Accordingly, we request that VPT consider setting the minimum technical criteria higher at least 500 crores so as to select consultants who have credible experience in delivering on large scale capital projects It is advisable that, consultants will be required to deploy teams for undertaking the assignment upon receiving the letter of award which shall involve upfront costs related to travelling for site visits & market assessment exercises. We request you to please consider the following payment schedule: 10% of contract value on signing of letter of award 10% of contract value on submission of Concept Report 20% of contract value on submission of Draft Screening Report 25% of contract value on submission of Final Screening Report 25% of contract value on submission of draft Project Master Plan & Detailed Project Report 10% of contract value on approval of Final Project Report by Visakhapatnam Port Trust 6. 4 Consultancy Team : We request you to please clarify the consultancy team required for the assignment in terms of education qualifications, years of work experience, professional background, minimum number of eligible assignments undertaken for each expert and kind of experts such as team leader, real estate expert, finance expert, urban planners amongst others 7. 4 Selection Method : We request you to please clarify the selection method to Tender Document conditions (4. In case of Least Cost selection method please clarify if there is any scoring criteria for the technical proposal 8. 7 (iii) Proposal Due Date : a) We request you to clarify the correct last date. b) Considering that a lot of these queries would affect our proposal in terms of teaming and collaborating, we request that the last date be set to at least 3 weeks from responses to queries from VPT in order to allow consultants to put together a strong proposal that address all the requirements of VPT. 9. 4.2 - Can the Bidder be a consortium of firms with covering an experience of consultancy planning, evaluation & due diligence of various types of projects? - Does INR 5 Crore refer to the project Cost of the Infrastructure / Construction Project? - What does Construction projects refer to? Would it include projects under commercial, industrial, residential use? - Can Consultancy experience under Industrial, Commercial, and Residential be considered under eligible projects? - What are the various sectors for which Infrastructure projects experience can be submitted? (E.g.
