and interpretation of evidence prepared by the evidence review team act in a professional manner, show good manners and be courteous to colleagues and staff at all times be impartial and honest in conducting their duties for NCCMH, use public funds entrusted to them to the best advantage of NCCMH, and avoid deliberately damaging the confidence of the public or stakeholders in NCCMH/NHS England ensure strict adherence to Health Education England s social value judgements and equality policy October 2017 4 of 17

For more information See Appendix A: Role description and person specification 4 Remuneration and expenses The position of Expert Reference Group member is unpaid. The NCCMH will pay reasonable out-of-pocket expenses, including train fares and hotel costs when necessary, for attending ERG meetings. Members will be asked to adhere to the NCCMH expense policy. ERG Chairs and members may be required to provide ongoing advice beyond this date until publication. 6 Diversity and equality of opportunity Appointment is governed by the principles of public appointment and is based on merit. Candidates may come from a wide range of backgrounds and experience, and each successful candidate will need to demonstrate that they meet all the essential criteria for the post. The NCCMH will choose only the applicants who it feels have demonstrated that they best meet the criteria in the person specification. 9 Conflict of interests NCCMH is expected to achieve and maintain high standards of fairness in the way we conduct our business. These standards include impartiality, objectivity and integrity, and effective handling of public funds. Managing potential conflicts of interest is an important part of this process. NCCMH and HEE must manage conflicts of interest effectively when developing guidance. Failure to manage conflicts of interest could mean that professionals and the public will lose confidence in our work. We give particular consideration to interests involving payment or financial inducement or any reputational interest related to academic work that may be affected by the matters under discussion. 10 Standards in public life and code of conduct Committee members are expected at all times to act in good faith and observe the highest standards of impartiality, integrity and objectivity in conducting the committee s business. Members will be required to comply with the terms of appointment relating to conduct (Appendix C). 11 How we manage your personal information Your personal data will be held by NCCMH in accordance with the Data Protection Act 1998 only for the purpose of recruitment to the advisory committees. given to third parties. Anonymised statistical information, including equalities data, may be held in order to monitor our recruitment process. When we ask you for personal information, we promise we will: only ask for what we need, and not collect too much or irrelevant information ensure you know why we need the information protect your personal information and as far as possible make sure that nobody has access to it who shouldn t ensure you know that you have a choice about giving us information make sure we don t keep information about you longer than necessary only use your information for the purposes that you have authorised. Appendix A: Role description and person specification The NCCMH would like to hear from those with experience of one or more of the following: 1. People who work in specific occupational settings (for example healthcare, agriculture, construction, transport, veterinary services) 2. A GP 3. An emergency department representative (for example a Liaison officer) 4. Mental health service managers who train, manage and supervise staff (for example inpatient, forensic settings, Crisis resolution Home Treatment Teams) 5. Senior managers within welfare settings (e.g. housing, employment, benefit services and probation these include government and voluntary or third sector organisations) 6. An Adult & Older Adults mental health specialist who specialise in the prevention and management of Self-Harm and Suicide Prevention (for example, Consultant Psychiatrists, Clinical Psychologist, Nurse Therapist or Clinical Nurse Specialist) 7. A general mental health practitioner (for example, Consultant Psychiatrists, Clinical Psychologist, Nurse Therapist or Clinical Nurse Specialist) 8. A Third sector representative, specialising in helping adults who self-harm or who experience suicidal thoughts 9. Role Expert Reference Group Member: Adults- Self-Harm & Suicide Prevention Competence Framework ROLE DESCRIPTION Summary Responsibilities To work with the NCCMH in developing the competence framework and associated implementation guidance to identify the required staffing skills, training, values and behaviours, at the right time and in the right place to prevent people from self-harm or who are at risk of suicide in England. This work is commissioned by Health Education England. To feedback on draft copies of the competence framework and supporting documents which will be circulated periodically. We anticipate the overall time commitment, from scope to publication to be 12 months. The anticipated completion of this project is July 2018*. ERG members may be required to provide ongoing advice beyond this date until publication. *This is subject to the scope and development process which is currently being determined. Ability to gather data, analyse, critique and synthesise complex information, as evidenced by relevant experience and/or academic qualifications. Broad clinical and research interests in self-harm and suicide prevention and or the wellbeing of adults and a demonstrably critical engagement with research in adult s mental health Sound and broad understanding of different fields of practice, research and study within mental health. Able to work with clinicians and researchers from different backgrounds. Appendix B: Standards in Public Life: the seven principles Selflessness Holders of public office should act solely in terms of the public interest. They should not do so in order to gain financial or other benefits for themselves, their family or their friends. Integrity Holders of public office should not place themselves under any financial or other obligation to outside individuals or organisations that might seek to influence them in the performance of their official duties. Objectivity In carrying out public business, including making public appointments, awarding contracts, or recommending individuals for rewards and benefits, holders of public office should make choices on merit. Accountability Holders of public office are accountable for their decisions and actions to the public and must submit themselves to whatever scrutiny is appropriate to their office. Openness Holders of public office should be as open as possible about all the decisions and actions that they take. They should give reasons for their decisions and restrict information only when the wider public interest clearly demands. Honesty Holders of public office have a duty to declare any private interests relating to their public duties and to take steps to resolve any conflicts arising in a way that protects the public interest. Leadership Holders of public office should promote and support these principles by leadership and example. October 2017 13 of 17

