REGIONAL ARTS FUND Step Out Intrductin The Reginal Arts Fund is an Australian Gvernment prgram that supprts sustainable cultural develpment in reginal and remte cmmunities in Australia. The prgram is managed by Reginal Arts Australia and, in Suth Australia, by Cuntry Arts SA. The Reginal Arts Fund is designed t benefit reginal and remte arts practitiners, arts wrkers, participants, audiences and cmmunities. The prgram guidelines are t assist applicants in applying fr supprt under the scheme. Please read them carefully and discuss yur applicatin with yur lcal Arts and Cultural Facilitatr. Objectives The bjectives f the fund are t supprt and prmte participatin in, and access t, Australia s arts and culture in reginal and remte Australia by: Encuraging and supprting sustainable ecnmic, scial and cultural develpment in reginal cmmunities; Develping partnerships and netwrks which leverage financial and/r in-kind supprt fr specific prjects and encurage nging cllabratin; Develping audiences and braden cmmunity engagement with the arts; and Increasing emplyment and prfessinal develpment pprtunities fr, and raise the prfile f, reginal and remte artists. Prjects that invlve mre than ne cmmunity r regin r are a partnership between a majr Suth Australian arts rganisatin r industry and a lcal cmmunity r frm part f a lcal festival r celebratin are als encuraged t apply. Applicatins fr assistance with prfessinal artist fees, travel, accmmdatin and sme prject csts may be supprted. Funding is available n an annual basis nly. Individual - Up t $10,000 This prgram is fr individual artists r arts wrkers frm reginal Suth Australia wh have identified a unique prfessinal develpment pprtunity. This culd include mentrships, residencies, extended prgrams f prfessinal skills develpment r supprt Cmmunity Arts and Cultural Develpment practice thrugh an artist led initiative, including as part f a lcal festival r celebratin. Applicatins frm individuals fr assistance with mentr fees, artist fees, travel, accmmdatin and sme prject csts may be supprted. Cmmunity - Up t $20,000 This prgram is fr cmmunity grups r rganisatins frm Suth Australia t undertake creative arts prjects in any art frm that emply prfessinal artists, and extend r advance knwledge, understanding, participatin r develpment f the arts and culture within cmmunities, including as part f a lcal festival r celebratin. Prjects that identify partnerships, have a brad reginal impact, perate ver lnger timeframes, and with a significant pprtunity fr sustainable utcmes and with the attractin f nn-arts mney t the prject are encuraged. The ptentially higher level f financial supprt in this prgram depends n the reginal scpe and impact f the prject, the inclusin f partners t cllabrate and prject utcmes, as well as the prject s duratin and ptential fr sustainability. Majr Adelaide based Arts rganisatins are eligible t apply if they prpse t wrk crss reginally in cllabratin with lcal cmmunities. Activity in all art frms including visual arts, theatre, dance, puppetry, creative writing, music, digital media, film, crss art frm, crafts, textiles and cultural prjects including recrding and preservatin f language and stries are eligible. 2
CRITERIA Prjects shuld: prvide pprtunities fr skills develpment and/r prfessinal develpment utcmes; demnstrate cnsultatin with and invlvement f the cmmunity in the creative prcess, directin and management f the prject ( applicatins frm individuals t a lesser degree) and actively invlve the cmmunity; seek partnerships with key arts rganisatins, cmmunity grups, individuals, lcal gvernment and thers; utilise a prfessinal artist(s) experienced in a specific art frms; increase emplyment pprtunities fr experienced prfessinal artists, as well as pprtunities fr emerging reginal artists t gain mre experience, including as part f a residency. Applicants are encuraged t engage with and emply Suth Australian artists as a pririty, r explain why a nn- Suth Australian artist is mre apprpriate fr the prject; include funding frm ther surces (Cuntry Arts SA will nt fund the whle prject); and Onging r repeated funding will nly be prvided where lnger term r further funding fulfils a cmpelling need t cnslidate previus develpment and a time frame fr the achievement f cultural sustainability has been identified. Such funding can be prvided fr a maximum f three years. Applicants applying fr prfessinal develpment shuld: Detail hw the pprtunity will benefit their prfessinal career; Prvide evidence that negtiatins have taken place with their chsen mentr r cllabrating agency r residency hst t satisfy the assessment panel the applicant is able t cmplete the prject in the manner prpsed; Prvide evidence f the applicants relevant experience. This culd include manuscripts, images f previus exhibitins r artwrks, reviews and publicatins, vide r audi f perfrmances and ther material. Applicatins will be assessed accrding t the degree t which the prject: Aims t achieve high quality arts utcmes Prmtes excellence and innvatin in arts and cultural activity Aims t develp and expand cmmunity participatin in and/r audiences fr cultural activity Shws evidence f adequate planning and capacity t manage the prject Prvides evidence f cnsultatin with, and supprt frm the cmmunity r partners Demnstrates that cntributins, either in-kind r cash, have been sught frm a surce ther than the Australian Gvernment Demnstrates hw the prject may result in lng-term benefits Demnstrates an engagement between artists and prject partners r participants Supprt Material Supprt material must include 1-2 page (max) curriculum vitae f the artist(s) t be paid/emplyed, and evidence f wide cmmunity supprt (letters f supprt). Applicatins relating t Abriginal r Trres Strait Islander artists, cmmunities r culture must prvide letters f supprt frm relevant Abriginal r Trres Strait Islander artists and/r cmmunities. Applicatins that include creative cntent and/r stated utcmes fr culturally and linguistically diverse cmmunities must prvide letters f supprt frm these cmmunities. 3
