Purpose. To provide for the management of Navy Aviation Tactics, Techniques and Procedures (AR NTTP), and Naval Aviation Technical nformation Products (NATPs) in conjunction with references (a) and (b), which provide guidance for the management, review, production and distribution of all AR NTTP and NATPs. 2. Cancellation. OPNAVNST 3510.15. 3. Discussion a. The AR NTTP series, NATPs and Naval Air Training and Operations Procedures Standardization (NATOPS) (reference (c)) shall be the primary operational references for naval aviation. The Chief of Naval Operations (CNO) shall oversee the execution of the AR NTTP and NATP programs. b. The AR NTTP program is managed by Naval Strike and Air Warfare Center (NSAWC), and is a series of comprehensive

OPNAVNST 3510.15A [" 22 tactical force employment manuals comprising lessons learned, operational evaluations, training exercises, tactics development programs and threat analysis. (1) The AR NTTP program is located at the 56lSt Joint Tactics Squadron (JTS), Nellis Air Force Base (AFB), Nevada. The 56lSt JTS is integrated with the U.S. Air Force Warfare Center (USAFWC), as detailed in reference (d). AR NTTP volumes will be maintained by the 56lSt JTS and available electronically. The Navy Warfare Development Command (NWDC), in accordance with reference (e), will link to the applicable AR NTTP. (2) Numbering System. To distinguish between classified and unclassified manuals, and tactical pocket guides, the AR NTTP series shall be numbered as follows: (a) NTTP 322.1Type/~odel/~eries (T/M/S) CLASSFED Tactical Employment Manual (b) NTTP 322.3T/M/S Employment Manual (c) NTTP 322.5T/M/S UNCLASSFED Tactical Tactical Pocket Guide (d) NTTP 322.7T/M/S CLASSFED NONRELEASABLE Tactical Employment Manual Note: Platforms may not require all products. (3) The intent of the AR NTTP program is to review each AR NTTP volume on a 24month cycle. The review cycle has four phases: preconference, conference, production and distribution. The conference delegates (subject matter experts from fleet squadrons) determine the content of the volume. Goals and procedures for each of the four phases are detailed in reference (a). c. The NATP program is managed by Commander, Naval Air Systems Command, Airworthiness Office (NAVARSYSCOM, AR4.0P), and is a series of permanent flight clearance products which comprise critical technical data and limitations required for safe and effective employment of aircraft weapon and mission systems. NATPs take the form of Naval Tactical Reference Publications (NTRP) which are the primary technical references

NATPs also include products (e.g., executable programs, mission/weaponeering planning software) that derive their limits from NTRP, interim flight clearances, NATOPS, flight restrictions, employment and safetyofflight envelopes. Any product that is intended for fleet use in lieu of an NTRP or other flight clearance shall be approved by AR4.0P. (1) NATPs are developed and published by NAVARSYSCOM and are available electronically. NWDC, in accordance with reference (e), will link to the applicable NTRP. (2) Numbering System. To distinguish between classified and unclassified manuals, the NATP NTRP series shall be numbered as follows: 1 (a) NTRP 322.2T/M/S (b) NTRP 322 4T/M/S CLASSFED NATP UNCLASSFED NATP Note: Platforms may not require all products. (3) The intent of the NATP program is to update the NTRP on a continual as needed basis. There is no requirement for an update schedule or conference review process. nstead, as acquisition programs, airframe and weapon changes, and other events occur, the NATP will be updated and electronically republished. NAVARSYSCOM will participate in the AR NTTP review preconference and conference activities to solicit operator inputs for NATP updates. Goals and procedures for NATP updates are detailed in references (b) and (f). d. The goal is to transition all AR NTTP and NATP NTRP publications to digital media primarily accessed on unclassified but sensitive nternet protocol router network/secret nternet protocol router network with limited compact diskread only memory distribution. Paper distribution will be phased out with exception of tactical pocket guides (NTTP 322.5 (T/M/s)). Exceptions will require a waiver approved by the applicable program manager.

