I WANT TO THANK YOU AND THE ASSOCIATION OF OLD CROWS FOR INVITING ME TO SPEAK AT YOUR INTERNATIONAL SYMPOSIUM. I D ALSO LIKE TO THANK BOB STEIN FOR HIS DETAILED LOOK AT THE CURRENT ENVIRONMENT. HIS WORK ON THE DEFENSE SCIENCE BOARD S EW STUDY REALLY CAPTURED THE CHALLENGES WE FACE AND ITS RECOMMENDATIONS PROVIDE A WELL THOUGHT OUT ROAD MAP FOR THE FUTURE. I D LIKE TO UNDERSCORE THREE OF ITS KEY POINTS: FIRST: THE STRATEGIC ADVANTAGE OUR FORCES GAIN FROM INFORMATION SUPERIORITY ARE AT SERIOUS RISK WHEN OUR EW CAPABILITIES TRAIL THOSE OF OUR ADVERSARIES. SECOND: EW NEEDS TO BE TREATED LIKE A KEY ELEMENT OF U.S. DEFENSE STRATEGY. WE MUST MAKE THE RECAPITALIZATION OF THE EW SYSTEMS OF OUR NATION AND OUR ALLIES AN IMPERATIVE. THIRD: TO BE SUCCESSFUL, WE NEED STRONG EW GOVERNANCE STRENGTHENED GOVERNMENT LEADERSHIP; WITH BOTH THE TECHNICAL COMPETENCE AND CLOUT AS ENVISIONED IN THE DSB STUDY.

P a g e 2 THIS IS NOT AN ISSUE OF A LACK OF CAPABILITY. THE ISSUE HAS BEEN THAT EW HASN T BEEN A NATIONAL PRIORITY. WHEN THE DEPARTMENT OF DEFENSE HAS DEFINED A CAPABILITY NEED INDUSTRY HAS STEPPED UP WITH INNOVATIVE SOLUTIONS. AN EXAMPLE OF THIS BEING THE NAVY S NEXT GENERATION JAMMER. THE NAVY LED A VERY TOUGH COMPETITION, WHICH BROUGHT A LOT OF GOOD IDEAS TO THE TABLE FROM ACROSS INDUSTRY. BOTTOM LINE: INDUSTRY HAS THE CAPABILITY AND INNOVATIVE PEOPLE READY TODAY TO PARTNER WITH THE GOVERNMENT TO DEVELOP THE NEXT GENERATION OF CONVERGED ELECTRO-MAGNETIC SPECTRUM SYSTEMS WE NEED. FORTUNATELY, THIS IS AN OPPORTUNE TIME TO RE-ENERGIZE AND RE-INVEST IN EW. WE ARE AT AN INFLECTION POINT. THE MARCH OF TECHNOLOGY HAS CREATED AN ELECTRO-MAGNETIC SPECTRUM THAT IS INCREASINGLY DIVERSE, DYNAMIC, ADAPTIVE AND UNCERTAIN. AT THE SAME TIME, TECHNOLOGY ADVANCES HAVE CREATED THE POTENTIAL FOR COUNTLESS NEW CAPABILITIES TO COUNTER THE THREAT. IN SHORT, THIS IS NOT THE SAME DOMAIN AS WHEN I STARTED MY CAREER IN THE EARLY 1980S. ENGINEERS LOVE THE CHALLENGE OF SOLVING OUR CUSTOMER S HARDEST PROBLEMS. SO THIS IS AN EXCITING TIME TO BE IN EW BECAUSE THE PROBLEMS ARE HARD!! TO SEE HOW EW HAS CHANGED IN THIS NEW ERA, LOOK NO FURTHER THAN THE APERTURES. STATE OF THE ART USED TO BE HAVING A DIFFERENT ANTENNA FOR EVERY FUNCTION.

