Chapter 1 Background of RPC s Public Transportation, Section 5316 JARC Federal Grant Program Background The Regional Planning Commission (RPC) is responsible for distributing the Federal Transit Administration (FTA) Grant Program Section 5316, Job Access Reverse Commute for public transportation in the New Orleans urbanized area, including Jefferson, Orleans, Plaquemines, St. Bernard, and St. Tammany Parishes. In a letter dated December 28, 2007, Governor Kathleen Blanco designated the RPC as the recipient of JARC funds. As designated recipient, the RPC intends to select subrecipients for said funds utilizing a fair and equitable advertising process, clearly defined criteria, and input from relevant agencies and stakeholders. The RPC will also provide technical assistance to potential grantees in the application process, and ensure that recipients adhere to guidelines set forth by the FTA, state and local governments, and those defined by the RPC. Applicants are required to submit separate applications to apply for different federal funding sources. All applicants submit their grant proposals annually to RPC for the federal public transportation funding awards. In July of 2009 the RPC released the Coordinated Public Transit-Human Services Plan for the New Orleans metropolitan area. This plan identifies the locations of disadvantaged populations in the New Orleans region, likely barriers to providing adequate public transportation to these populations, and potential strategies to overcoming these barriers. The creation of this plan involved coordination between representatives of the public, local officials, human service agencies, and transit providers. The RPC, as designated recipient of JARC grant monies, will ensure that all projects selected for these funds derive from this plan. All applicants are strongly encouraged to read this application packet carefully to ensure their applications are properly completed and they meet all of the requirements. Page 1

Application Cycle Competitive projects will be evaluated on the basis of local and state and federal criteria. Projects must be in line with the stated goals of the regional Coordinated Public Transit-Human Services Transportation Plan. What do I need to know about SAFETEA-LU? The federal government reauthorized the transportation legislation that provides the federal funding distributed through our grant process in 2006. FTA requirements are subject to change and additional requirements may apply as they are identified by FTA. RPC has included all known requirements in this document, and will assist grant recipients to understand applicable changes. When are the applications due? Applications must be received by RPC no later than 4:15 pm, May 3, 2011. The actual amount of federal funds to be distributed will be based on the annual national transportation budget. Note: Applications are Due by 4:15pm, May 3, 2011 What are the goals for the JARC Federal Grant Program? The goal of the Job Access and Reverse Commute program (JARC) is to improve access to transportation services to employment and employment related activities for welfare recipients and eligible low-income individuals and to transport residents of urbanized areas and nonurbanized areas to suburban employment opportunities. Toward this goal, the Federal Transit Administration provides financial assistance for transportation services planned, designed, and carried out to meet the transportation needs of eligible low-income individuals, and of reverse commuters regardless of income. The program requires coordination of Federally-assisted programs and services in order to make the most efficient use of Federal resources. The underlying tenets of the JARC Federal Grant Program are as follows: Address Deficiencies Encourage communities to identify and address deficiencies in their paratransit/special needs or regular transit service. Provide a Community Benefit Assist local areas in determining community benefits and support for paratransit/special needs, or regular public transportation. Page 2

Preservation and Enhancement Provide funding to preserve or enhance paratransit/special needs transit where there is a demonstrated need and measurable benefit. Community Connections Support a sustainable network of services within and between communities. Financial Partnerships Establish opportunities for local jurisdictions, regional organizations, private sector agencies, state and federal governments, and tribal governments in Louisiana to work collaboratively; ensure stakeholders have voice in project development; and encourage appropriate cost sharing on projects. Support Coordination Require local agencies to coordinate their services with other transportation providers in their area, as well as programs who may be able to use or purchase the services. Chapter 2 Eligibility and Project Definitions What types of organizations are eligible to submit an application for JARC? The RPC will consider three categories of eligible subrecipients for JARC funding: 1) Private Non-Profit organization 2) State or local governmental authorities 3) Operators of public transportation services, including private operators. What types of projects are eligible? Funds from the JARC program are available for capital, planning, and operating expenses that support the development and maintenance of transportation services designed to transport low income individuals to and from jobs and activities related to their employment and to support reverse commute projects. An extensive list of eligible JARC projects