Welcome to USAREUR Congratulations on accepting a position with US Army Europe! Here is some helpful information about coming to Europe and what to expect. Before Arriving The intent of this information brief is to provide a basic overview of common questions Soldiers have when preparing to PCS for an unaccompanied 1 year (but more than 181 days) tour in Wiesbaden Germany. As the process begins to finalize, your State/TPU unit and USAREUR will be waiting for your orders to be generated. If you are already past the start date listed in Tour of Duty (TOD), coordinate with your USAREUR POC to select a start date that will allow you to close out your personal affairs (current employer, family, etc.). If you are still ahead of the start date listed in the application, then ensure you plan to arrive in USAREUR on/about your start date. Once your start date is known, you must coordinate with CWT Sato Travel, your M&RA POC, and your sponsor to ensure all parties are tracking how and when you are going to arrive. Once you receive your itinerary, send it to your sponsor and M&RA POC. Sponsorship Sections / Units are responsible for assigning a sponsor to incoming personnel. You should be contacted by your sponsor prior to your arrival. If your sponsor has not contacted you, please call the POC for your TOD packet. You sponsor will proved the following at a minimum. 1. Provide information regarding the area 2. Assist with travel and lodging 3. Set up mailbox (CMR) 4. Arrange pick-up from the airport 5. Assist with inprocessing Travel Your order will be a PCS Order and flights are paid using a Centrally Billed Account (CBA). This means that you will need to call 1-800-709-2190 or the 800 number on your order to book your flights DO NOT USE DTS OR YOUR GOVERNMENT TRAVEL CARD, you will not be reimbursed. You may make your flight arrangements prior to receiving your order. Tell SATO that your order is in the process of being generated. They will make your reservation but will not issue your tickets until they receive your order.

*** Ensure SATO knows your ARRIVAL date (start date of the order) into Europe. This will determine your DEPARTURE date (they may be different) from your location. Once you have received your itinerary, send it to your M&RA POC and Sponsor. Your sponsor will be responsible for arranging your transportation from the airport to your lodging/barracks. Lodging Guidelines for Lodging E6 and below barracks on Clay Kaserne (arranged by your sponsor) E7 and above Off Post Lodging (see below) Lodging should initially be reserved for 30 days. Contact the Wiesbaden Army Lodge for reservations. If there is not availability at the lodge you will receive an email with a statement of non-availability. In that case contact the Penta Hotel and the NH Hotel are other options. You are free to use any hotel of your choosing, but be mindful of transportation to Clay Kaserne, as transportation is only provided from the Army Lodge. Any charges over that amount will not be reimbursed. Also, be advised that some hotels in Germany charge a lounge fee that is not reimbursed. Ask the reservation clerk to remove this option while making your reservation. What you are authorized/not authorized based on your orders Regardless of what orders state, Soldiers are authorized: 4 checked duffle bags, suitcases, totes, etc. or combination of. If the airline charges for bags, the expense is reimbursable. Some airlines will allow up to 6 checked bags for free. Recommend checking with your airline prior to packing. Weight allowance depends on airlines Patriot Express: 70lbs per bag Commercial Flight: Check with the airline for details Typically 50lbs.

Regardless of what orders state, Soldiers are NOT authorized IAW JTR for 1 year unaccompanied PCS tour: HHG and POV Shipment Reimbursement for dependent travel in conjunction with a PCS move Dislocation Allowance (DLA) Temporary Lodging Expense (TLE) applicable to CONUS PCS Reimbursement for any pet transportation costs What to pack Uniforms: ACU/OCP uniforms for wear during normal duty day ASU/Mess Dress uniform for various balls and functions you may want to attend Army Physical Fitness Uniforms. Soldiers are required to conduct an APFT twice a year. OCIE (mission dependent), you will go through CIF during in-processing Recommend ACH, IBA, Ear Protection, Gloves, etc. (range necessities) Soldiers are required to conduct IWQ twice a year Sleeping bag, ruck sack, snivel gear if expected to travel TDY to austere locations or participate in OAR- ERI exercises Plenty of civilian clothes and personal affects. You ll have nights and weekends (mostly) free to explore Europe. Additionally, if living off-post you are required to travel to and from your duty location in civilian clothing. Customs & APO Mail System The Army has set up the APO system to provide regular mail service to service members. Mail service is for personal use only. It is NOT for business use. Violators of APO policies are subject to UCMJ action and Federal felony convictions. IAW with AE Reg. 550-175, Section I: General, 6 Host-Nation Provisions, Rules, Policy, e-alcohol, Coffee, Tobacco Products, Medication, Animals, and Plants, 1- Unaccompanied Importation. Personnel subject to this publication may not import the following items in unaccompanied baggage or household goods, or through the Military Postal Service (MPS): Alcoholic beverages Animals or plants Cheese and cheese products Cigarettes and other tobacco products Coffee and coffee products Meat and meat products Medication (including vitamins and nutritional supplements)