P a g e 3 NOW A WIDEBAND GALLIUM-NITRIDE ENABLED ACTIVE, ELECTRONICALLY SCANNED ARRAY OR AESA CAN BE APPLIED TO THE EW, COMMUNICATIONS, RADAR AND SIGNALS INTELLIGENCE MISSIONS, ALL AT THE SAME TIME. WE ARE REALLY SEEING THE SIMULTANEOUS CONVERGENCE OF TECHNOLOGY; MISSION SYSTEMS, INCLUDING SURVEILLANCE, FIRE CONTROL, CYBER, AND EW; INCLUDING SIGINT AND STAND-OFF AND STAND-IN JAMMING CONOPS. FURTHER, THIS CONVERGENCE WILL INTEGRATE AND OPTIMIZE THE EMPLOYMENT OF THESE CAPABILITIES NOT ONLY ACROSS THE MISSION SYSTEMS, BUT ACROSS THE FORCE PACKAGE AS WELL. WE ARE FULLY ENGAGED WITH THE SERVICES AND AEROSPACE PLATFORM CONTRACTORS TO UNDERSTAND THE EMERGING ENVIRONMENT IDENTIFY ALTERNATIVES, ASSESS PERFORMANCE, AND EFFECTIVELY MATCH MISSION SYSTEMS AND PLATFORMS IN PURSUIT OF THE NEXT GENERATION OF AIR DOMINANCE SYSTEMS. AS A RESULT, LOOK FOR CONTINUED INVESTMENT FROM THE CUSTOMER AND INDUSTRY IN TECHNOLOGIES THAT ENABLE EW IN ITS BROADEST SENSE FROM DC (DIRECT CURRENT) TO LIGHT (LASERS). TO ILLUSTRATE THE ONGOING CONVERGENCE OF EW AND CYBER LET S LOOK AT THE CHALLENGE OF OPERATING EFFECTIVELY IN CONTESTED ENVIRONMENTS. U.S. DEFENSE STRATEGY CONTINUES TO REQUIRE WORLD-WIDE ACCESS AND THE CAPABILITY TO PROJECT POWER AT THE TIME AND PLACE OF OUR CHOOSING. THIS IS INCREASINGLY TOUGH IN A HIGHLY DIVERSE THREAT ENVIRONMENT THAT INCLUDES PERMISSIVE, CONTESTED AND HIGHLY CONTESTED OR ANTI-ACCESS, AREA DENIAL (A2/AD) THREAT ENVIRONMENTS. IN THE A2/AD ENVIRONMENT, WE BELIEVE THAT WE WILL NEED TO DELIVER BOTH KINETIC AND NON-KINETIC EFFECTS TO INCLUDE ELECTRONIC ATTACK, CYBER AND HIGH-ENERGY LASERS.

P a g e 4 WE NEED TO BE PREPARED AS THERE IS NO SUCH THING ANYMORE AS A KINETIC ATTACK WITHOUT EW AND CYBER ELEMENTS. WE MUST USE MULTIPLE DOMAINS TO EXPLOIT THE THREAT S WEAKNESSES. OUR WARFIGHTERS WILL NEED TO STAY IN THE FIGHT LONGER THAN THE TRADITIONAL, EFFECTIVE, BUT LIMITED KINETIC PAYLOAD WILL ALLOW. LASER, EW AND CYBER EFFECTORS CAN PROVIDE A VERY DEEP, NEARLY UNLIMITED MAGAZINE IN THE BATTLESPACE. ALL OF THIS ALIGNS WITH THE DOD S THIRD OFFSET STRATEGY. WHICH AIMS TO CREATE CAPABILITIES TO AFFORDABLY OFFSET ADVERSARY A2/AD DEVELOPMENTS. HAVING THE ABILITY TO ADDRESS AND NEGATE MULTIPLE ENEMY CAPABILITIES