EUAV TEACH - Technical Assistance for European Caritas Organisations in Humanitarian Aid EUAV TEACH - Technical Assistance for European Caritas Organisations in Humanitarian Aid has the overall objective to strengthen the technical capacities in the areas of humanitarian learning and volunteer management. Three specific objectives have been defined: - to build strong volunteer management systems - to enable European Caritas organisations to participate in the EUAV programme - to strengthen the capacities in raising awareness and communication The impact foreseen is to enable partners to become certified sending organisations in the EUAV programme and to improve the implementation of humanitarian aid in following the Core Humanitarian Standards. Activities include workshops on volunteer management and campaigning, development/adaptation of policies regarding volunteers, improving HR processes for volunteers and develop post-deployment strategies, self assessments and improvement of standards for CHS and EUAV. The TEACH project involves 6 European Caritas organisations in Austria, Czech Republic, Ireland, the UK and Romania as well as Caritas Europa to ensure wider dissemination and learning among the 49 European member organisations. The activities will be implemented over a period of 24 months. The TEACH project is intended to complement 2 other projects submitted by Caritas Austria and Trocaire as lead organisations: REACH under the deployment (Trocaire) and PEACH2 (Austria) under the CB call. All projects are designed to support and complement each other, avoiding duplications and creating synergies for cost effectiveness and efficiency. Synergies will be sought with the PEOPLE project submitted by CAFOD under the EUAV CB call. 4

European Diaspora Volunteers - Technical Assistance for Diaspora Humanitarian Organisations The project will, over an 18 month period, deliver technical assistance to volunteer-based diaspora organisations (DOs) involved in humanitarian assistance in Somalia (HIRDA), Syria (HiH) and Nigeria (AFFORD). This will be done through technical assistance series, which will aim to improve their technical and operational capacity in key areas identified through a multi-stage needs assessment, and their ability to recruit, train, deploy and retain volunteers. The key DOs will develop the training with DRC, deliver sessions on which they have expertise, as well as their staff being participants in the sessions, alongside other diaspora organizations/local partner organisations where possible. On top of the 3 co-applicant primary direct beneficiary organizations and their staff/volunteers, a total of 90 staff/volunteers and 9 organisations are expected to indirectly benefit from the project. As a result the beneficiary DOs will have: 1) strengthened their capacity to manage volunteers leading to a stronger humanitarian response from European-based DOs; 2) strengthened their operational and technical capacities and knowledge of humanitarian standards leading to more efficient humanitarian response; and finally; 3) improved their knowledge and awareness of the formal humanitarian system and operations leading to increased capacity for collaboration and coordination. Aside from the technical assistance, the project will develop tailored training material for diaspora organisations such as video modules and case studies, which the key diaspora organisations will benefit from in the trainings, and for future capacity building needs of staff, volunteers, local partners and partner diaspora organisations. The sessions will use standards such as those for becoming an certified volunteer sending organisation as a cross cutting standard, considering the long-term goal of the direct beneficiary organisations becoming certified. 6

More to care: encouraging certification and strengthening EUAV management capacities of European sending organisations +CARE is a 2 years project run by 7 partner organisations from 5 countries (Spain, Greece, Italy, UK, Romania) pursuing the aim to widen European partnership of humanitarian and volunteering organisations and strengthen their capacities as sending organisations within the EU Aid Volunteers Initiative, through these 3 specific objectives: 1)Reinforce and create focal points to promote the EUAV Initiative and the capacities to obtain the certification among European organisations; 2) Provide technical assistance to European organisations aiming at getting certified; 3)Strength European partnerships and organisations' development for an optimal implementation of deployment and capacity building EUAV projects. New organisations from 6 Member States will get to know EUAV and receive support to get involved in the program thanks to focal points; while partners (including active EUAV SOs) will have stronger capacities regarding projects and volunteering management, and humanitarian action within EUAV standards. Also, the visibility of the program and the number of organisations interested will increase thanks to the project. Partnership among complementing organisations all over Europe will be widened and reinforced, and the knowledge and resources created will continue available, ensuring sustainability of results. All that will ensure the continuity of EUAV deployment and capacity building projects, implemented with the highest quality standards and compliance with EU regulations and requirements. The planned activities range from in-presence and on-line trainings in technical and organisational issues, facilitated by project partners and experts, support to prospective EUAV organisations (visits, exchanges, online assistance), exchanges of experiences and evaluations, consultancies for internal procedures and policies update, to public events and dissemination of EUAV (through video, social networks, Volonteurope platform and partners websites). 8

Enhancing Aid Capacities The project s overall objective is to improve the capability of potential Sending Organisations within the Red Cross Red Crescent (RCRC) Movement to provide quality support, managing enhanced pools of competent volunteers and staff for emergency response and improving remote support of operations: Thereby, the project will enhance aid capacities of European Red Cross National Societies (EUNS) by improving their capacity to certify as Sending Organization and pro-actively integrate EU Aid Volunteers (EUAV) in their humanitarian programming through increased understanding of the EUAV initiative, and shared and supported procedures for the certification process. It will also improve cohesion of the International Federation of Red Cross and Red Crescent Societies (IFRC) and EUNS with the EUAV in a revised RCRC emergency response mechanism, and will be defining tools for identification and integration of EUAV in suitable roles for future response operations. Capacities will be enhanced through enlarging and maintaining a sustainable roster of online volunteers including EUAV, to support operations, guided by procedures and tools. The IFRC and EUNS (Austria, Bulgaria, Italy, and Netherlands) will collaborate in the two years project, which will also pilot trainings and test innovative solutions to enhance the impact of online volunteering. Activities will reach out to RCRC National Societies across Europe. The project builds on the ongoing optimisation of the RCRC emergency response mechanism, on existing RCRC online volunteering expertise, and complements current efforts of EUNS to integrate EUAV capacities in non-emergency programming. By shaping the framework and mechanisms for increased engagement of RCRC actors, the project seeks to improve the impact of humanitarian aid capacities and sets the stage for sustainable cooperation of the RCRC Movement and the EUAV. 10
