The Committee reviewed the onsite packet. Addition & Revisions Added petitions to the agenda for Debra Golden and Danna Krom. to agenda: Minutes: The minutes from March 18, 2008 were reviewed. It was moved that minutes of March 18, 2008 Education Committee be approved as corrected. Motion #1 Cook/Moore accepted. The minutes from September 16, 2008 were reviewed. It was moved that the minutes of September 16, 2008 Education Committee be approved as corrected. Motion #2 Moore/Cook accepted. Educ. Spec. Rept: Announcements: Mary Blubaugh for Nancy Mosbaek reported to the committee. There was no further discussion. The report was accepted by consensus of the committee. Mary Blubaugh reported on Nancy Mosbaek s condition and progress. Petition Procedures: Moved to a later date K.S.A. 60-2-105: K.S.A. 60-2-106: It was moved that the clinical sites for each course shall be listed on the course syllabus in 60-2-105 (b) be deleted. Motion # 3 Cook/Moore accepted. It was moved to change 60-2-106 to include item (4) current technological resources. Motion #4 Bonnel/Cook accepted.

Site Visit Report Washburn BSN: It was moved that the recommendations of the KSBN site survey report WU (Washburn University) BSN program be accepted with the following changes: 1. Re-approval for 10 years 2. Copy of testing procedure be submitted in December 2009 3. Provide an update on construction in December 2009 Motion #5Cook/Claus accepted. Washburn MSN: NCKTC: ESU: It was moved that the recommendations of the KSBN site survey report WU (Washburn University) MSN program and change to re-approval for a 10 year time period with a report on the testing process due in December 2009. Motion #6 Bonnel/Moore accepted. It was moved to accept the recommendations of the site visitors report due 12/09. NCKTC (North Central Kansas Technical College) (Re-approval of PN program for 5 years, submit copy of written process outlining student admission requirements including English as a second language policy, and submit copy of campus security policy and building safety plan). Motion #7 Cook/Pangburn accepted. It was moved that the report from ESU (Emporia State University) re-approval be accepted with the following: 1. Submit written copy of testing process with test analysis with written test procedure. 2. Submit copy of written process for maintaining currency of library resources and instructional media. Motion #8 Cook/Claus accepted. MATC ADN: MATC PN: BREAK It was moved that the site visitor s recommendation for MATC (Manhattan Area Technical College) ADN program be accepted with #4 being divided with #5 stating consider nursing courses with more than 6 hours. Reports due on #2, 3, 4 and 5 due in December 2009. Motion #9 Moore/Bonnel accepted. It was moved that the recommendations for MATC (Manhattan Area Technical College) PN program be approved with submissions for #2, 3, 4 be submitted December 2009. Motion #10 Pangburn/Bonnel accepted. 10:30 a.m. 10:45 a.m. Return from open session Bethel College Progress Report: Petitions Frank Arthur: It was moved that Bethel College submit the CCNE recent focus visit report in March 2009 with a follow up report on curriculum revision and transition of leadership due June 2009. Motion #11 Cook/Claus accepted. It was moved to deny Frank Arthur s petition to retest based on incomplete application. Motion #12 Cook/Moore accepted. 2

Tammy Blackwell: Lacey Burks: Debra Golden: Danna Krom: New Business DCCC: GCCC: It was moved to deny petition for Tammy Blackwell based on length of time since graduation from ADN program. Recommend attend RN level program. Motion #13 Claus/Bonnel accepted. It was moved to accept Lacey Burks petition to retest with successful completion of formal review course and study plan. Motion #14 Bonnel/Cook accepted. It was moved that Debra Golden s petition to retake NCLEX be accepted with successful completion of formal review course as part of her formal study plan. Motion #15 Bonnel/Pangburn accepted. It was moved to deny Danna Krom s petition to retest for NCLEX-PN due to graduation date over 10 years. Motion #16 Pangburn/Cook accepted. Dodge City Community College represented by Rebecca Bredfeldt MS, RN, ARNP requested a change in course descriptions, objectives, credit hours and an addition of a new course for their Associate Degree Nurse Level II program. It was moved to accept DCCC (Dodge City Community College) proposals, phase I and II (ADN Level II-change in course descriptions, objectives, credit hours, addition of course and the delivery of Level II courses per hybrid on-line distance learning format). Motion #17Moore/Bonnel accepted. Garden City Community College represented by Lenora Cook RN, MSN requests a program for paramedics to bridge into the RN program and increase the number of students by 10 to accommodate the bridge students. It was moved to approve GCCC s (Garden City Community College) request to adoption of the KSPN Core Curriculum. Motion #18 Pangburn/Moore accepted. Lenora Cook abstained from vote. Garden City Community College represented by Lenora Cook RN, MSN requests a program for paramedics to bridge into the RN program and increase the number of students by 10 to accommodate the bridge students. It was moved to accept the MICT-RN bridge program (Paramedic to RN) at GCCC (Garden City Community College) with the addition of 10 more students. Motion #19 Moore/Pangburn accepted. Lenora Cook abstained from vote. CCC: MATC: Colby Community College represented by Ruth Wolfram MSN, RN requests changes to the entire Practical Nursing program. Colby Community College requests to convert their current PN Curriculum to KSPN Core Curriculum. It was moved to approve the Colby Community College adoption of the KSPN Core Curriculum with submission of separate course number for NS110 KSPN foundation of nursing theory and clinical courses, NS120 KSPN medical surgical nursing I theory and clinicals NS140 KSPN medical surgical nursing theory II theory and clinical, NS143 KSPN maternal child nursing theory and clinical courses and submission of KSPN core curriculum program outcome. Motion #20 Pangburn/Moore accepted. Lenora Cook abstained from vote. Manhattan Area Technical College represented by Rebecca Claus, MSN, RN requests approval to change from the current Practical Nursing curriculum to the Kansas Practical Nursing Core Curriculum effective the 2009-2010 3