Milk and milk products Note: Nutritional supplements include protein powder and other weightlifting/bodybuilding supplements. Transportation from Frankfurt Airport to duty location in Germany Your sponsor will arrange for you to be picked up and brought to Clay Kaserne on the day of your arrival. Bringing Family to Europe Family members may visit you in Germany for less than 90 days. If your family members are in Germany for more than 90 days, you are required to terminate your BAH for your HOR. If you bring your family members to Germany with the intent to stay, you must notify the finance office to terminate your BAH upon their arrival. Intent is defined as actions that would suggest that you may be intending for your family to stay, such as enrolling your children in school. BAH fraud has been an issue in the past, and as such is highly scrutinized. Be up front with your intentions. Soldiers on PCS for an unaccompanied 1 year tour in Germany, can bring their family over to live with them at their OWN expense (non-reimbursable). Ensure you understand requirements and services available prior to bringing them into the country. Dependents will NOT be command sponsored and are considered tourists, living in your off-post housing (not authorized to live on-post) Ensure dependents are in DEERS and have military ID cards and passports before you leave if possible. Some ID card offices may issue active duty dependent ID cards (tan) prior to the start of your orders. If your DEERS office will not allow you to obtain active duty dependent ID cards prior to the start date of your orders, ensure that you have an authorization form on file so they can get them without your presence. Contact your local ID Card/DEERS office for more information. Utilize commercial airlines, SATO travel (Clay Kaserne office) or Patriot Express (IAW policies/procedures) to fly dependents into Germany Complete Status of Forces Agreement (SOFA) card paperwork With the SOFA card, dependents will not have to depart Germany every 90 days Register family member s CACs with IACS (once SOFA cards are received) Dependents use Tricare providers off-post or can travel 1.5 hours to the Landstuhl Medical Facility. Child care on post is NOT available. EFMP service are NOT available on post. You may use Tricare to go off post. DODDS schools are Space-Available. You child may not get accepted depending on the enrollment levels for the school year. Driver s License Obtain an international driver s license. These can be obtained from any AAA office in the US. It is typically about $20 and you will need to bring a passport photo.

You will also need to obtain a USAREUR driver s license upon arrival (different for Italy See USAG Vicenza, Italy Newcomer Information Guide). Ensure that your state driver s license will not expire during your stay in Germany. You can complete the USAREUR driver s training and test via JKO (suggested), or wait until your in-process as there is a half-day classroom instruction followed by the written exam. You MUST have this license as a USAREUR Soldier to drive in Germany. This certificate expires 60 days from the date of completion, so ensure you do not take it too early. JKO: https://jkodirect.jten.mil/atlas2/faces/page/login/login.seam USA-007 U.S. Forces Driver s Training Program for Europe (2 hrs) USA-007-B U.S. Forces Driver s Training Program for Europe Final Course Exam (2 hrs) Passports You should bring a civilian passport if you have one. There is a passport office on Clay Kaserne if you need to get one while you are here. You will need it to travel outside of Germany. In order to apply for your passport, you must have an ORIGINAL or CERTIFIED COPY of your birth certificate. Banking Community Bank by Bank of America (https://www.dodcommunitybank.com/) is the only bank that has an IBAN Code that is used to pay rent and utilities. You will need to set up an account. This can be done online or when you get here. Andrews Federal Credit Union (https://www.andrewsfcu.org/about-us/in-the-community/overseas.html) is also available but you will not be able to use it to pay your German bills. Documents to Bring Finance Marriage certificate Divorce decrees Birth certificate(s) **bring originals, you might need it to in-process with finance and DEERS. Personal Updated ORB/ERB/SRB Copy of last DD 214 Completed evaluation from chain of command Online Classes Complete all online annual training and bring copies of your certificates. Most plans offer international rates and you should be able to use your phone here until you get a German plan. Cell Phones: Two options to choose from in Hainerberg PX (TKS or T-mobile) that have been vetted for military personnel Options on the economy as well (at your own risk) Miscellaneous Contracts in Germany require 3 months notice of cancellation Bring in a letter from your Commander and/or your orders as proof of termination Housing deposits can be kept up to 1 year after the end of a contract On the town: Reservations are big around Europe, it s rare to be able to walk-in and sit down especially on a Friday/Saturday night Tip at restaurants is usually between 5-10%. Stores are generally CLOSED on Sundays Keep in mind that this is an unaccompanied PCS tour without HHG or POV shipment. Government travel card required to be selected for this position.

