Inroducion Projec Objecives & Seing The Blacksone McKinley Transi Oriened Developmen BMTOD) projec objecive is o fulfill he goals of he Ciy of Fresno General Plan by redeveloping an underuilized infill sie along he Blacksone Avenue Bus Rapid Transi BRT) Corridor. The BMTOD projec proposes o redevelop a full ciy block by replacing dilapidaed indusrial buildings wih a vibran new mixed-use developmen. The Blacksone Avenue corridor and is surroundings were buil for vehicles. However, wih he launch of he BRT acing as a caalys, he corridor has araced privae invesmens in ransi oriened developmen. The proposed in-fill housing developmen he Ciy seeks Measure C TOD funding o suppor is locaed a 1501 N. Blacksone Avenue. Measure C TOD funding will be used o make offsie improvemens around he BMTOD in-fill projec. Offsie improvemens will be locaed on Blacksone and Home Avenues and include lighing, power line undergrounding and road repaving. Exising condiions in he projec area are included as Exhibi A. FCC is he larges junior college in he sae wih an enrollmen of approximaely 25,000 sudens and Heaon has over 600 sudens enrolled. - -

Providing families wih affordable housing opporuniies wihin a walkable neighborhood suppors access o ransporaion, job ceners, reail, enerainmen, schools, and communiy services. The housing developmen is locaed along he Blacksone corridor, ¼ of a mile away from he Bus Rapid Transi or Q line sop a Blacksone and Weldon, and of a mile away from he sop a Olive Avenue. The developers have requesed funding from he sae Affordable Housing Susainable Communiies AHSC) Program for he housing projec as well as infrasrucure in he surrounding area. If awarded, he AHSC gran will provide funding for an 88 uni affordable housing developmen, susainable ransporaion infrasrucure STI) and ransporaion relaed ameniies TRA). STI improvemens include: Sidewalks on Blacksone beween Home Avenue and Cambridge Avenue. Sidewalks on Home Avenue. A class IV cycle rack and road die on Wishon Avenue from Weldon o Belmon. A class IV cycle rack on Van Ness Avenue from Weldon o Elizabeh. TRA improvemens include urban greening and pedesrian oriened sree lighing on Blacksone and Home Avenues. Wih he combinaion of a communiy cener, healh clinic and affordable housing, his projec will deliver a direc, meaningful and assured impac on he communiy in which i serves. 2. Nexus o Transi Oriened Developmen The housing projec hese funds suppor will include 88 unis of affordable housing. This equaes o a residenial densiy of 0.448/acre or double he minimum residenial densiy of 15 unis/acre se forh in he Measure C TOD guidelines. The proposed Measure C TOD projec is locaed mere fee away from he BMTOD housing developmen a 1501 N. Blacksone see projec area map included in quesion ). Measure C TOD funding will suppor capial improvemens on Blacksone and Home Avenue including sree lighing, power pole undergrounding and road repaving. Lighing improvemens will creae improved visibiliy for users. Power pole undergrounding will reduce barriers in he pah of ravel. Road repaving will improve he road, creaing beer faciliies for mulimodal ravel. If funded, hese capial improvemens will provide ravel opions for residens of he affordable housing developmen by creaing dedicaed space o walk, bike and reach las mile connecions o quick and reliable public ransporaion via BRT. Due o he proximiy of he BMTOD projec o Fresno Ciy College, higher han average use of mulimodal faciliies is expeced in his area. Mixed Uses in he Projec Area The housing projec will be a mixed-use building wih 7,500 square fee of commercial space. Of ha space, 4,000 square fee will be leased o a medical and denal clinic serving low-income families and 2,000 square fee will be leased o Ciy of Fresno, ren free for he firs 15 years, o be uilized as a communiy senior cener. The senior cener and clinic were included in he projec based on communiy inpu. - 5 -