Pratt: JCCC KU academic year. In addition, the program requests approval for the addition of two nursing courses: NUR 102 Medication Math and NUR 131 Personal and Career Orientation one credit hour per course. It was moved to approve MATC (Manhattan Area Technical College) request to adopt the KSPN core curriculum with addition of NURS 102 Medication Math and NURS 131 Personal and Career Orientation one credit hour per course. Motion #21 Cook/ accepted. Rebecca Claus abstained from vote. Pratt Community College, represented by Gail Withers, RN, MSN, ARNP- CNS, CNE requests a bridge program for paramedic (MICT) to Associate Degree Nursing. It was moved to approve Pratt Paramedic to ADN bridge program and an additional 25 students for that program. Motion #22 Cook/Bonnel accepted. Johnson County Community College, represented by Jane Zaccardi MA, RN, GCNS-BC requested that the entire program be modified to adopt the KSPN Core Curriculum with the addition of four program specific courses. It was moved to approve the JCCC (Johnson County Community College) request to adopt the KSPN Core Curriculum with the addition of four program specific courses (PN 120 Intro to Practical Nursing, PN 146 Mental Health Nursing Clinical, PN 160 Applied Pharmacology and PN 165 Transition to Nursing Practice) with PN 125 KSPN Foundation of Nursing, PN 130 KSPN Medical Surgical Nursing I and PN 150 KSPN Medical Surgical II be converted to 60 lecture hours and 0 lab hours. Motion #23 Pangburn/Cook accepted. The University of Kansas, represented by Karen Miller RN, PhD, FAAN request to have 2 nursing courses moved from being taught outside the nursing school to being taught within the nursing school and to increase two (2) credit hours to the program. It was moved to accept the move of two nursing courses at KU (Kansas University) already approved by KSBN into being taught within the nursing school from being taught outside the nursing school and an increase of two (2) credit hours to the program (Mental Health Masters Program). Motion #24 Moore/Cook accepted. CNS requests to change N301 Orientation to Nursing course name and objectives, retitling of NURS 440, creation of NURS 441, a reduction of credit hours for NURS 482 for their undergraduate program. It was moved to accept the requests for Pittsburg State University undergraduate program: 1. Retitling NUR 440 Pharmacology in Nursing to Pharmacology in Nursing I. 2. Creation of NURS 441 Pharmacology in Nursing II and place in 3 rd semester. 3. Reduction in credit hours NURS 482 from 3 to 2 credit hours 4. Change N301 Orientation to Nursing to N301 Professional Nursing Seminar and change course objectives. Motion #25 Bonnel/Moore accepted. Mary Carol Pomatto abstained from vote. CNS requests a deletion of graduate level courses: N833 Process Management in Acute Emergent Illness, N834 Acute Gerontologic Practicum, N838 Process Management of Chronic Illness and N839 Chronic Gerontologic Practicum. It was moved to accept changes to delete graduate level courses 4

WATC N833, N834, N838 and N839. Motion #26 Claus/Bonnel accepted. Mary Carol Pomatto abstained from vote. CNS requests to change the number of theory versus clinical hours for the CNS Family track to comply with KBON and other accrediting bodies in the required number of direct client/patient contact hours. It was moved to approve Pittsburg State University s request to decrease N830 to 1 credit hour, N835 to 1 credit hour, delete N841 and increase N831 to 3 credit hours, N836 to 3 credit hours and N840 to 2 credit hours. Motion #27 Cook/Claus accepted. Mary Carol Pomatto abstained from vote. Wichita Area Technical College, represented by Jonny Thompson RN, MS requests to adopt a new curriculum based on the KSPN Core Curriculum as mandated by KBOR and developed in conjunction with KSBN and KCPNE for approval of offering all PN courses in web enhanced format to convert all PN courses from clock hours to credit hours. It was moved to accept the change from WATC (Wichita Area Technical College) to adopt KSPN core curriculum, approve offering all PN courses in web enhanced format, and convert all PN courses from clock hours to credit hours. Motion #28 Claus/Moore accepted. Discussion was held on the letter that practical school administrators received from Dr. Blake Flanders which states the PN Core Curriculum required a CNA certificate which will be requested for admission into the nursing programs. It was noted that the core curriculum approved by the board in September 2007 did not have that requirement. It was moved to request KSBN to write a letter to Dr. Kristen Bishop of KBOR for clarification of the CNA certification requirement for admission into the PN programs based on the November 10, 2008 letter written by Dr. Blake Flanders office. Motion #29 Pangburn/Cook accepted. Discussion was held about the statutory requirement for graduation from a high school accredited by the appropriate legal accrediting agency or has obtained the equivalent of a high school education in K.S.A. 65-1115 and 65-1116. It was moved that we send to the KSBN the proposal to remove the statute that an applicant to a nursing program should be a graduate from an approved high school. Motion #30 Moore/Pangburn accepted.
