If more room is required, please attach a separate sheet. Number of Offerings Total Cost (up to $5,000 per course) NOTE: The Training Centre is responsible for registering class attendance. This initiative recognizes that the Alberta fire service could not function without the work of dedicated volunteers. The training courses will therefore be conducted on days and times most advantageous to the volunteers being trained, and 80% of the enrolment will be initially reserved for volunteers. Fire service providers from the province's First Nation communities will also be invited to attend training sessions and take advantage of the program. Initial
Alberta Emergency Management Agency 07-08 Fire Service Training Initiative Guidelines Schedule A Alberta Municipal Affairs and Housing has made funding available under an initiative to expand and enhance fire services training and promote increased interdepartmental cooperation in the Alberta fire service. Fire departments can apply for funding to host fire services training courses under this initiative as long as the program conditions are met. These Guidelines apply only to the 07-08 Fire Services Training Initiative Applications, which must be submitted by February 22,08. PART I - General Requirements (see Part 1 of the Grant Application form) Training Centre Qualification Requirements Fire departments that are recognized in Alberta and are able to meet the following requirements may apply for funding under the Fire Services Training Initiative. General: First priority for course attendance will be members of the fire departments located within the geographical regions identified by the applicant(s). Attendance may not be based on level of participation in regional planning. Two seats on each course must be made available to members of Aboriginal fire departments. Course lists provided to Alberta Emergency Management Agency (AEMA) field officers will be communicated to First Nations departments by the AEMA. The costs associated with these students will be the same as for any other student with no extra billing permitted. Courses may be in-filled from outside of the region where insufficient numbers of students from the region apply to attend a course offering. Course attendance will be allocated equitably to all departments located in the region, through a formula agreed to by a group made up of fire service representatives from the region. The regional planning group will set an application deadline date that will allow them to reallocate course spots to other students at the discretion of the planning group (including those allocated to First Nations students), where the course has not been filled. Course listings showing the date, location and application processes must be provided to the AEMA through its regional officers no less than four weeks prior to the start of any course in order to allow communication to all potential students. No extra billing of course fees will be permitted. Grant funding is intended to cover all course costs, including examination costs. Voluntary fees such as coffee fund and meals are permitted. Changes to learning plans may be permitted by submitting a request for change to the AEMA for approval. Courses may be offered anywhere in the region, not just in the Training Centre's site, but should be offered in the most beneficial place@). Funds will be provided, at the discretion of the AEMA, to a maximum of $5,000.00 per course offered. Funds made available to the Training Centre may be used to pay for any and all portions of the cost of providing the training, except for the purchase of firefighting and presentation equipment.
Training Centres will be required to provide a completed Acknowledgement of Compliance form, which will show the numbers of students and list the fire departments represented. Classroom facility: Must be able to accommodate students and the instructional staff in compliance with the Alberta Building Code; Must allow a minimum of 1.85 square meters per person occupying the facility; Must be equipped with washrooms, both male and female; and Must provide such teaching aids, including whiteboards, flip charts and projectors, as are required to effectively instruct the course. Grounds: Must be able to accommodate a safe outdoor training facility clear of traffic and/or other hazardous conditions; Must be appropriate for the course of instruction being taught and meet all requirements outlined in applicable municipal, provincial andlor federal legislation; * Must have suitable rest, rehabilitation and debriefing facilities; and Where live fire evolutions are a part of the training scenarios, the facility and practices must comply with NFPA 1403, Standard for Live Fire Training. Apparatus and Equipment: The Training Centre must be able to provide all necessary equipment required to instruct the prescribed courses, except where specified personal protective equipment must be provided by attendees (i.e. SCBA, bunker gear, etc.); Equipment provided for instructional use must have met the appropriate NFPA standards as of the date of purchase; Equipment must be maintained in compliance with Occupational Health and Safety Regulations and other standards as applicable; The Training Centre must be able to provide apparatus (fire pumpers, etc.) suitable for the course without jeopardizing the municipal first response capacity; and All equipment and apparatus provided must meet minimum industry standards. Instructional Staff: The Training Centre will be responsible for providing appropriate numbers of instructors qualified to instruct the course(s) as specified by the standards holding organization; An instructor will be considered qualified if he meets the instructor qualification(s) recognized by fire etc. ; and Qualified instructors from other organizations may be used as necessary to fill in the instructor ranks. Hours of Operation: The Training Centre must be able to provide facilities, apparatus, equipment and staff at times that are most advantageous to the anticipated students, including but not limited to evenings, weekends or mixtures of both, in addition to weekdayslnights. Location: Nothing in this qualification should be interpreted as limiting the Training Centre from instructing the course off its primary site; and Where considerations warrant the course being moved from the primary site, the decision to move will be supported as long as key facility, equipment and apparatus needs are met.
PART 2 - Fire Services Training Initiative Details (see Part 2 of the Grant Application form) a) Fire Services Training Only the Training Centre may apply for funding under the Fire Services Training Initiative. A Proposed Training Plan (see Attachment A) MUST be enclosed with the application. Completed plans must include: the course(s) requested, the number of proposed attendees, the total cost of the course(s), the signature of your Fire ChiefICAO. b) Eligible Fire Services Training Courses Please contact the AEMA if you are planning to apply for funding for any of the training courses listed. All applications will be reviewed and must be approved by the AEMA, in addition to the usual approval process. Subject to the approval of the Fire Commissioner, grant assistance is available for the courses listed on page 4 of these guidelines: Definition of Course For the purpose of this program, a course may be defined as any program of instruction consisting of theory, practice or a combination of both that would normally be instructed over a 28 to 32 hour timeframe, followed by an evaluation of learning outcomes.

The documentation must detail the materials being presented and document the adherence to standards, where applicable, including municipal, provincial andlor federal regulations or legislation. The training provided must comply with the Training Standards acceptable to AEMA.
PART 3 - PROCESSING REQUIREMENTS Conditional Grant Agreement In applying, the Training Centre is entering into a Conditional Grant Agreement with the Province if the application is approved. (The agreement is part of the application form.) The terms of the agreement include the use of the grant for approved purposes only, the eligibility, reporting and accountability requirements, the Minister's right to audit any project, and the Minister's right to require a refund of any grant funds not used in accordance with the agreement. The funds cannot be used to pay for training carried out before the conditional grant agreement is signed by the Minister. The Training Centre must cover any additional costs if the project costs exceed the grant amount. Where a Conditional Grant Agreement is completed incorrectly, a new agreement will be produced with the approved grant amounts entered, and sent out to the Training Centre for signing. Full compliance with the Conditional Grant Agreement, including meeting the conditions that apply after completion of the training, will be required. Failure to comply with the agreement may result in the Training Centre having to repay the grant. The training must be completed by March 31, 09. Multi-year funding commitments will @ be made. Application Deadline The grant application deadline is February 22, 08. Late applications will @ be considered. Applications will be reviewed to ensure all grant requirements are met, including that the grant eligibility is not exceeded and all the required approvals are submitted with the application. Further Documentation Required The Fire ChiefICAO of the Training Centre must sign and file an Acknowledgment of Compliance form by May 1, 09, certifying that the grant funding was used in accordance with the terms of the Conditional Grant Agreement. A blank Acknowledgment of Compliance form will be provided when the grant is approved.
