Project timeline: Time frame Goal Time frame Goal February 2010 Appraisal March 2010 Purchase Agreement June 2010 Close on property Sept. 2010 May 2011 Sept. 2011 Site Prep for seeding Native Grass seeding in uplands Transfer to DNR Project description and benefits (box will expand as typed into, not to be longer than 2 pages): This project consists of 94 ac. of restored wetland and upland currently owned by Lyon co. The area was restored in approx. 1991 in a low lying pasture area. The county has no desire to manage areas for wildlife and would like to see this property under better management and open to the public for hunting permanently. The property will be offered for sale in early 2009 and the Balaton Sportsman's Club is in a position to secure the property with the assistance of LSOHC CPL funding. This unit would be a perfect fit for the BSC as it is within 1 mi. of town, making it accessible to the community and especially the youth hunter. It currently serves as a highly functional wildlife area under county ownership, but the decision will soon be made as to who the new owner will be and what use the property will be put to. It may end up as a residential lot, private wildlife area or the perfect addition to the public land holdings of the DNR and USF&W in the area. It is the sincere desire of the BSC to continue the wildlife tradition of this property and further enhance the weltand and upland features to 2010 standards. The BSC has been raising funds and saving for such a project for many years. We currently have funding in hand to provide the 10% match in cash. Bob Meyer, DNR Wildlife Manager is in full support of this aquistion. Conservation Partners Legacy Grant Program Page 2 Application Form 092109

Please provide the answers to the following questions. Boxes will expand as typed into. 1. For lands acquired in fee title that will be turned over to a public agency for long-term management: a. Provide a description of the work necessary to bring the land up to agency standards and an estimate of the associated cost. As this site was originally established nearly 20 yrs. ago, there has been much learned about wetland and grassland quality and establishment. The wetland is in need of a structure that will allow water level manipulation and the uplands have never been burned or seeded so this will need to occur in sequence. b. What short- and long-term work is required to manage the land you acquire? Management would likely entail prescribed burning on a regular basis to keep native vegetation in place and avoid invasive species. Water level management will need to be done to better establish both emergent and submergent population and rough fish control. 2. For enhancement/ restoration projects on public lands: a. Who is/will be the long-term manager for the project site? b. What short- and long-term maintenance work is required to sustain the habitat work you will do? c. Who will complete this maintenance work, and how will it be funded? d. Will the CPL funds supplant any existing funds? Conservation Partners Legacy Grant Program Page 3 Application Form 092109

I have performed a Natural Heritage Database review and found: this project to have no features within one mile. this project to have features within one mile, but project is not likely to adversely affect those features. I have recommended the following minimization strategy: Heritage review provided by Joe Stangel, DNR: this project is likely to adversely affect Natural Heritage features. I feel that this project is important and should be forwarded to DNR Ecological Resources staff for further review. I do not have access to the Natural Features database and will forward this completed form to DNR within 3 business days to CPL Staff at LSCPLGrants.DNR@dnr.state.mn.us for review. I have discussed what role my office will be expected to have in this project and find that the project, as described will require: minimal or no involvement from my office for completion. a commitment of involvement by staff that is reasonable and can be accomplished with current staffing levels and workload. an amount of staff involvement that cannot be committed during the project time period with current staffing levels. Unless additional staffing can be committed from other offices, Divisions or appropriate partners, I feel this project cannot be completed within the project timeline to our desired standards. CPL Project Application Review and Approval Form I have discussed permits and applications that the applicant may be responsible for using the Working on DNR Lands and Working on Public Lands, or Working on Private Lands documents. Upon final review of this project: I find this project to be consistent with sound conservation science. This work will benefit area fish, game and wildlife by restoring, enhancing or protecting forests, wetlands, prairies and habitat and is consistent with the management or stewardship plan for this land. (APPROVAL) I find that this project does not follow the management or stewardship plan for this land and does not fit within the long range goals for this land at this time on the local level.