. Use of TOD Fund Measure C TOD funding will suppor off-sie capial improvemens on Blacksone and Home Avenue including sree lighing, power pole undergrounding and road repaving. Proposed improvemens include: power line undergrounding and sree lighing on Blacksone from Home o he BNSF crossing, and repaving Home Avenue from approximaely mid-block o Blacksone. The projec area is picured below. Measure C TOD funding will improve infrasrucure in he projec area o ensure TOD conneciviy is realized. Projec Area Proposed Improvemens - 6 -

4. Affordable Housing Affordable housing is desperaely needed along Blacksone Avenue. The projec is locaed in Census rac #601900500, home o approximaely 5,674 residens. The average annual income for households in he Census rac is $4,91. The developmen will be 100% affordable. I will provide housing for exremely low income and very low income residens wih an average affordabiliy of 50% of he area median income AMI). Green Building The housing projec suppored by he Measure C TOD improvemens will be LEED Gold and ne zero energy. Zero ne energy produces as much energy as i consumes over he course of a year, when accouned for a he energy generaion source. The developmen will uilize solar phoovolaic panels on he roofs of he buildings and he carpors. The solar energy generaed on sie will be used o offse he enan elecric load and he common area's elecric load. Based on sie analysis, he developer has deermined ha he sie will be capable of offseing 100% of he enan's load on average hrough he course of a year. The sie's uiliy expenses were deermined uilizing he California Uiliy Allowance Calculaor CUAC). Urban greening elemens included in he AHSC gran include bio-swale consrucion, ree planings and naive drough oleran landscaping on Home Avenue beween Blacksone - 7 -

and Calaveras sree. Bioswales will collec public sorm waer acing as naural filers o reduce harmful polluans. Perhaps mos ransformaive, he projec will esablish a sense of place ha embraces a culure of acive living and commimen o green infrasrucure hrough environmenal conscious design ha includes no only solar, bu energy efficien appliances, elecric vehicle charging and educaional programming. Classes will each residens abou pedesrian and bicycle safey. Public ransporaion educaion will encourage BRT ridership and will help o furher he goal of greaer uilizaion of public ransporaion opions o decrease vehicle miles raveled. By offering educaion regarding biking and pedesrian opporuniies, residens will have he knowledge and opporuniy o "mode shif" and end he reliance on cars. Addiionally, hrough Envoy Technology elecric car sharing, elecric bike sharing and elecric scooer sharing will be made available o he residens of he developmen. This ransporaion sharing service will give low-income individuals ha canno afford he cos of vehicles or bikes he opporuniy o access elecric vehicles on a shor erm, lowcos basis. 6. Projec Schedule and Scope of Work The scope of work for his projec includes undergrounding and sree lighing on Blacksone from Home o he BNSF crossing and repaving Home Avenue mid-block o Blacksone. The projec imeline will coincide wih he AHSC imeline for he housing developmen. Once all enforceable funding commimens are secured, he projec can begin. The milesone schedule for he AHSC projec is aached as Exhibi H. According o he proposed schedule, permis will be pulled in Sepember 2018. This achieves he 24- monh projec readiness sandards se forh in he Measure C TOD guidelines. A key measure of his focus is qualiy of life for our Ciy s residens, which can be improved upon hrough affordable housing opporuniies, commercial developmen and acive ransporaion projecs such as he Blacksone and McKinley Transi Oriened Developmen BMTOD). Locaed along he Blacksone Avenue Bus Rapid Transi Corridor, which will connec Norh and Cenral Fresno o he Downown High-Speed Rail Saion, his projec is in a Census Trac wih a Disadvanaged Communiies score of 97.41, making i one of he mos burdened and vulnerable neighborhoods in he Sae. The BMTOD will serve as a Caalys Developmen, as i will be he firs o fulfill he goals of Fresno s General Plan by redeveloping an underuilized, unaracive infill sie ino a robus mixed-use, sae of he ar developmen. Addiionally, he developmen is locaed adjacen o Fresno Ciy College, he larges junior college in he sae wih over 25,000 sudens.
