C. Financial Proposal - Lump Sum Amount: The financial proposal should specify a total lump sum amount, and specifies the payment terms according to specific and measurable (qualitative and quantitative) deliverables. Payments are based upon delivery of products or services. In order to facilitate the comparison of financial proposals, it is recommended that a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days) is provided by the bidder. - Travel: For the purposes of this consultancy no travel will be requested, in the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant prior to travel, and will be reimbursed 1. PERFORMANCE EVALUATION Individual consultants will be evaluated based on the following criteria: Cumulative Analysis: the individual consultant with best technical-economic combination will get the contract. The evaluation criteria is the following: Technical Proposal (TP) Punctuation TP = (Punctuation of the individual proposal/ maximum punctuation established in the ToR ) x 100 Financial Proposal (FP) Punctuation FP = (Lowest Price offered/ Individual financial proposal) x 100 TOTAL (Punctuation of the TC x 70%) + (Punctuation of the FP x 30%) Evaluation criteria MAXIMUM SCORE PER REQUIREMENT 1 Academic grade requested in the TOR s 30% 1 The total amount of the reimbursement should be lower or equal to UN DSA rates but under no circumstance should be higher than UN DSA rates The total amount should be approved in advance by the Administrative Unit. 2

Coordinator of the UNODC-INEGI Center of Excellence. The contents of the study will be evaluated by the Chief of Research and Trend Analysis Branch, Data Development and Dissemination Unit at UNODC Vienna. However, peer review and feedback by the qualitative counterpart is also required DEADLINE TO SUBMIT APPLICATION: September 19 th, 2016 GENERAL BACKGROUND INFORMATION The UNODC-INEGI Center of Excellence focuses on strengthening Latin American processes and analysis of statistical information on government, public safety, victimization and justice through the supply of tools for data collection and analysis, training seminars, the creation of statistical knowledge, the promotion of methodologies and international standards as well as research development. GENERAL BACKGROUND OF THE ASSIGMENT: The endorsement of the International Classification of Crime for Statistical Purposes (ICCS) by the United Nations Statistical Commission and the Commission on Crime Prevention and Criminal Justice in 2015 started the process of ICCS implementation by volunteer Member States. In May 2016 3

UNODC, as the custodian of the ICCS, hosted a meeting of the newly established Technical Advisory Group (TAG) that, among other items, discussed a model work plan of activities to support ICCS implementation. One of the priority activities identified by the TAG is the development of an implementation manual for producing national administrative data according to the ICCS, focusing on the mapping of national administrative crime statistics into the ICCS categories. In July 2016, UNODC was awarded funding by the U.S. Department of State s Bureau of International Narcotics and Law Enforcement Affairs (INL) to support activities for ICCS implementation in volunteer countries aimed at improving statistics on crime and criminal justice through the development of specific tools for supporting ICCS implementation, such as translations, an extended webpage, secure communication tools and the development of the implementation manual. All these activities require technical support and resource development from UNODC headquarters. OBJECTIVE OF THE ASSIGNMENT The purpose of the Individual Contractor is to develop the ICCS implementation manual and related tools, by working with volunteer countries on developing methodologies and practical guidelines for mapping national crimes into the ICCS. To do so, the consultant will work with selected countries and experts on drawing up correspondence tables, documenting the process, addressing practical and methodological questions and consolidating the lessons learned into a draft manual for review by the TAG. Specific tasks to be performed by the consultant: Under the supervision of United Nations Office on Drugs and Crime/Research and. Trend Analysis Branch/Data Development and Dissemination Unit (UNODC/RAB/DDDU), the Individual Contractor will undertake the following activities: 1) Establish contact with volunteer countries and agree on the specific working procedures for piloting the mapping process and the subsequent stages of the project 2) Initiate and moderate an online discussion on the ICCS manual by inviting, signing up and assisting volunteer countries and other interested parties to the virtual network platform as a forum for members of the ICCS Technical Advisory Group and other experts to exchange materials and views in a secure online environment 3) Elaborate a generic road-map that can guide countries in their practical steps to take in implementing the ICCS at the national level (based on the draft model work plan already produced) 4) Assist national counterparts in drafting correspondence tables of national crime classification systems to the ICCS (either in full or in relation to selected categories) and produce a draft document with case studies 5) Initiate and implement an in-depth revision of draft correspondence tables by engaging in a national-level dialogue with volunteer countries; carry out 2-4 mission and review workshops to volunteer countries; draft conclusions on in-depth revision process 4

6) Draft and discuss a guidance note on the (generic) boundaries of the set of crimes to be included and excluded under the ICCS (i.e. establish guidelines on the ICCS boundaries for distinguishing crimes from mere infractions or misdemeanors ) 7) Draft a guidance note on the type of crime characteristics ( tags ) to be included in statistical data on crime and criminal justice by crime category (e.g. disaggregation by weapons, victim-offender relationship, sex, age etc. for intentional homicide) 8) Consolidate findings and national experiences from mapping crimes into the ICCS into a first draft of the manual for consultation 9) Collect and address comments and suggestions on the draft manual made during the consultation process and produce the final version of the manual PRODUCTS TO BE DELIVERED The Individual Contractor is expected to produce the following tangible outputs, which will be assessed on the basis of their quality and timely completion: A. Summary of country-specific working procedures for piloting the mapping process B. Virtual network platform on ICCS initiated C. Draft road-map on ICCS implementation D. Set of draft ICCS correspondence tables drafted E. In-depth revision of draft ICCS correspondence completed F. Guidance note on the ICCS boundaries G. Final version of the manual FORM OF SUBMISSION OF PRODUCTS The final products will be submitted for approval to the Coordinator of the UNODC-INEGI Center of Excellence and the UNODC/RAB/DDDU according to the following indicators: timeliness of delivery, quality of documents and reports, technical competence. Final version of the manual QUALIFICATIONS Education - University degree in social sciences, criminology, statistics or related area. Work experience - At least five years of experience with crime and criminal justice data at the national and international level. - Experience with international or national classifications required. - Demonstrated skills in research, communication and project management, preferably in an international environment requiring cultural sensitivity and knowledge of different political, administrative and legal systems. - Ability to work in a highly methodical and detailed manner, whilst thinking creatively and intuitively. - Good planning and organizational skills. Languages - Excellent drafting skills and verbal fluency in English required, other language skills considered an asset. Other desirable knowledge - Experience in working with crime or criminal justice data desired.
