ACCESS TO KNOWLEDGE The lack of acquisition and use of knowledge is one of the main problems that limit human development in Mediterranean countries. (the United Nation Development Programme, - Arab Human Development Report - 2002), the jump between developed countries and developing countries lies in the differences in terms of capacity to produce knowledge rather than in differences in terms of knowledge itself.