OPNAVNST 3510.15A KJV 1 2 2008 a. Office of the Chief of Naval Operations, Director, Aviation Warfare (OPNAV (N88 ) (1) OPNAV (N88) is responsible for the overall AR NTTP and NATP programs. OPNAV Aviation Manpower/Training Branch (N882) is designated as program administrator. (2) Provide funding for development and sustainment of the AR NTTP and NATP programs. (3) OPNAV (N88) will resolve conflicts between this instruction and established NW~C/Marine Corps Combat Development Command (MCCDC) doctrine development procedures. b. NSAWC (1) NSAWC is designated as AR NTTP program manager and is responsible to OPNAV (N88) to: (a) Assign Primary Review Authority (PRA) responsibilities to applicable organizations. (b) Manage the AR NTTP process for all Navy and Marine Corps aviation communities to ensure that AR NTTP publications are pertinent, accurate, current, and support existing Navy and U.S. Marine Corps joint and allied doctrine. Establish volume and publication size limits based on AR NTTP production capacity. (c) Administer the review and revision process for each PRA to ensure timely distribution of AR NTTP products. (d) Provide oversight for AR NTTP that may be developed as a result of collaborative efforts across communities. (e) n accordance with reference (d), manage consolidated facilities and manpower at 561St JTS, Nellis AFB, in the production of AR NTTP publications. funds. (h) Coordinate with the NATP program manager to avoid redundancy and duplication of content in AR NTTP and ensure proper division of tactical and technical information. (i) Liaise with NWDC/MCCDC to ensure AR NTTP comply with Navy, Marine Corps, joint and allied doctrine. (2) Act as PRA for AR NTTP assigned in reference (a). c. NAVARSYSCOM (1) AR4.0P is designated as NATP program manager and is responsible to OPNAV (N88) to: (a) Manage the NATP program for all Navy and Marine Corps aviation communities to ensure that NATPs are accurate, current, and relevant. (b) Apply the airworthiness process in accordance with reference (f) to ensure timely approval and release of NATP. funds. (c) Manage the obligation and expenditure of NATP (d) Coordinate with the AR NTTP program manager to avoid redundancy and duplication of content in NTRP and ensure proper division of tactical and technical information. (e) Ensure mission planning and weaponeering products that present flight clearance content are technically accurate when compared to the governing NAVARSYSCOM flight clearance source, and are safe for fleet use. (2) Act as PRA for all NATPs. (3) Engineering competencies are responsible for the accuracy and completeness of NATPs for their specific engineering discipline. Engineering competencies shall:

The following safetyofflightrelated information, when applicable, are mandatory: 1. Authorized store/weapon configurations. 2. Authorized aircraft store loadings. 3. Aircraft store limitations (e.g., safe separation, carriage, etc.). 4. Authorized weapon fuze arm times and maximum authorized sticklengths. 5. Minimum safe release altitudes for fragment, terrain, and ricochet avoidance. descriptions. 6. Weapon and mission systems limitations and (b) Conduct analyses to provide weapon systems employment data for each T/M/S NATP. (c) Ensure all content provided for incorporation into NATPs is properly identified and marked with classification portion markings. (4) Ensure that engineering software developed in support of the NATP permanent flight clearance system is compliant with current Department of Defense/Department of the Navy (DON) software authority. (5) Liase with NWDC/MCCDC to ensure all NATPs comply with Navy, Marine Corps, joint and allied doctrine. d. Program Executive Office, Program Manager Aircraft. Coordinate initial product requirements with the AR NTTP and NATP program managers. n general, AR NTTP and NATPs shall use research, development, test and evaluation, original equipment manufacturer and Operational Tactics Guide (OTG) source material as documentation upon which to expand.

(2) Ensure OTGs are developed and produced in a standardized format consistent with AR NTTP and NATPs. 1) f. Marine Aviation Weapons and Tactics Squadron One (MAWTS (1) Act as PRA for AR NTTP assigned in reference (a). (2) Provide one Marine naval aviator/naval flight officer (03/4) AR NTTP Marine Corps volume manager. Personnel will be assigned to MAWTS1, AR NTTP Detachment Nellis AFB, and function under the supervision of the AR NTTP coordinator. g. NWDC/ MCCDC Doctrine Division (1) Provide guidance to the PRA per reference (d) to ensure that AR NTTP and NTRP volumes comply with Navy, Marine Corps, Joint and Allied doctrine. (2) Maintain a library of current AR NTTP and NTRP volumes. h. AR NTTP PRA (1) The command that is responsible for the content of a specific AR NTTP volume. (2) Oversee assigned publications and comply with references (a) and (f 1. (3) Designate a Model Manager (MM) who will act as the primary point of contact for all matters relating to the specific aircraft/subject. The PRA may assume the role of MM or delegate the responsibilities to a subordinate command/unit. (4) Provide prioritized AR NTTP review requirements to the AR NTTP coordinator.

Compliance with this instruction and enclosure (1) is mandatory for all DON personnel concerned with naval aviation. 7. Records Management.
