The project will contribute to achieving the main objective of the NPRR-2, namely, to increase the national rural road accessibility indicator - NRRAI (defined as the percentage of population living within one kilometer from an all-weather road) from 54 percent in 2005 to 67 percent in 2010. The Rural Roads Program Division (RRPD) keeps improving in monitoring and evaluating the implementation of the Second National Program of Rural Roads (NPRR2). The achievements so far confirm that the Roads Directorate and the CFR have the capabilities to complete the NPRR2 as planned and reach the accessibility indicator of 80% at the end of the program. There is however need to fill the remaining financing gap in order to fully complete the Page 1 of 5
NPRR2. The government has decided to launch a third rural roads program (PRR3) to eliminate the disparities in accessibility between provinces, and to achieve 100% accessibility by 2022. Key Decisions Regarding Implementation The Second Rural Roads Project (RRP-2) is progressing satisfactorily and is likely to reach its objective of accessibility indicator of 80% at the end of the program. Given the success of the Second National Program of Rural Roads (NPRR2) supported by different development partners and funding agencies, the government has decided to launch a third rural roads program (PRR3) to eliminate the disparities in accessibility between provinces, and to achieve 100% rural accessibility by 2022.
