Western Colorado Animal Resources Maddie s Fund Grant Meeting 10:00 12:00 Called to order 10:15 WeCARe Minutes February 12, 2009 Mesa County Administration 544 Rood Avenue Grand Junction Colorado 81501 10:00-4:00 pm Attendees: Leslie Rocky, Aimee Chappelle, ReRe Baker, Mike Duncan, Judy Bowes, Penny McCarthy and Allison Doday Penny gave a brief overview of the Maddie s Fund Grant The main change is the form we have to use. The new form is from Maddie s and the information needed is the in-coming status on the animals that we have not recorded on the old forms. Most agencies will have to calculate this information for 2006, 2007 and 2008, and start with 2009 animal numbers for an accurate count using the Maddie s Fund Form. These numbers need to be emailed to Penny on the excel spread sheet that she sent to all the participating agencies by February 28, 2009. The dead line to have these numbers to Maddie s is March 15, 2009. If the numbers are not in by that date we will shoot for 2010 grant money. Each agency will have to also sign the form and fax a copy to Penny (970)255-5003. To get an overview of the Maddie s Fund Grant information, go on line and look up different programs that are funded. Maddie s Fund, (www.maddiesfund.org). Penny went on to give the following information about the Grant----- All A.C.O agencies with in the County have to participate -if one government agency with-in a county does not participate, no one in the County will qualify Animal classification can only go down not up -discussion on classification ensued -need to report healthy/treatable etc. on every in coming animal on the new form from Maddie s that reads Animal Statistics Table from the form reading Animal Control Traditional Shelter Maddie s Fund needs the classification numbers to determine where their recourses should be distributed
The goal for Maddie s is to have the participating region within the coalition be self-sufficient by having transfers stay within the coalition -When transferring within in the coalition, both agencies will receive credit in the funding of the $40,000 grant money -Maddie s takes the statistics, does a formula, and distributes the money accordingly to the governing agency -The more transfers within the coalition, the more reimbursement -Working toward zero euthanasia within the coalition An agency that does not participate at this level of the process will not be able to join at a later date. Each participating agency will assign one person to be responsible for collecting the stats and sending then to Penny on monthly basics The stats will be completed on the Maddie s Fund form that Penny sent out to all agencies The stats that have been calculated thus far have to be recalculated on the Maddie s Fund Form The stats are due to Penny by February 28, 2009, if not completed by that date by all participating agencies, we will have to wait until 2010 to began the process for the grant. Mike suggested a representative from Maddie s attend a meeting to help us along with the process. It is to late this year however, if we do not qualify this year we will try to have a representative come sometime in the future. The following agencies need to calculate their numbers on the Maddie s form for 2006, 2007, and 2008 to Penny by February 28, 2009 for our coalition to participate this year. We decided that if they are not complete and turned into Penny by that date we would continue with the process and apply next year. WeCARe General Meeting Called to order 1:08 pm Attendees: All attendees from the grant meeting, Jan Chastain and Kay Nickson for the general meeting AGENCY UP DATES Mike (Montrose)-he has a fifty percent decline in euthanasia. He has taken in more animals than usual due to the un-employment rate. He said he had videos that would be a good training tool to use in the schools and he would get that information to ReRe to put in the minutes. Allison (Second Chance Humane Society) - She has an overpopulation problem and would like shelter policy and procedures from other agencies as she is attempting to implement one for her agency. Anyone with information on sheltering procedures, please send info to Allison. Jan (MAPA) - She would like to work closer with agencies and shelters that transport animals. She is also doing S/N education Kay (Rangely Animal Shelter) - she wants to work with agencies that transport. She would be transporting on a small scale. She is sponsoring a Zoonoses Conference in Rangely at the Colorado Northwestern Community College. It will be a 4 hour class; the presenter will be Katie Steneroden, DVM, MPH, Veterinary Hospital, Colorado State University (CSU). The class is free and will be Friday, March 6, 2009 9:00-1:00 pm., with a free lunch following the class. Exxon Oil Company pays the shelter $500.00 for every oil company employee that volunteers for 20 hours at the shelter. Aimee (Garfield County