1 Introduction STATUTORY & MANDATORY TRAINING POLICY Portsmouth City Council deliver learning and development for all of Portsmouth CCG staff through a blended approach, including e-learning and sessions, covering the required statutory and mandatory training. Some training will be delivered in house by experts from within the CCG. This policy is designed to help you determine which Statutory and Mandatory training is applicable to you and your team members roles, what methods are available and how often it needs to be kept up to date. Please agree your requirements with your manager, and remember that Statutory and Mandatory training is not optional and should take priority over all other learning and development. If you have already completed equivalent training in the required period with another employer or through another interest then you should discuss this with your line manager to seek agreement that it meets the CCG requirements. You should provide your manager with evidence of up to date training at your annual review or at any other time that your manager requests it. You are responsible for maintaining an up to date record of your training. We have identified two groups of training. Most staff in the CCG will only need to undertake the training identified in group one. These requirements apply to all staff working in CCG roles. It does not apply to staff that are employed by the CCG but seconded to a partner organisation even if delivering services to us e.g. integrated commissioning and continuing healthcare. In these cases it is for the organisation that you are seconded to determine the requirements for your role with them. 2 What does Statutory and Mandatory mean? Statutory : is training that you are required to do by law as defined in the Health Safety at Work Act 1974. Mandatory : is training that your organisation has decided is essential to the safe practice and delivery of services. 3 How to access courses Portsmouth City Council has a web-based Managed Learning Environment () that all CCG staff can access. can be accessed using this link https://www.enterprisestudy.com/login.aspx?p=108151 The link will take users to the set up page where they will need to click on new user and follow the instructions. In the Employee ID field they must enter their payroll assignment number. This will send a verification email for them to start to use the system, opening up access to a range of e-learning as well as information about courses that staff can book, with manager approval. 4 Group one requirements Group one requirements are generic and therefore applicable to all CCG staff. The majority of these courses are available as e-learning and accessible through the. The course codes are linked to the 'certification' (traffic light system) which will indicate if a staff member's certification is complaint (green), about to expire (amber) or expired (red). When refreshing a topic that is e-learning, and has been completed before, it is important to note that staff must click the 're-enrol' button in order for the course to be added to their training record. The relevant course code is listed with the course subject title in the table below and these courses have been grouped in the system for ease of access. 6 Individual Performance Review and Personal Planning In accordance with the NHS Portsmouth Clinical Commissioning Group's Individual Performance Review and Personal Planning Policy; all staff will have an annual opportunity to meet with their line manager to explore their progress, achievements and challenges over the past year and to look forward to agree what success will look like for them in the year ahead. The review date can be recorded in the system which will activate the 'certification' function showing at a glance the compliance level. Once a review has taken place the manager should e-mail learning and development at Admin@portsmouthcc.gov.uk putting 'CCG PDR' in the subject line and detailing the name of the staff member and the date of the Individual Performance Review in the body of the e-mail. The system will record the IPR as a PDR (personal Review) and when in date will indicate with a green dot alongside the event title. 7 Continual Professional Staff will sometimes complete other training, research or have shadowing experiences that are not available through the system which will count towards their Continual Professional (CPD). This learning can be recorded in the system by selecting the 'Record reflections for CPD' option in the 'Courses' section on the home page. This will open an online form that will enable staff to enter the details of their CPD and save this to their personal training record.