can be found in FTA Circular 9050.1. Examples of projects from this list include: 1) Expanding fixed route public transit routes 2) Late-night and weekend service 3) Shuttle service 4) Ridesharing and carpooling activities 5) Supporting the administration and expenses related to voucher programs. Is there a match requirement for projects? Federal grant funds do require matching funds. The specific match ratio is based on the type of project and type of funding awarded. All successful applicants will be held to the 50% operating matching ratio identified in their grant application and 20% matching ratio for capital and planning activity net costs. For eligible federal programs other than DOT funding sources can be used to address the match for transportation needs of people moving from welfare to work refer to: http://www.fta.dot.gov/funding/grants/grants_financing_7172.html; Use of TANF, WtW and Job Access Funds for Transportation. Guidance issued by the U.S. Departments of Transportation, Health and Human Services, and Labor (December 1998). Other arrangements include the HOPE VI grants and other programs administered by the U. S. Department of Housing and Urban Development and Social Services Block Grants. Page 4

Federal grant programs operating match requirement: Operating projects require a minimum of 50 percent match. Capital and Planning Activities require a minimum of 20 percent match. For example, if the net operating expenses are $100,000, the federal grant cannot exceed $50,000. Net operating expenses are calculated by adding up all the operating expenses and subtracting the revenue collected in fares and donations. Funds received by your agency for the project from federal agencies (non USDOT) may be used for the entire match. May fares and donations be used as match? Passenger fares and donations are considered program income and may not be used as match. They must be deducted from gross expenditures to determine net expenditures. The total match is then deducted from the net expenditures to determine the amount to be requested in your application. What reporting requirements will be required after a grant award? All recipients will be notified of FTA reporting requirements after award of grant. FTA requires reporting on an annual basis. In addition to FTA reporting, recipients will be required to submit selected performance measures at the Regional Planning Commission s quarterly Coordinated Public Transit-Human Services Transportation Planning meeting. After the award of a grant, RPC will notify recipient as to the specific measurements required, as well as the schedule of meetings. Failure to report at quarterly meetings may disqualify a recipient for future award consideration. Page 5

Chapter 3 Applying for Funding When does the application process begin? Applications are available from RPC beginning Thursday, March 23, 2011. Where can an agency obtain an application? Applications are included in this packet and an electronic version of the application form may be downloaded from www.norpc.org. How do you submit your application? Applications, must be submitted on paper with original signatures, must be complete, and must be accompanied by two (2) copies of the application and its attachments. RPC will not accept electronic submissions or facsimiles for the JARC grant program application. The two (2) copies will be used for evaluation by the RPC staff for recommendations to the Transportation Policy Committee. Note: Applications that are incomplete or submitted improperly will not be considered for funding. When is the application due? Original signed application and copies must be received by RPC no later than 4:15 PM, May 3, 2011. Applications that are received after that date and time will be returned to the submitting agency and will not be considered for grant funding. Where do you submit your application? Evaluating the Applications Chapter 4 What criteria will be used to evaluate the projects? RPC has developed the following criteria for evaluating all applications. All applications will be scored based on these components: Purpose of Project (20%) - Applicants should propose projects that will provide a new service, or expand upon existing service, to an underserved area or targeted population, as identified in the Coordinated Public Transit-Human Services Transportation Plan. The populations or locations that will specifically benefit from proposed projects should be detailed. - The proposed project should be one component of a long term strategy at serving unmet needs of welfare recipients, the disabled, and the elderly in the region. - Only projects that are eligible for JARC funding will be considered. Coordination (20%) - The project should demonstrate efforts toward cooperation and coordination between service agencies (such as a transit agency coordinating para-transit services with a human services agency). - Preference will be given to those projects with the capacity to effectively serve more than one target population (such as a route or van service that carries both elderly and disabled persons). - Projects should minimize duplication of existing services. Organization & Management (50 %) - The applicant agency demonstrates the organizational and managerial capacity to plan, implement, administer, and conduct qualitative and quantitative performance measures on a JARC project. - The agency has exceptional experience in administering federally funded transit, transit-related, or human services and has demonstrated verifiable competence in doing so. - The