JTR REVISIONS 032602: 032602. Training outside the PDS Area A. Eligibility. A civilian employee who attends training courses (Government Employees Training Act of 1958) away from the PDS may receive travel allowances (5 U.S.C. 4104-4109). B. Allowances. The civilian employee may receive the standard travel and transportation allowances specified in Chapter 2 or authorized dependent (no per diem) and household transportation allowances. The AO must compare the cost and if the cost of round trip transportation for dependents and HHG is less than the total per diem or AEA the employee would receive, then the AO may authorize round trip dependent and HHG transportation. See Chapter 5 for allowances available when training is in conjunction with a PCS and the civilian employee will not return to the old PDS. Table 3-13. If specific Round-trip transportation of a dependent to rates are established in accordance with par. the training location (no per diem) 020308 consider the special rate. 1.