Budget Criteria The fund will nt cver the entire cst f the prject. Applicants are required t cntribute r surce cash and r in-kind frm thers. Artists must be paid apprpriately. Budgets shuld shw a diversity f funding, including bth in-kind and cash supprt frm a variety f surces. Applicatins shuld demnstrate sund prject planning with an apprpriately detailed and realistic budget t ensure the success f the prject. It is imprtant that applicants reflect eligible csts, prvide ntes n where efficiencies have been gained and justificatin if csts are high. Prject expenses shuld be clearly articulated. Hw applicatins are assessed? Applicatins fr assistance are assessed by a Grants Assessment Panel made up f peers frm reginal Suth Australia. They assess all applicatins against the criteria fr each prgram. Applicatins are assessed in a cmpetitive envirnment and applicants shuld address the relevant criteria. The panel meets apprximately six weeks after the clsing date t assess the applicatins. The recmmendatins are then sent t the Department f Cmmunicatins and the Arts fr apprval. It is nt until the recmmendatins are apprved and annunced by the Federal Minister fr the Arts, that Cuntry Arts SA is able t ntify applicants f the assessment utcmes. Persnal Infrmatin Persnal infrmatin cllected thrugh the Reginal Arts is prtected by the Privacy Act 1988 (Cth). Reginal Arts Australia is als required t ensure that necessary permissins are btained t allw funding t be annunced publicly by the Australian Gvernment (including the Minister and the Department), Members f Parliament, Reginal Arts Australia and Reginal Prgram Administratrs, including by way f publicatin n the internet by any f thse persns. This will include, but may nt be limited t, the applicant s name/rganisatin name, funded prject descriptin, funded amunt, state/territry, lcatin and electrate. This infrmatin may als be used fr reprting and prmtinal purpses. By signing a Reginal Arts Fund grant applicatin yu are als prviding permissin fr this persnal infrmatin t be used in this manner. Acquittals Cuntry Arts SA requires infrmatin regarding the utcmes and financials f the prject. We recmmend that applicants build an evaluatin plan int the prject. High quality digital phtgraphs (minimum 300 dpi r ~ 1MB) r equivalent dcumentatin f the prject is required fr acquittals t be accepted. Grant applicatins will nt be cnsidered if previus applicatins have nt been acquitted. ELIGIBIITY Applicants t the Reginal Arts Fund must meet the fllwing criteria: Applicants must demnstrate that they are a permanent resident f reginal r remte Suth Australia; Lcatins MMM2-MMM7 f the Mdified Mnash Mdel http://www.dctrcnnect.gv.au/internet/td/publishing.nsf/cntent/mmm_lcatr Majr Adelaide based Arts Organisatins are eligible t apply if they prpse t wrk crss reginally in cllabratin with lcal cmmunities t assist the develpment f key arts and cultural pprtunities, including as part f a lcal festival r celebratin; Applicants need nly be a grup f peple with a cmmn interest; 4
Grups shuld either be legally incrprated r have an auspicing bdy prepared t administer the grant n their behalf. An auspicing bdy is a separate rganisatin that has an ABN that administers and receives funding n yur behalf; Individual artists are eligible t appl. Individuals wh apply MUST have an ABN r be auspiced by an rganisatin that has an ABN. Prpsals shuld be develpmental, invlve an artist r artists f prfessinal standard and shuld nt be part f the schl curriculum r schl fcused extra curricula activities; Applicants shuld nte that festivals r festival/event rganisatins in receipt f, r applying t Festivals Australia r anther fund administered by the Australian Gvernment will nly be eligible t apply t the Reginal Arts Fund fr a different cmpnent r skills develpment activity within the same festival/event; and Onging r repeated funding fr particular rganisatins r festivals will nly be prvided where lnger term r further funding fulfils a cmpelling need t cnslidate previus develpment and a time frame fr the achievement f cultural sustainability has been identified. Such funding can be prvided fr a maximum f three years. The fllwing activities are nt eligible fr RAF funding: A prject principally benefitting a majr city r metrplitan lcatin (MMM1); Prjects which d nt substantially align with and further the bjectives f the Reginal Arts Fund; Limited and Prpriety Limited cmpanies which are fr-prfit rganisatins are nt eligible t apply; Administratin and marketing csts f an rganisatin assciated with a prject ( e.g. the administrative csts f a cmmunity grantee); Infrastructure prjects invlving the purchase f assets (e.g. building purchase, renvatin r maintenance, purchase f cmputers); Heritage activities (such as cnservatin f, r signage at, heritage buildings r sites). Arts prjects lcated at heritage buildings r sites are eligible; Onging activities f cllecting institutins fr cllectin develpment, maintenance, cnservatin and interpretatin. Cllecting institutins and heritage rganisatins may, hwever, apply fr creative arts prjects which are nt cllectin based that fall within the prgram guidelines; A prject r element f a prject that is als receiving funding fr the same csts frm anther funding prgram administered by the Australian Gvernment; Perfrming Arts turing prjects are nly eligible t apply under the Shws n the Rad Prgram; Prjects that have cmmenced r have been cmpleted will nt be cnsidered; Curriculum based activities in schls r curses f nging educatin and training in gvernment r private institutins in Australia r verseas, academic activity, including wages r curse wrk that is required as part f any academic prgram; Csts f rganising and running cmpetitins, prizes, awards, r fundraising events (fr example, judges expenses, administratin and infrastructure csts); and Prjects managed by grantees wh have nt acquitted previus grants frm the Reginal Arts Fund, Cuntry Arts SA r any ther funding administered by the Australian Gvernment. Grant applicatins will nt be cnsidered if previus applicatins have nt been acquitted. 5
