Ortner, MHA Chief Executive Officer Thomas Ortner is the founder and principal partner of the Ortner Management Group, an administrative services and behavioral health management firm. Mr. Ortner has over forty years of experience in the behavioral health field as an executive, developer, and consultant. During that time he served as the Chief Operating Officer of a 98-bed psychiatric hospital in Omaha, Project Manager and Chief Executive Officer of a new 80-bed psychiatric hospital in Kearney, Nebraska and, finally, as Regional Vice President of Psychiatric Services for central and western Nebraska. Mr. Ortner was a co-founder and CEO of the Acacia Mental Health Network, an independent practice network (IPN) of behavioral health practitioners, in Chico, California. Mr. Ortner has 17 years experience in the field of mental health and is a Licensed Psychiatric Technician (LPT) for the state of California. He received his LPT training at Yuba College, recognized by the California Board of Vocational Nursing and Psychiatric Technicians as one of the top-ranked schools in the state for its percentage of students who pass the state examination (NCLEX-PT) for licensure. John Bio 2/14/16, 7:17 PM Ortner Management Group John Riley, MD Chief Medical Officer Dr. John Riley is the Chief Medical Officer for the Ortner Management Group, LLC, a mental health services management company. He is also the Medical Director for Willow Glen Care Center and currently oversees clinical activities at Willow Glen and Rosewood Care Center in Yuba City and at Redwood Creek in Willits. He is the Medical Director and an attending clinician at North Valley Behavioral Health, a psychiatric health facility serving 18 northern California county mental health agencies. In addition, he consults privately on forensic medical disputes and court cases. Graduated in 1965 in Biology from the University of Louisville, Dr. Riley earned a Master of Science degree with basic research as a Woodrow Wilson Fellow. After obtaining the Master of Public Health degree (UCLA, 1970) he taught high school and college biology, chemistry and physical science before beginning a career focused on problem solving in epidemiology and medicine. While directing a statewide program in communicable disease control (Kentucky), Dr. Riley became concerned about the inefficiencies of medical care delivery and the lack of a public health perspective on the part of physicians. Returning to the academic setting, he earned the MD degree in 1978, also from University of Louisville. He was awarded the Tim Lee Carter Award for community service in recognition of activities conducted during his years as a medical student. Upon completion of an internship in Internal Medicine (Tulane University Affiliated Hospitals in New Orleans, LA), Dr. Riley was appointed Medical Director for the Northern Sector of the Alabama Prison System. In that capacity, he guided the court-ordered transition of clinical services for 6,000 inmates in 5 prisons in Montgomery Alabama from state-employed physician services to a system using private physician providers. During his tenure the Alabama State Prison System recorded a significant reduction in duplicate services and concomitant improvement in overall inmate health. Through the years 1980-1995, Dr. Riley maintained an office practice while continuing to participate in groundbreaking innovations in the health care field. In 1982 he helped start the Northeast Alabama Heart Clinic, in Gadsden, Alabama. This was the first outpatient invasive cardiology lab and clinic in the southeastern US. Dr. Riley has been a pioneer in the development of practical and effective treatments for traumatic brain injury patients and has lectured on that subject in Colorado and California. In 1990 Dr. Riley completed his formal psychiatric training at Napa State Hospital where he was Chief Resident in the psychiatry program. He has been physician director of psychiatric consultation / liaison hospital programs, an alcohol and drug inpatient detoxification unit, an ICU, and numerous outpatient multi-disciplinary programs. Dr. Riley developed an urgent care system delivering prescription services to outpatient psychiatric patients in Placer, Yuba and Sutter Counties. This program has brought significant savings to the county agencies, demonstrating a best practice model of clinical service, while avoiding otherwise certain inpatient admissions. In 1992 Dr. Riley met Tom Ortner at the Sunridge Hospital in Yuba City, where the two were respectively Medical Director and CEO. This relationship has grown into collaboration on the development of alternative treatment facilities for the disadvantaged that continues today. Carrie Bio 2/2/16, 5:33 PM Ortner Management Group Carrie Bevacqua, MSW Communications Officer Carrie Bevacqua is the Communications Officer for the Ortner Management Group (OMG), an administrative services and behavioral health management firm. Ms. Bevacqua has over 26 years of experience in behavioral health, and the health and human service field in direct care service, management, and as a member of an executive team. She received her undergraduate degree in Child Development and her master s degree in Social Work, Mental Health Concentration, from California State University, Sacramento. Professional Background: Ms. Bevacqua has numerous years of experience working with several organizations that served children, adolescents, adults and older adults diagnosed with mental illness. Early in her career she was directly involved in the development and start up of a 60-bed psychiatric hospital in Yuba City. Her involvement included the initial JCAHO accreditation of the hospital, as well as, the successful re-accreditation process. She was also directly responsible for program development and implementation, as well as, quality control oversight. She has provided clinical social work services to all age groups at both inpatient psychiatric and residential care settings for many years and has worked for the County Probation Department, managing and supervising state-mandated offender programs. Ms. Bevacqua developed and managed WorkNET, a nonprofit intensive case management program for non-custodial parents in Sutter County. This program was the recipient of the California State Association of Counties Challenge Award for program innovation. She is directly responsible for frequent and efficient communication with all counties served, and monitors contract utilization. Dr. Montgomery is a results-driven, public sector executive with over 20 years of experience designing and directing community based wellness and recovery programs. Recognized nationally and at the state level for developing creative, cost effective, and integrated behavioral health programs serving multiple special needs populations. Dr. Montgomery is deeply committed to improving the lives of individuals suffering from chronic and persistent mental health and substance abuse related challenges. Dr. Montgomery earned his undergraduate degree in public administration from California State University, Chico and his doctorate degree in clinical psychology from The Professional School of Psychology, Sacramento. Professional Background: Prior to joining the Ortner Management Group, Dr. Montgomery spent five years as a county Mental Health, Alcohol and Drug Director in Shasta County and more than a decade in key non-profit administrative positions. His knowledge of finance, public behavioral health systems and services, primary health care integration and governmental contracting has played an invaluable role in the development and growth of community based programs. As Program Director and later as Executive Director of El Hogar Community Mental Health in Sacramento, California, Dr. Montgomery participated in the development and program implementation of California s first outcome based Homeless Initiative (Assembly Bill 34/2034) and the Mental Health Services Act (Prop. 63).