agency has the financial and staffing resources to fund and to run an accepted project from beginning to finish, and can demonstrate this wherewithal with a reasonable financial plan and project schedule. - The proposed projects maximizes available resources, demonstrates a cost/efficiency relationship, and proves to be sustainable beyond the funding lifetime or if funding is less than anticipated. Staff and Committee Recommendation (10%) - The staff of the Regional Planning Commission will review all proposed projects and offer recommendations to the RPC Transportation Policy Committee. Recommendations and final approval will be based on the organizational capacity of the applicant, the scope of the project, the degree to which the project meets the short and long term goals of the Coordinated Human Services-Public Transit Plan. Who will evaluate applications? The RPC staff will score the applications based on the evaluation criteria detailed above and will make recommendations to the RPC Transportation Policy Committee (TPC) for final approval. How will the projects be evaluated? The review and approval process will last no more than 30 days. The application will be reviewed and scored by the RPC staff and selections of projects will be developed. Following the conclusion of scoring process, RPC staff will recommend projects for funding to the RPC Transportation Policy Committee. If recommendations are approved by the committee, the project will be included the New Orleans Transportation Improvement Program (TIP). The Program of Projects (POP), which lists all selected projects, will then be submitted to the FTA for final approval. The POP includes brief descriptions of projects, the total project costs and Federal cost shares for each project, and the amount of funds required for planning and program administration. How will agencies know the status of their application(s)? RPC will evaluate projects and notify each agency of their final ranking after recommendations from the staff has been finalized and approved by the TPC. Will there be additional requirements before receiving the funds? Each agency will be notified of the state and/or federal requirements for developing a final project agreement. This may include a more defined scope of work; budget clarification; supplemental questionnaire; additional information to meet program requirements; a requirement to advertise a public notice; signatures on federal certifications and assurances, authorizing resolutions, letters of support, and a rolling stock inventory. Formats for these documents are provided in Appendix D. Note: Never make a financial commitment on a project without getting written approval from RPC. Page 8

Chapter 5 Getting Ready to Prepare an Application The application process includes several steps that will require advance planning in order for your grant proposal to succeed. Can you submit more than one application? No, applicants may only submit one application. However, multiple projects may be submitted in that application. A separate project section must be completed for each operating proposal. The application consists of two sections: a SUMMARY SECTION of generic information for your agency; and a PROJECT SECTION to submit information on individual projects. You may use this latter section to submit one or more projects in each operating category. If you wish to submit more than one project, this may be accomplished by submitting a separate PROJECT SECTION for each additional project. Does the project need to be included in a transportation plan? Yes, the recently passed SAFETEA-LU requires the establishment of local coordinated plans for all human services transportation programs. JARC applicants are encouraged to participate in the planning process with the RPC, which serves as New Orleans Metropolitan Planning Organization (MPO). Is the coordination of services and funding important in this application process? Yes, in addition to the Coordinated Public Transit-Human Services Transportation Plan, agencies and organizations applying for funding are expected to coordinate their services with other transportation providers in their area, as well as agencies who may be able to use or purchase the services provided by the applicant. If the project is located within a public transit service district, it is required that the local transit system be notified. This information will be requested on the application form. What required documentation must be attached to your application? Required attachments to Application Service area map All applicants are required to attach a map that clearly identifies the geographic area where your organization will be providing service, and/or the location of the project described in your application. Note: If you are applying for funding for a specific route(s), identify route(s) on the service area map. Federal Certifications and Assurances As part of a federal grant process, each fiscal year the successful applicants will be required to document their ability and willingness to comply with various federal regulations and implement their proposal if funding is awarded. To demonstrate their fitness for grant awards, applicants must have on file the appropriate federal certifications and assurances, before the contract is signed and dated by RPC. For the federal fiscal year 2011 there are 24 certification and assurances which can be found at: http://ftateamweb.fta.dot.gov/static/certsandassurance/2011-certs-team.pdf. Letters committing matching funds If other organizations are