Upon Arrival Reporting Typically your orders will begin on a Monday. You will be picked up from the airport and brought to Clay Kaserne to begin inprocessing. You will inprocess IACS for base access, be introduced to your Supervisor and team and then you will be taken to the hotel. Inprocessing will begin Tuesday morning. Your place of duty for 2 weeks will be the inprocessing center in uniform. In Processing The following information is specific to Soldiers in-processing at Clay Kaserne in Wiesbaden. Other duty locations may vary. In-processing begins at 0730 on Day 1 in Building 1023W If staying at the Army Lodge, Soldiers can take the base shuttle leaving the Lodge at 0658 (southbound bus) and arriving at the alternate stop Building 1525 at 0714 (due to PT road blocks) If staying at the Penta Hotel, Soldiers can walk to the bus stop in front of the PX on Washington Strasse (Street in German). Bus picks up at 0655 (southbound bus) and arriving at the alternate stop Building 1525 at 0714 (due to PT road blocks) USAREUR Sponsor may also transport Soldiers, POC dependent. The next 10 days will be a combination of individually made appointments to complete tasks such as medical, dental, etc. and scheduled briefings within various classrooms inside the Welcome Center Required Documents 10 copies of your orders Any other documents required for finance MAKE COPIES OF ALL DOCUMENTS PRIOR TO TURNING THEM IN!!! Entitlements In general, the following entitlements are authorized for 1 year, unaccompanied PCS tour: Base Pay http://www.dfas.mil/militarymembers/payentitlements/military-pay-charts.html Basic Allowance for Subsistence (listed in pay chart) Overseas COLA http://www.defensetravel.dod.mil/site/colacalc.cfm FSA (if married, starting 1 month after orders start date listed on pay chart) FSA will be forfeited if/when dependents are with you at your duty station

Housing Authorization if married/dependents (E7 and above will be on the economy, E6 and below will be in barracks) BAH for HOR and housing allowance (OHA) for off post housing at duty station Housing allowance for HOR stops on day 91 of dependent(s) visit, or day one of dependent(s) intending to stay Housing Authorization if single/no dependents (E7 and above will be on the economy, E6 and below will be in barracks) BAH for HOR or request for waiver to receive OHA for off post housing OHA allowance will be at the no-dependent rate http://www.defensetravel.dod.mil/site/ohacalc.cfm OHA allowance can be changed to the with dependent rate, if your dependent(s) stay and you forfeit your housing allowance for HOR OHA Utilities allowance (dependent on housing contract) There are limited, but not guaranteed, on post housing units upon request Additional entitlements Soldier will receive: Temporary Lodging Allowance (while in hotel lodging) Used to pay for your hotel while you locate a place to live/move into barracks Includes a per diem payment Paid at 65% of the allotted rate Move-In Housing Allowance (once contract submitted for off-post housing) One-time payment associated with PCS move to Germany Medical Coverage: You are enrolled into Tricare and your family is automatically enrolled in Tricare Standard (ensure DEERS is updated) Dental Coverage: You ll need to add the dental supplement for dependents, if desired. Soldiers on PCS for an unaccompanied 1 year tour in Germany, can bring their family over at their OWN expense (non-reimbursable). Housing Soldiers E7 and above, unaccompanied will live off post. You will be required to pay a deposit on an apartment or rental house. This can typically be between $3-7K. Additionally, there are very few rentals that are fully furnished. This is different than the one you may receive for the lodge. Coordinated with off-post housing for appointments to schedule visits to available homes (the website is not always up-to-date)