ACO) - Her business is booming. She has hired a second officer. She purchased a stock trailer for transports in emergency evacuations of large animals. She has Spay Day set. It will be the first week in March, not just one day. She has contracted with nine veterinarians to participate. The surgery will be half price and vaccinations are free. This is the third clinic she has conducted. Her goal is to s/n more than one thousand animals this year. She would like to see the school system allow her to bring dogs into the schools as he has done in the past. When the new principle was hired, it was thought the liability was too great. She said that when she was allowed to bring dogs to schools, bite were down in her county. She said she did have some videos that are a good training tool. She said she would get the names of the videos to ReRe so she could add to the minutes. Leslie (Colo. Animal Rescue, CARE) - she is seeing more animals this year than in the past entering her shelter. She contributes this to the lack of employment in the valley, workers moving out of the valley and in turn, her contributions have dropped off. Her concerns are who will adopt these animals and the future of the animals that are backlogged. There is also concern with the reconstruction of The Rescue Wagon and its fate. Judy (Roice Hurst) - She had a person design a website and she does all the input to the site. She extended the shelter from 9x10 to 10-15 feet bigger with 2 play yards. The
building that used to house her office is now a cat room. Her office is now in a mobile home. She has a dog walking class once a month ad now has about 30 to 40 full time dog walkers. Her spring plans include trying to get donations for landscaping the shelter, make nicer trails with benches and install an obstacle course for dogs. She would like to get new office space, real life rooms and an education class into the school system extending the class into the summer with youth groups. She also is working on getting a foster care program off the ground. She inquired about the possibility of bringing dogs into the schools for training and all but one school said No, the liability is too great. Penny (Mesa County Animal Services) - she has produced several PSA s on animal issues. She has offered to share with WeCARe. One would get in touch with Penny for more information. These PSA s can be put on local channels and also shown on the big screen at the movie theaters. One would have to add their County logo to the Logos that are already on the PSA s., they are WeCARe, Mesa County and Montrose Animal Services. Mike has used 5 of the PSA s and it cost his department $200.00 total, to have his logo added. The cost to have these converted to the big screen is $250.00 each PSA. Penny received a $15,000.00 grant from the Animal Assists Foundation to pay for the PSA s. She has the PSA s showing on the big screen and has rated them G, PG, and R, depending on the content of the message. The cost for the 30 second spots is paid through the grant. Penny has seen a substantial increase in pet abandonment and is working on a new PSA about abandonment. This will be a true story about Pet Abandonment. Her goal is to change perception by educating the public through PSA s. TRAINING-(up and coming) Colorado Association of Animal Control Officers Spring Conference Denver West Holiday Inn April 20-24, 2009 More information on website-- caaco.org Zoonoses Conference Denver Aurora Library March, 2009 not sure of the exact date, only that it is held on a Thursday and has a free lunch. The cost is $25.00. Might have increased to $30.00. You could call the Colorado Department of Health for the details on this great training. She needs on the job experience Kay will get with Aimee, Penny, and Mike, as they are willing to take Heidi on ride-a-longs American Humane Association They are committed and focused on providing more training on the Western slope. Everyone needs to go to AHA s website, read the training available and email Penny with your suggestions on what training you would like to see presented in our area. Trailer organization Thursday, April 30, 2009 Mesa County Fairgrounds 10:00-3:00 pm. Get all 4 trailers on the Western slope together, inventory and standardize Mesa- Penny, Summit-Nancy, Garfield-Aimee and Eagle-Char. Dan Love has an Ag. Trailer, however he need not attend this training just FYI information. Aimee has an insurance coverage form for Cart Team coverage, she will send out to the WeCARe organization Mike has an MOU and will attach to these minutes ReRe will contact Nancy and Char ref. this training CFAWA Legislative updates Mike HB 1172- Puppy Mill Bill Failed HB - Cat I.D. Bill Passed HB - Horse transportation for food consumption only, cutting out Canada and Mexico as resource. This continues to be a high profile legislative issue after shutting down the horse slaughterhouses.
