1. Scope The Health and Safety at Work Act 1974 and all current, associated legislation place obligations upon employers, their employees and the self-employed, in respect of measures to safeguard everyone involved in, or affected by work activities. The 1992 Management of Health and Safety at Work Regulations embodies further legal requirements. 2. Aim Charville Academy aims to create a safe and healthy workplace for all its stakeholders for Health and Safety (H&S) both in and out of school. This includes: Ensuring all equipment and systems are used in accordance with their intent and are maintained in line with H&S specifications. Ensuring the site complies and is maintained in line with current H&S regulations. Safe storage of hazardous substances in accordance with current regulations and COSHH. Ensuring food hygiene standards are adhered to. 3. Our Commitment Charville Academy is committed to providing and maintaining a safe and healthy environment for all, in line with these regulations, so far as is reasonably practicable. All employees and contractors must work and act with due regard to the health and safety of themselves, other employees, pupils and visitors and to co-operate and comply with the current regulations and policies of the Charville Academy. The Head is responsible for day-to-day leadership of health and safety at the school s premises. A designated Governor will liaise with the Head or Deputy Head, School Business Manager, Site Manager and designated staff as a representative of the Academy Trust. In their absence of the Head, the Deputy Head / Assistant Head teacher assumes the responsibility, with the support of the site staff. Charville Academy publishes procedures and policies in detail for the following areas of responsibility in accordance with HSWA 1974, which are circulated to employees and are available on request. First Aid Policy (to follow) Food Safety and Hygiene Policy Safeguarding Staff Health and Wellbeing Policy The Head, supported by the Academy and the Site Manager, is responsible for the implementation of the regulations and aims to provide a safe and healthy environment for all employees, pupils, visitors and contractors. The school will take steps, within its power, to meet its responsibilities under the current H&S regulations which apply to school activities. Training on H&S will be given to all staff when required. 4. Obligations Of The Employer And The Employee The Head is required to enforce the current H&S regulations within the school environment for all areas affected by the regulations. The Head is also required to ensure relevant training is undertaken by all staff employed within the school. Governors are made aware, via the Clerk of H & S training. The Head is also responsible for ensuring timely distribution of key information and procedures and policies to all employees. A nominated Governor from the Academy Trust will be responsible for overseeing H&S policies within the school comply with current regulations. All staff are required to ensure they: Have read and understood the H&S policies for the school and the working environment Have read and understood the safeguarding policy of the school community. Know who the H&S officers are within the school Adhere to the COSSH regulations (Control of Substances Hazardous to Health) in school Are aware of the special safety measures and arrangements to be adopted in their own working area and to ensure they are applied Observe standards of dress consistent with safety and/or hygiene. Maintain standards of care and cleanliness Know and apply emergency procedures in respect of fire, bomb threat and first aid Co-operate with other employees in promoting improved safety measures within their school Know how to report hazards, defects, unsafe practices and any accidents or incidents that they are aware of, in accordance with RIDDOR requirements Undertake and adhere to any training, to enable them to carry out their work without risk to health or safety Exercise personal responsibility for the safety of themselves and their co-workers, pupils and visitors. 5. Delegated Obligations and Responsibilities HEAD The Head, (Deputy Head in the Head s absence) will be responsible for the ongoing training of all employees with regard to adhering to the current H&S regulations. The Head will also be responsible for ensuring all regulations are current and liaise with the Health & Safety Officer as appropriate. The Site Manager will be responsible for ensuring they are full trained and up to date with all regulations associated with site maintenance, storage of substances and contractor safety. Expert advice from subject professionals will be sought by the Head as the need arises. SENIOR LEADERSHIP TEAM Members of the Senior Leadership Team may be delegated any of the duties of the Head provided that they are competent to do so and have received the relevant training in that area. The Leadership team discuss H&S weekly at their meetings which are minuted and where necessary, action plans and amendments