Background ADMINISTRATIVE INSTRUCTIONS The Sustainable Development Goals: What YOUth Can Do Singapore Youth Video Competition The 2030 Agenda for Sustainable Development (2030 Agenda) is a global development framework adopted by World Leaders at the United Nations (UN) Sustainable Development Summit in September 2015. It comprises the 17 Sustainable Development Goals (SDGs), which apply to all countries in order to mobilise efforts to end poverty, fight inequalities and tackle climate change. The SDGs build on the success of the Millennium Development Goals and aim to go further to address and end all forms of poverty. More information on all 17 SDGs can be found at the UN Sustainable Development Knowledge Platform. Governments are expected to take ownership in establishing national frameworks for the achievement of the 17 SDGs. In this regard, Singapore will be participating in its first Voluntary National Review (VNR) at the UN High-Level Political Forum on Sustainable Development (HLPF) in July 2018 to review our implementation of the 2030 Agenda. The HLPF on Sustainable Development is the central UN platform for the followup and review of the 2030 Agenda. HLPFs are well-attended by participants from UN Member States and Observers, intergovernmental entities and other stakeholders. VNRs are the centrepiece of the HLPF as they allow individual countries to share their experiences and lessons learnt. Each HLPF has a specific thematic focus and will review a subset of the 17 SDGs. The 2018 HLPF theme is Transformation towards sustainable and resilient societies and of the 17 SDGs, those that will be reviewed at the 2018 HLPF are: SDG # Description 6 Ensure availability and sustainable management of water and sanitation for all 7 Ensure access to affordable, reliable, sustainable and modern energy for all 11 Make cities and human settlements inclusive, safe, resilient and sustainable 12 Ensure sustainable consumption and production patterns 15 Protect, restore and promote sustainable use of terrestrial ecosystems, sustainably manage forests, combat desertification, and halt and reverse land degradation and halt biodiversity loss 17 Strengthen the means of implementation and revitalise the global partnership for sustainable development 1

Video Competition The Ministry of Foreign Affairs (MFA) as the co-chair (with the Ministry of the Environment and Water Resources) of Singapore s Inter-Ministry Committee on the SDGs is organising this video competition in order to promote domestic awareness of the SDGs, particularly among our youth. We invite students from Singapore s Institutes of Higher Learning to submit a 3-minute (max.) video on one of the following two topics: OR a) Describe an idea or specific solution to help achieve, in Singapore or around the world, one of the five SDGs that will be reviewed at the 2018 HLPF (i.e. SDGs 6, 7, 11, 12 and 15). b) Depict the theme of the 2018 HLPF, Transformation towards sustainable and resilient societies, in Singapore or around the world. Judging Criteria Originality Creativity Content Interactivity Quality of Production Video must be original, authentic and never been submitted for previous competition or published in the media. Video presents the topic in an inventive way and offers something new. Video content is relevant to the theme of the SDGs in Singapore s context. Video is able to draw in viewers. Video has high quality aesthetics, good cinematography (quality of audio, camera steadiness) and adheres to the time limit. Prizes 1 st Prize: $4,000 and the opportunity to attend the 2018 HLPF at the UN Headquarters in New York in July 2018, with return airfare and accommodation provided. 2 nd Prize: $3,000 3 rd Prize: $2,000 2
The winning videos may be screened in conjunction with any activity related to the SDGs and Singapore s VNR that may be organised by the Inter-Ministry Committee on the SDGs. Eligibility & Criteria 1. Participants can enter individually or form teams of up to three members. The individual or at least one of the participants in a team must be a Singapore citizen. 2. All participants (i.e. individuals and teams) must be students enrolled in Singapore s Institutes of Higher Learning at the date of submission of their videos. Institutes of Higher Learning refers to universities, polytechnics and Institutes of Technical Education (ITEs). 3. Video submissions must not exceed 3 minutes. Should the time limit be exceeded, the organisers reserve the right to disqualify the remainder of the video from the judging process. 4. Video submissions must be accompanied by a completed registration form (Annex A). 5. Videos which provoke hatred and incitement, intentionally misinterpret the SDGs and/or the UN, or are not in conformity with national laws shall not be accepted. 6. Videos containing materials deemed by the organisers to be inappropriate, misleading, injurious and/or contrary to the public interest of Singapore shall not be accepted. Submission Guidelines Participants should upload their video to a private YouTube account that is password-enabled so that only the judging panel is able to access and watch the videos. Participants should send the link to their video, password to the YouTube account and scanned copy of their completed registration form (in PDF format) via email to MFA_Video_Competition@mfa.gov.sg with the subject Sustainable Development Goals Video Competition Registration by 1800 hours on 31 March 2018. Prize winners will be notified via email. The decision of the organisers is final and may not be appealed. 3
Disclaimer and Warranties 1. Please note that by submitting any video to the Singapore Youth Video Competition: The Sustainable Development Goals: What YOUth Can Do (the "Competition"), the participants hereby grant the Singapore Government an irrevocable, perpetual and royalty-free right to use, reproduce, edit, display, transmit, prepare derivative works of, modify, publish and otherwise make use of any and all submitted videos in any and all media, whether now known or hereinafter created, throughout the world and for any purposes. In addition, the rights granted to the Singapore Government reserve the right including but not limited to, to alter, censor, compress, edit, feature, caption, affix logos to, and otherwise provide the Singapore Government with full authority to use any of the submitted videos for any activities. 2. In addition, by submitting any video to the Competition, participants hereby represent and warrant that the submitted video together with any information contained in the video does not and shall not infringe any copyright or any other relevant rights of any party or third party, and the participants have agreed to grant the Singapore Government the nonexclusive, perpetual, royalty-free right and any rights and worldwide licenses, including but not limited to all necessary rights under copyright, free and clear of any claims or encumbrances. The Singapore Government may use, print, post, display, make multiple copies, or otherwise make publicly available any video submitted by participants. The Singapore Government reserves its sole and unfettered discretion to remove, edit, modify or delete any portion of the video or information that participants have submitted to the Competition. 3. The participants hereby acknowledge that on the occasion of any breach of these warranties that may cause the Singapore Government damage or loss, the participants agree to indemnify the Singapore Government fully and permanently against any third party(ies) liabilities, claims, costs, loss or damage incurred as a result of publishing the video that the participants have submitted to the Competition, including any consequential losses. 4