providing matching funds for any of your projects, you must submit a letter or an email from each organization committing the matching funds. Authorizing Resolutions All applicants are required to provide three (3) signed original authorizing resolutions. The required authorizing resolution forms are included in your grant application. These forms must be submitted in its entirety and adjusted resolution forms will not be accepted. Public Notice Applicants for Section 5316 JARC operating assistance must publish the public notice found in the application, and allow ample response time prior to submittal of the application. In preparing the public notice identify the services being proposed to meet the transportation needs of welfare recipients, low income individuals and the general public. Publish this public notice in the official parish journal (a general circulation newspaper that covers the applicant's service area). Public Notices must legally appear at least once. This process is to be followed to notify other transportation providers of your request for a JARC grant. Any changes in wording to the public notice should be pre-approved by RPC. In an effort to decrease duplication of service, we encourage interagency agreements and support those that have actually been put into effect. Rolling Stock Inventory Applicants should provide an inventory of all rolling stock currently used by their agency, using the format provided in the application section. FTA s JARC Program Description Federally-funded Program: FTA 5316 What is the FTA 5316 Grant Program APPENDIX A Title 49 USC 5317, Job Access Reverse Commute, declares that the U.S. Secretary of Transportation may make grants designed to improve support the development and maintenance of transportation services designed to transport low-income individuals to and from jobs and activities related to their employment and to support reverse commute projects. What types of organizations are eligible to receive 5316 funds? Local governmental authorities, transit agencies and non-profit entities can receive these funds. Only projects that are derived from a regionally prepared Coordinated Public Transit-Human Services Transportation Plan are eligible. What types of projects are eligible to receive 5316 funds? Grants may finance projects that support the development and maintenance of transportation services designed to transport low-income individuals to and from jobs and activities related to their employment and to support reverse commute projects. Examples of such projects include late-night and weekend service, guaranteed ride home service, shuttle service, expanding fixed route service, demand responsive van service, ridesharing and carpooling activities, transit related aspects of bicycling, local car loan programs, subsidizing the costs associated with adding reverse commute routes, acquiring GIS, ITS, and vehicle monitoring systems that promote these ends, and the promotion and marketing of these and other related initiatives. What are the federal government matching requirements for 5316 grants? The local share for operating activities is at least 50 percent. In Good Standing Appendix B It is the policy of the Regional Planning Commission to administer federal grants in compliance with all applicable federal and state regulations and use best practices of grant management of public funds and public accounting. Local agencies, including public transit systems, local governments, tribal governments, and nonprofit organizations must maintain a status of in good standing to receive grant funds. Procedure for Determining In Good Standing Responsiveness to communications and requests for information from RPC. Maintenance of adequate financial records that document and support all grant expenditures. Full participation in site visits with timely responses to any deficiencies that are noted during and/or after the site visit. Submission of required and requested reports and annual questionnaire to RPC to include audit documents, vehicle inventory, drug and alcohol reports, DBE, etc. Compliance with all contractual obligations. Satisfactory progress of the grant-funded project. An agency that does not meet any of the above performance requirements will not maintain in good standing status and can expect one or more of the following responses from the Department: Warning letter to the agency and Board of Directors that identifies deficiencies, the necessary remedies and a timeline for those corrections. Suspension of grant fund payments. Ineligibility for any additional grant funds either within the current or next fiscal year. An audit of the agency to determine compliance with contractual obligations. Termination of the grant contract(s). Appropriate legal action by the Department to enforce the contract. Appendix C Public Transportation Management System (PTMS) Owned Rolling Stock Inventory If you are applying for an operating grant, your organization is required to submit a current Owned Rolling Stock Inventory as part of your application. Every vehicle used primarily for the transportation of passengers must be reported on the Owned Rolling Stock Inventory. The information required will include: year/make/model; vehicle code: vehicle identification number (VIN); agency vehicle number; current odometer; condition; age; remaining useful life; ADA access; backup vehicle; seating capacity; fuel type; and funding source. A more complete definition of these inventory categories is provided below. Include a copy of current insurance for all vehicles.
