The construction contractor (and their integrator) will be expected to also conduct a post-installation heat map to verify proper placement and performance. The design team will be responsible for designing and coordinating any outside plant infrastructure (duct banks, hand holes, conduit, ABF tubes, inner duct, cable, bases, cabinets, pedestals, panels, terminations, etc.) to provide the necessary connectivity onsite and to other locations on campus (to existing duct banks, fiber distribution cabinets, Data Center, TV studio, etc.). The selected designer will be a required to design the infrastructure necessary to support broadcast level audio/video streaming. This includes the transport of signals to the TV and radio studios in Accokeek Hall and Queen Anne. The College will want the design to include provisions for a wireless onsite communications system.

35 2 Does PGCC have an emergency preparedness plan that includes Mass Notification Systems (MNS)? 36 2 Is a MNS desired for this project? If NO, is providing the infrastructure desirable? 37 2 Will the track and field facility require a box office and queuing area? 38 2 Will the track and field facility require a concessions room and queuing area? 39 2 Section 7.5.2 ix Does the university have a directional and information sign standard that will be employed on the project 40 2 Please provide a plan with a specific limit of disturbance. 41 2 Are there any specific considerations or additional program that needs to be included for community usage? 42 2 Is there a capacity goal for the gazebo/shade structure? The College currently provides audio mass notification through several onsite Code Blue Emergency Help Points. This system should be expanded and integrated with existing Code Blue systems. Video displays should also support MNS transmission and content. See the response to question #35. A box office physical structure is currently not anticipated nor requested. The consultant is however responsible for designing into the project a mobile ticket sales/box office area equipped with power. The area should be able to support occasions when the College desires to bring a table and sell tickets. The area must be strategically located as part of this project. It should include an area for queuing. A concessions room (structure) and concessions queuing area is currently not anticipated nor requested. The College does have signage standards on several sign types (vehicular wayfaring, pedestrian and vehicular campus maps, directional signs, etc.) that will be shared during design. The College does not have standards however on all signs that will be employed on this project (ex. scoreboards, donor signs, information signs, etc.). The limit of disturbance will have to be decided upon during design based on concepts and ideas from the consultant. At this time, there are no specific considerations or additional programs know that should affect the scope of work. There is currently not a documented capacity goal for the gazebo/shade structure.

At this time, there are no specific considerations or additional programs know that should affect the scope of work. There is currently not a documented capacity goal for the gazebo/shade structure. Confirmed, the intent is the gazebo could be rented out to the public. It is believed there is an approved Forest Conservation Plan on file with the county, but the consultant shall verify There are no existing hazardous material reports for the anticipated area of work. The College is not aware of the sub surface conditions of the areas of work. The consultant will be responsible for identifying sub surface conditions. Scoreboards shall be designed for Track and Field events and will need to be provided in locations that support the requirements of the events and governing track and field agencies. Required electrical service upgrades should be for all new athletic facilities and electrical work part of this project.

address the electrical services to the existing facilities? 52 2 What is the expected duration of design review? 53 2 What is the budget for the project? Does the project have full funding? 54 2 Is the peer review process being utilized to accelerate the project schedule and will each A/E consultant candidate be required to contract an approved peer reviewer for each discipline covered under the DPIE Peer Review Program? Has PGCC notified DPIEE regarding the intent to use peer reviewers for this project. Can an MBE certified peer reviewer count towards the MBE goals? 55 2 Has there been any previous coordination with M-NCCPC regarding the The College s typical design review duration is as follows: Schematic Design 2 weeks 50% - 3 weeks 100% - 4 weeks Note: This is only the College s standard duration review time. There are other agencies that participate in the review process thus impacting the overall review time of design documents. See Addendum 1, Questions/Response #2. Prince George s County strongly recommends that all applicants use a peer reviewer. The process was created to accelerate permit reviews. The consultant is required to contract with an approved peer review for each (applicable) discipline covered under DPIE s Peer Review Program. PGCC has not notified DPIE regarding the Outdoor Track and Athletic Area project. Yes, an MBE certified peer reviewer would count towards MBE goals. The Prince George s County Planning Department has approved the College s 2012 2022 Masterplan, which includes track and field work. Due to the size and scope of the Outdoor Track and Athletic Area project however, the Planning Department may want the College to present the

development of the planned athletic facilities and will mandatory referral be required? 56 2 Can the due date be adjusted to Monday February 12 th? 57 2 Page 19 states that an original and 3 copies of the Technical proposal must be submitted. Further below, it states to deliver proposals to Mary Browning and Beth Kirk. specific track and field plan determined as part of this project. Through the Mandatory Referral process. See Addendum 1, Questions/Response #20 Proposers are to submit, a total of 4 copies, 1 marked Original and 3 copies to the Office of Procurement, as provided in the Solicitation. Does this mean that 2 originals and 6 copies (a set for each of you) needs to be made? Or does it mean that 1 original and 3 copies need to be made and addressed to the both of you? 58 2 Which MBE Certifications will you accept for this and other opportunities? Your Minority Business Enterprise Provisions reference clauses COMAR 21.11.03.03 and COMAR 21.11.03.15. These clauses require MBE Businesses are not required to have MDOT certification. The College will accept certifications that verify the business/entity meets the College s definition of a minority business, as defined below: A Minority Business Enterprise (MBE) is a business which is at least 51% owned and controlled by one or more socially and economically disadvantages individuals. Additionally, non-profit firms that are organized to promote the interests of the physically or, mentally disabled also are eligible for MBE certification.

certification by the Department of Transportation (DOT), Office of Minority Business Enterprise. However, page 3 of your RFP states that Minority businesses include firms that are 51% owned and controlled by a member(s) of socially or economically disadvantaged minority groups this is not consistent with the Department of Transportation requirements which require ownership by member(s) who are socially and economically disadvantaged. Would you please clarify this requirement? Will you accept certifications other than DOT, if they meet the criteria on page 3? Will you accept Prince George s County MBE certification? 59 2 In review of the provided fee schedule provided in the RFP, please clarify if the intent is to have an The College is seeking Proposers to provide hourly rates for each team member of the Proposer s firm.

aggregate hourly rate for each firm or if the intent is provide hourly rates for each team member of the firm (eg. Principal, Sr. Project Manager, Project Architect, Technician, etc.). 60 2 On page 19 of the RFP, under Delivery Instructions there are two addresses. How many sets of the 1 original and 3 copies of each Technical proposal and 1 original and 2 copies of the Fee proposal would you like? Can one set be addressed to both Ms. Browning and Ms. Kirk or would you like a set for each person addressed individually? See, Response #57, Addendum 2. End of Addendum 2
