Introduction PRIMA is a new Partnership on Research and Innovation in the Mediterranean Area based on the Decision (EU) 2017/1324 of the European Parliament and of the Council entered into force on 7 August 2017; Today PRIMA includes 15 Participating States: Algeria, Croatia, Cyprus, France, Germany, Greece, Israel, Italy, Luxembourg, Malta, Portugal, Slovenia, Spain, Tunisia and Turkey; Egypt, Jordan, Lebanon and Morocco are TO BE Participating States (pending on conclusion of their respective international agreements with the European Union).
Section 1 Calls (1) There will be 3 calls for proposals in 2018; Two-stage calls the former is an up to 10-page pre-proposal, followed, if successful, by a full proposal (70 pages max); Source of funds: H2020, only; Enforcement of the H2020 general rules from application to eligibility check to review and to grant agreement; Eligible applicants: all foreseen in H2020 rules (public and private legal entities) from PRIMA Participating States (and non-participating States if reviewers deem them essential for the project!); Call manager and funder: the PRIMA Foundation, in Barcelona, only;
Section 1 Calls (2) Calls types and topics: Research and Innovation Action (RIA) Call: Water reuse and water desalination for agricultural and food production; Research and Innovation Action (RIA) Call: Improving the sustainability of Mediterranean agroecosystems; Innovation Action (IA) Call: Implementing innovation in Mediterranean agro-food chains by smallholders and SMEs.
Section 1 Calls (3) Estimated number of projects to be funded: up to 9; Indicative timeline:
Section 2 Call (1) There will be one call for proposals in 2018; Two-stage call (like Section 1 Calls); Source of funds: national funds, only; Enforcement of national rules in partners eligibility check and grant agreement; Enforcement of H2020 general rules in application and review; Eligible applicants: all foreseen in respective national rules; Call manager: the PRIMA Foundation, in Barcelona; Funders: participating national agencies, in virtual common pot (i.e. each agency funds its national researchers only);
Section 2 Call (2) Calls topics and their cross-cutting issues (subject to countries preferences): Water resources availability and quality within catchments and aquifers; Sustainable, integrated water management; Irrigation technologies and practices; Adaptation of agriculture to climate change; Preventing emergence of animal and plant diseases; Developing farming systems able to generate income, to create employment and to contribute to a balanced territorial development; Valorising food products from traditional Mediterranean; Food safety in local food chains; Implications of dietary shifts and sustainable diets for the Med populations and food industry.
Section 2 Call (3) Estimated number of projects to be funded: 20 to 30; Indicative timeline:
FCT s Policy for the Section 2 Call Aggregate commitment of 750.000,00 ; Estimate number of projects: 5 to 9; Maximum that may be requested per consortium: 150.000,00 (if with a Portuguese coordinator) and 100.000,00 (if just participating); If more than one Portuguese partner in a consortium, national funds to be shared among Portuguese partners; All 9 topics are equally regarded no discrimination; Enforcement of the Regulation on Projects Funded Solely by National Funds (i.e. same as for national calls for proposals).
Fundamental Consortium s Eligibility Under any PRIMA call an eligible consortium has to be composed by at least three legal entities based in three different PRIMA Participating States; AND: At least one legal entity has to be based in a EU Member State, i.e. Croatia, Cyprus, France, Germany, Greece, Italy, Luxembourg, Malta, Portugal, Slovenia or Spain; and At least one legal entity has to be based in Israel, Tunisia, Turkey, Algeria or a TO BE Participating State: Egypt, Jordan, Lebanon or Morocco.