to policies and procedures are implemented. THE SITE MANAGER The Site Manager, (Site Assistant in the Site manager s absence) under the direction of the Head or Deputy Head is responsible for ensuring that the building provides a safe and healthy environment for everyone in it. The Site Manager and cleaning employees maintain a clean and tidy building and grounds. Any minor repairs or maintenance are completed by the site Manager, or through the use of authorised contractors. Any equipment / hazardous substance are kept locked away from the children, and securely stored in line with COSSH regulations. All equipment is purchased to appropriate British Standards and is maintained in accordance with the manufacturer s recommendations. GOVERNING BOARD The Governing Board are responsible for ensuring all H&S regulations are in place to support and protect all staff, pupils, visitors and contractors. They are required to review, endorse and authorise all policies relating to H&S practice within the school, bi-annually or as regulations change. A list of the school policies which comply with H&S regulations are detailed above. They are also responsible for ensuring adequate resources and training is provided for staff, Governors and pupils to ensure all are aware of their obligations. MIDDLE LEADERS, TEACHERS, SUPPORT STAFF, SMSAs, CLEANERS Middle leaders, Teachers, support staff, SMSAs and cleaners are responsible and accountable to the Head for all matters relating to H&S and welfare within their subject area and the school environment in which they work. In addition, Teachers and support staff must make themselves aware of all the policies relating to the safety and welfare of the children including policies that cover safe storage of controlled materials, hazardous substances and medication. CATERING TEAM AND LUNCH TIME STAFF The catering and lunch time meal supervisors are responsible for familiarising themselves with all policies relating to the preparation and service of food, including allergies. In addition, they need to be aware of the general H&S policies for storage of controlled materials, food hygiene and safety of their working environment and be aware of the current COSHH regulations. Particular attention is required on food hygiene to maintain the best Food Hygiene Standard. CONTRACTORS & PARTNERS The health and safety arrangements for contractors must be outlined in more detail in the local Department for Health & Safety policies and read in conjunction with this policy. Contractors will be under the supervision of the Site manager or the assistant, and must comply with the H&S regulations relating to the work they are undertaking and those directly attributed to the school. Competency of the contractors or partners is to be established prior to any work being undertaken. Contractors and Partners must be made aware of the emergency procedures when they arrive. All contractors and partners must be vigilant in the safeguarding of staff and pupils at all times. VISITORS Staff within the school, have a responsibility to ensure that all visitors have been made aware of the procedure in case of an emergency. All visitors are required to familiarise themselves with the nearest emergency exit. Visitors have a responsibility to report any H&S concerns to the Head or a member of staff at the time. 6. Inspections & Auditing The Head and senior management meet weekly to discuss H & S. The Site Manager will undertake H&S inspections once a term with the Health & Safety Health & Safety Comm Policy date: Summer Term 2018 6 of 9

Officer. An action plan detailing any H&S concerns will be submitted to the Academy Trust each term. Any H&S issues that arise which require immediate action will be addressed by the Head. If the cost to rectify the issue exceeds the delegation of the Head, it will be referred to the Academy Trust for approval. Any notifiable hazards, defects, accidents (RIDDOR if appropriate) or incidents reported by staff or visitors, at any time, will be investigated immediately and dealt with. All accidents should be reported in line with the RIDDOR requirements. Regular review of site safety will be carried out and any concerns addressed immediately. This includes routine checks and inspections of all alarm systems, kitchen appliances, IT systems and equipment and all electrical items. Governors with responsibility for H&S will also undertake an inspection of the site and premises and be responsible for investigating any issues and concerns raised by the Head, Site Manager, H&S representatives and staff as and when they arise. Auditing of all policies and procedures connected with H&S matters will be reviewed annually and presented to the Academy Trust for amendment. All policies will be readdressed and presented for formal endorsement by the Trust bi-annually, if unamended prior to that time. An annual audit of the site and surrounding areas will be undertaken and a report completed and presented to the Academy Trust. Health & Safety Comm Policy date: Summer Term 2018 7 of 9
