MONDAY, JULY 17 8:30 a.m. 9:00 a.m. CART Micro Session: Advancements in Cracking Tests As agencies begin to move away from purely volumetric mix designs and towards balanced mix design, mixture performance will be an integral part of mix design approval. While many states are comfortable with the current rutting tests they specify, there is less comfort with choosing a cracking test due to the number of tests which are available and the multiple types of cracking which can vary from state to state. Attendees will hear from the Illinois State Department of Transportation on how they re incorporating a cracking performance test and performance-related mix design into their specifications. The discussion will focus specifically on the I-FIT test for asphalt mixtures and the challenges encountered. TUESDAY, JULY 18 10:15 a.m. 10:45 a.m. Environmental Micro Session: Responding to Community Concerns about Asphalt Plant Emissions When residential communities are developed near existing asphalt plants, or when siting a new asphalt plant near existing communities, sometimes members of the public have questions about impacts from asphalt plant operations. Some of the more common community concerns include odor, trucking, and potential health impacts from plant emissions. While some of these community concerns can be easily addressed, others, like potential health impacts from plant emissions, require more sophisticated responses. In response to these issues, NAPA contracted with a focused environmental engineering consulting firm to prepare materials that are useful in addressing plant emission health impacts in public forums. Key Takeaways: Communicating potential health impacts from asphalt plant emissions. Understanding the differences between health hazards and health risks. Distinguishing emissions from asphalt cement and dryer stacks. Communicating the impact of odor. 1:30 p.m. 2:00 p.m. Health and Safety Micro Session: Silica Rule Update OSHA s new Silica Standard (Rule) is effective June 23, 2017; however, the agency has extended its enforcement date until Sept. 23. This micro session will help attendees understand many of the compliance obligations associated with the Standard and the types of company programs that might be needed to comply with its many provisions. Information sources to help companies comply with the rule will also be presented, including any exposure information related to certain job tasks like power sweeping operations. While these initial efforts have not yet become law, other customers, such as the Illinois Toll Road, are including sustainability as a factor in bid decisions.