SIMULTANEOUSLY OR NEARLY SIMULTANEOUSLY WHEN IT MATTERS MOST IS A NECESSARY CAPABILITY TO ENABLE OUR WARFIGHTERS THE FREEDOM TO MANEUVER WITHIN THE A2/AD ENVIRONMENT AN ENVIRONMENT THAT WILL CONSTANTLY CHANGE. AS A RESULT, WE LL NEED COGNITIVE AND ADAPTIVE SYSTEMS I M TALKING ABOUT SYSTEMS THAT CAN SENSE THE RF ENVIRONMENT AND ADAPT. THE DSB STUDY IDENTIFIED THIS AS ITS SECOND CAPABILITY NEED: ACHIEVING NEAR REAL-TIME SYSTEM ADAP-TA-TION. THE WORLD-WIDE PROLIFERATION OF SOFTWARE-DEFINED ARCHITECTURES AND ADVANCED DIGITAL SIGNAL PROCESSING WILL INCREASINGLY CHALLENGE THE TRADITIONAL LENGTHY MISSION PLANNING PROCESS SUPPORTING EW ASSETS. THEREFORE, OUR SYSTEMS WILL NEED TO RAPIDLY RESPOND TO DYNAMIC CHANGES IN ADVERSARY ELECTRO-MAGNETIC SPECTRUM PARAMETERS MOVING AWAY FROM AN A PRIORI LIBRARY-BASED SYSTEM, THE SYSTEMS I GREW UP WITH, TO A REAL-TIME ADAPTIVE OBSERVE, ORIENT, DECIDE AND ACT (OODA) CLOSED-LOOP APPROACH TO GET INSIDE THE THREAT S DECISION CYCLE AND GAIN THE ADVANTAGE.

P a g e 5 SO HOW IS RAYTHEON PARTNERING WITH THE CUSTOMER TO DEVELOP NEXT- GENERATION, ELECTRO-MAGNETIC SPECTRUM SYSTEMS? WE RE FOCUSING OUR TECHNOLOGY DEVELOPMENT IN FIVE EMS AREAS: 1. ELECTRONIC WARFARE 2. CYBER WARFARE 3. HIGH-ENERGY LASERS 4. HIGH-INTEGRITY PROCESSORS TO EMBED CYBER SECURITY IN WEAPON SYSTEMS; AND 5. OPEN, SCALABLE, MULTI-FUNCTION ARCHITECTURES FOR FUTURE WEAPON SYSTEMS. WE HAVE MADE SIGNIFICANT PROGRESS ON ALL FRONTS. IN EW, WE RE FOCUSING ON COGNITIVE EW CAPABILITY: REAL-TIME DECISION- MAKING AND ASSOCIATED TACTICAL EXECUTION. IN ESSENCE, WE RE WORKING TO PUT THE MAGIC BACK IN THE HANDS OF OUR WARFIGHTERS. GIVING OUR WARFIGHTERS THE ADVANTAGE THEY DESERVE. AS A RESULT, WE RE MAKING INVESTMENTS IN ELECTRONIC ATTACK, ELECTRONIC SUPPORT, ELECTRONIC PROTECTION, COMMS, CYBER AND LASERS. IT S ALL ABOUT REDEFINING AND EXPANDING THE BOUNDARIES OF INFORMATION WARFARE BY TAKING THE DECISION SUPERIORITY HIGH GROUND. WE ARE WORKING ON A NEW GENERATION OF SOPHISTICATED, SCALABLE, AFFORDABLE, END-TO-END EW SYSTEMS. WIDE-BAND, MULTI-FUNCTION ANTENNA ARRAYS ARE GAME CHANGERS THAT ENABLE US TO EXPAND OUR CAPABILITIES TO DEAL WITH THREATS THAT ARE BECOMING INCREASINGLY CAPABLE, NUMEROUS, SOPHISTICATED AND LETHAL.

