Purpose of Discretionary Grants The purpose of the discretionary grants is : For the SETA to implement the Sector Skills Plan. For the SETA to achieve its objectives in relation to the development of the sector. For the SETA to address the scarce and critical skills in the sector
Discretionary Grants Allocation The Discretionary Grant funding is allocated as follows: 80% within a particular financial year to PIVOTAL programmes that address thescarce and critical skills identified in their SSPs 20 % will be allocated to NON Pivotal Programmes
Discretionary Grant Approach The Discretionary Grant will be disbursed as follows: Application window for Levy and non Levy Paying Organisation to address PIVOTAL Programmes Allocating Funds to address Strategic Projects which are predominately Rural, Infrastructural
PIVOTAL Programme PIVOTAL is an acronym which means professional, vocational, technical and academic learning programmes that result in qualifications or part qualifications on the National Qualifications Framework PIVOTAL Programmes within CATHSSETA are: Learnership Programmes Skills Programmes Work Integrated Learning and/or Internships Bursary Programmes
Non PIVOTAL Programmes Non Pivotal Programmes are Programmes which do not lead to credit bearing qualification, however address key objectives and priorities of the SETA. Non Pivotal Programmes include: Career Guidance Sector Conferences
Pre Requisite Requirements Levy Payers must have submitted Mandatory Grant Application and Pivotal Plan in April 2014 Non Levy Payers must submit Pivotal Plan PIVOTAL Training must be conducted in the 2014/15 financial year PIVOTAL Training must address scarce and critical skills as identified by CATHSSETA
GRANT TYPE TARGET SUBMISSION DATE DISCRETIONARY Levy Payers Non Levy Payers SMMEs NGOs Trade Unions CBO/C COOps HEIs/FETs Government Departments t 1 March 2014-30 April 2014 and September 2014 - October 2014 SUBMIS SION TYPE Grant application Funding proposals ALLOCATION Allocation of Discretionary Grant funding will address PIVOTAL and Non PIVOTAL programmes and be apportioned as follows: PIVOTAL Projects 60% of funding will be allocated to the discretionary grant window to be accessed by Levy and Non Levy Payers. 10% of funding will be allocated to chamber committee projects that will address specific sector needs. 10 % of funding will be allocated to Strategic Projects addressing rural areas, FET Capacity building and Public Service training Non PIVOTAL Projects 20% of funding will be allocated to Non PIVOTAL projects at the discretion of CATHSSETA, to develop the sector. In respect of payment of the discretionary grant, each project will have its own specific disbursement schedule, which h will be made available upon the opening of applicable funding windows.