Appendix C: Standards of business conduct for NCCMH committee members Please note that compliance with the below standards is a condition of application. You must include on your application form under Other information you think we should know any information that may affect your suitability. 1. NCCMH requires its committee members to declare any interests and especially conflicts of interest on the Declaration of Interests form. 2. You will be expected to adhere to and uphold the 7 Nolan Principles for the conduct of public life: selflessness integrity objectivity accountability openness honesty leadership. 3. NCCMH requires you to inform us in your application If there is a reason why it may be inappropriate for you to serve on a NCCMH committee. Failure to inform us may result in automatic disqualification from membership or your membership revoked on a temporary or permanent basis. 4. Exclusions from membership of an NCCMH Expert Reference Group: a doctor who is under investigation by the General Medical Council, who has interim restrictions placed on their practice, or who is removed from the Medical Register those under investigation for professional misconduct, or in breach of appropriate professional standards anyone who has received a prison sentence or a suspended sentence of 3 months or more in the last 5 years. 5. Anyone who meets any of the categories below will not be automatically disqualified, but they may be asked to step down from membership of a NCCMH committee at the sole discretion of NCCMH: a doctor who is under investigation by the GMC but has not been subject to any interim restrictions October 2017 14 of 17

people who are the subject of a bankruptcy restrictions order or interim order anyone who has been dismissed (except by redundancy) by any NHS body in certain circumstances, people who have had an earlier term of appointment terminated anyone who is under a disqualification order under the Company Directors Disqualification Act 1986 anyone who has been removed from trusteeship of a charity. 6. After an investigation, if a person is considered fit to practise by the investigating body, they will automatically be eligible for committee membership. October 2017 15 of 17

Appendix D Travel and subsistence policy Travel and subsistence policy National Collaborating Centre for Mental Health (NCCMH) As an Expert Reference Group member you will be required to attend meetings at locations in central London. To assist with this, the NCCMH will help with pre-booking travel and accommodation wherever possible. General expense policies: Requests for booking travel and/or accommodation should be made at least three weeks in advance. The processing of booking travel or accommodation from the day of your request to receiving confirmation can take up to a week. If a meeting is arranged at short notice, you may have to book your own travel and claim the value back as an expense. The Royal College of Psychiatrists will book accommodation, when requested, at a hotel near the meeting venue, providing the hotel stay is for the night preceding the Expert Reference Group meeting and the request is made within the deadline. You must submit your expense claim form with all tickets and receipts within eight weeks of the expenses being incurred. Anything later than that and your form cannot be approved for reimbursement. Please provide original receipts & tickets for all expenses claimed, including car parks, taxis, bus, tube (receipts can be obtained when purchasing the ticket or ask to be let through the barrier at the station to ensure that the ticket is not retained), trains, air fares and meals. Claims will not be paid without the production of original receipts & tickets. The NCCMH can only reimburse expenses for Expert Reference Group meetings. In event of having to book your own travel & accommodation: 1) If you can no longer attend the meeting, please let the project manager know at least 72 hours in advance so the tickets can be cancelled. 2) Should a ticket need to be cancelled or amended, the NCCMH will require unused tickets to be sent back to NCCMH within two weeks of the outbound journey. You will need to keep the original tickets (this can be obtained when purchasing the ticket or ask to be let through the barrier at the station to ensure that the ticket is not retained) for this reason. 3) When booking accommodation close to the Head Office, the NCCMH recommend the following hotels used in our booking procedure: Hotel Ibis London City from 99pp Premier Inn London City Tower Hill from 110pp Travel reimbursement policies: 1) Train travel - second class tickets. First class or open/anytime tickets are only permitted when this is the cheapest option available. If tickets are purchased after the two-week deadline, the NCCMH will only be able to refund up to 200, unless the meeting was arranged at short notice. October 2017 16 of 17

Bus and taxi travel Taxi journeys will only be reimbursed where public transport is not a practical alternative. Air travel Domestic air travel where this is the only practical means of transport. Car mileage Car mileage at 40p per mile (regardless of engine capacity). The total reimbursed for car travel will not normally exceed the standard class rail fare for the equivalent journey. Car parking fees- This does not include fines.