Understand your OHA, it is NOT like BAH: OHA is provided at the rate without dependents OHA is capped to what your housing contract is signed for For example, if you are authorized $2000 and your contract is for $1500, then you will only receive OHA payments for $1500 and will NOT receive the $500 difference OHA Utilities will be paid as follows (lumped into OHA payment): 100% of OHA utilities amount if electric and gas are NOT included in contract 60% of OHA utilities amount if one of those two are not included in your contract 0% of OHA utilities amount if both are included in your contract (Ensure rent total does NOT exceed unaccompanied OHA rate for your grade or you ll be responsible for the difference) Transportation Options Public transportation around Wiesbaden, Germany and Europe in general is excellent. Many Soldiers use the bus to get to and from Clay Kaserne. Use of a bicycle is also an option. There are many trails that offer safe ways to ride to work. Carpool with other Soldiers in your section/apartment complex Purchase a vehicle, options include: USAG MWR bid lot (located across from Army Lodge) USAG Wiesbaden resale lot (located in rear of Army Lodge parking) wiesbaden.bookoo.com (like craigslist) www.mobile.de (also like craigslist) The Beamer Zone: www.thebeamerzone.com (located just off Hainerberg) Various dealerships/lots in the greater Kaiserslautern Military Community Consolidated (KMCC) and Ramstein Air Base locale If you purchase a vehicle you will have to have the vehicle inspected (usually paid for by the seller), registered and insured by you. You will also be required to obtain a USAREUR driver s license. If you bring your spouse for less than 30 days, they can get a memo from customs to legally drive your vehicle. If they are going to be there for more than 30 days, they too will be required to get a USAREUR driver s license. Value Added Tax (VAT) Sales tax in Germany is 19%. You can purchase VAT forms that will allow you to recoup the tax on your purchases. There are two different forms. The form for purchases under 2500 are $5. The forms for purchases greater than 2500 cost $25. Check with the retailer to see if they accept VAT forms. See the VAT office for more information.

Extending Your Orders It is possible to extend your orders in theater up to 3 years or a total of 1095 days on orders within the last four years. If you position is going to remain a requirement, start speaking to your chain of command early so that there is enough time to process a new TOD packet. All extensions require approval by the section and must be a funded allocation for the next FY. Once you have approval, the ADOS Team will build your new TOD packet (required for orders more than 60 days). It is the Soldier s responsibility to assist in moving the packet along through the unit approval process. Once your orders are approved, the Soldier must contact the following offices to ensure that your DROS date is updated (See Appendix B Contact List) 1. Finance Office 2. DEERS 3. IACS 4. Housing 5. UTAP 6. Post Office (CMR) 7. HHBN S1 8. Tricare ***Failure to update your records may result in delays or cancellation of your pay or entitlements.

Departing Theater Out Processing All personnel are required to out process the location that they in processed. Out processing should be started 60 days prior to your departure. (See Appendix D Out Processing Checklist) All soldiers on orders more than 181 days must complete the Soldier for Life program prior to their DD214 issuance. It is advised that you being this process early. It will require approximately 20 hours of coursework. If you have completed this program in the last two years, you may be exempt. Contact the SFL/TAP office for details.

Appendix C Explanation of Orders Not all orders are identical, however this is an example of a typical set of orders with explanations of each portion. 1. Orders Type 12301 (d) See Appendix B for entitlements 2. Travel Time You will depart your HOR the day prior to your orders starting in order to arrive on the start date. 3. Home of Record This is the address on your orders. If it is incorrect, notify us immediately. You will NOT be able to change your HOR while on orders. If you do multiple orders back to back, you will not be able to change your address unless you have a break in orders, per (REGULATION) 4. See Report Date 5. SATO will only book you a ticket to fly back to the location that you left from. Variation will not be authorized. 6. RPT TO This is the location you will report to and return to at the end of your orders; this may not be the same as your duty location. 7. ATT TO Unit assigned to for administrative functions. 8. DUTY AT Location where duty will be performed; any deviation from this location will require TDY authorization from your command. 9. This code states that you will not be counted by the Army as an Active Duty member when reporting end strengths. 10. This refers to the RPT TO location. 11. Refers to DUTY AT. 12. Provides that active duty (other than for training) in time of war or national emergency is exempt from the five-year limit whether voluntary or involuntary.