P a g e 6 LEVERAGING OUR DEVELOPMENT OF AESAS, INITIALLY RADAR DRIVEN WE ARE NOW DELIVERING LARGE AMOUNTS OF EFFECTIVE RADIATED POWER IN SMALL PACKAGES BY TAKING ADVANTAGE OF THE EFFICIENCY OF GALLIUM-NITRIDE DEVICES. IN AIRBORNE PLATFORM INSTALLATIONS OR EXTERNAL AESA JAMMER PODS, THERE IS VERY LIMITED VOLUME; PRIMARY POWER UTILIZATION AND WEIGHT DRIVE FUEL CONSUMPTION AND THEREFORE THE TIME THAT CAN BE DEVOTED TO THE FIGHT SO THESE HIGH ERP AND HIGH- EFFICIENCY AESAS ARE VITAL TO THE ENTIRE NEXT GENERATION OF EW MISSIONS. MULTI-FUNCTION CAPABILITIES HAVE BECOME KEY TO ACCELERATING THE DEVELOPMENT PROCESS ENABLING THE CONVERGENCE OF CAPABILITIES SUCH AS RADAR, EW, COMMS, LASERS AND CYBER. OUR MULTI-FUNCTION INTEGRATED RECEIVER EXCITER SYSTEM OR MFIRES IS A GOOD EXAMPLE. THE ABILITY TO PERFORM ELECTRONIC ATTACK, ELECTRONIC SUPPORT, CYBER AND TACTICAL SIGINT PROMISE MULTIPLE SYNERGIES. IN ADDITION, BY PAIRING AESA TECHNOLOGY TO EW TECHNOLOGIES COMMANDED BY A RESOURCE MANAGER CONTROLLER PROVIDES UNPRECEDENTED EW SUITE CAPABILITIES. MFIRES CIRCUIT CARDS PROVIDE SOFTWARE-DEFINED MODULAR CAPABILITIES THAT CAN BE EITHER REPROGRAMMED DURING A MISSION OR SWAPPED BETWEEN MISSIONS. FOR OPEN ARCHITECTURES WE RE DEVELOPING AND INTEGRATING AN OPEN- ARCHITECTURE STANDARD FOR ENHANCED FLEXIBILITY AND SCALABILITY, SO THAT YOU CAN PLUG ELEMENTS TOGETHER TO DELIVER THE REQUIRED EFFECT. WHAT THIS ULTIMATELY PROVIDES IS A MISSION-ADAPTABLE SYSTEM THAT DELIVERS UNPRECEDENTED LEVELS OF FULLY FUSED DATA TO OUR PILOTS. OUR PROGRESS ON BEHALF OF OUR CUSTOMERS SPEAKS FOR ITSELF AND WE RE HELPING DRIVE ELECTRO-MAGNETIC SPECTRUM CONVERGENCE.

P a g e 7 LAST MONTH, WE COMPLETED PRELIMINARY DESIGN REVIEW ON THE NEXTGEN JAMMER PROGRAM AND WE RE ON TRACK TO MEET THE NAVY S PLANS TO DECLARE INITIAL OPERATING CAPABILITY. WE VE ALSO DEMONSTRATED A KEY STAND-OFF JAMMING CAPABILITY USING OUR PROTOTYPE NEXTGEN JAMMER POD. AND OUR MINIATURE AIR LAUNCHED DECOY JAMMER (MALD-J) IS IN FULL-RATE PRODUCTION FOR THE U.S. AIR FORCE AND THE NAVY IS EVALUATING DEVELOPMENT OF MALD-N IN THE NEAR FUTURE TO CONDUCT STAND-IN JAMMING FOR ITS UNIQUE MISSIONS. AT THE SAME TIME WE ARE WELL AWARE OF THE CONSTRAINED BUDGET ENVIRONMENT FOR OUR CUSTOMER AND ITS FOCUS ON BETTER BUYING POWER 3.0. SO GAINING EFFICIENCIES WILL BE KEY. THIS REQUIRES US TO ALSO BE INNOVATIVE IN THE WAY WE SHORTEN DEVELOPMENT TIMELINES AND LOWER DEVELOPMENT COSTS THROUGH OPERATIONS ANALYSIS AND PROTOTYPING.
