BACKGROUND UNDP will support Papua Province to address challenges such as low growth, high poverty rate, low HDI, violence against women, problems on social cohesion and peace building and increasing disparity, and to
accelerate its development goals. Building on the vast experience of UNDP in Papua regions in the past ten years in the areas of policy advocacy, technical assistance and capacity building as well as knowledge sharing facilitation, UNDP intends to establish a platform to support the national and local development acceleration agenda. The Papua Platform will facilitate the national and sub-national governments to achieve development goals and implement development priorities along with UNDP and other development partners (bilateral agencies, private sector, philantrophic organizations) in one platform. Through the initiation phase, the Platform will support relevant works in the areas of LED (local economic development), local governance strengthening, gender-based violence, social cohesion, and the development of government financing mechanism in Papua. While UNDP is formulating a new program, the organization is discussing with local government to explore possibilities for government financing, which will enable local governments to fund the new development initiatives under UNDP technical assistance. UNDP needs therefore a national consultant to be based in Papua, who will be able to work with Bappeda and Badan Percepatan offices in Papua on government financing. Under the guidance and direct supervision of the Programme for Decentralisation, and the direction of the Government Financing Specialist at UNDP Country Office, the LGF Consultant is responsible for supporting provincial governments of Papua. The Consultant will undertake intensive liaison, coordination, and communication with the provincial governments and provide necessary advisory services related to government financing. Together with UNDP, the Consultant will organize a series of consultation sessions and roundtable discussions with various stakeholder groups, including in Jayapura. During these consultations, UNDP will introduce successful local models / prototypes that may be considered and adopted by local governments, leading to the successful implementation of the programs by UNDP with the funding from local APBDs. II. SCOPE OF WORK, ACTIVITIES, AND DELIVERABLES The Consultant will carry out and produce the following activities and deliverables: 1. Produce action plans for local government financing Based on consultations with relevant parties in Papua, produce actions plans for the two provinces, with clear roadmaps and recommendations on issues for immediate follow-ups by relevant parties at UNDP; Coordinate with DLGP Programme and Government Financing Specialist on follow-up actions by UNDP. 2. Prepare MoUs on government financing between UNDP Governments in Papua The MoUs will be drafted on the basis of mutual understanding between local governments of Papua, both at the provincial and district levels, on the scope of the programs and the source of funds from APBD; Coordinate with DLGP Programme and Government Financing Specialist on the signing of the MoUs. Consultant will presenting the methodology and working arrangement to UNDP Governments. b. Consultant will have meeting with relevant stakeholders in district level and provincial level c. Project will facilitate to meet related partners. d. Consultant will presenting the initial strategy on the local government financing after the meeting with relevant stakeholders to UNDP. e. Consultant will submit several reports as deliverables. REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS Academic Qualifications: Bachelor degree in Education studies or other related discipline Years of experience: Minimum 6 years of relevant experience in development programme and management Has experience in strategic planning and in conducting multi-stakeholders consultation process Competencies and special skills requirement: Has experience to deal with local government in Papua Demonstrated strong familiarity with UNDP development projects in Indonesia Experience in working with government agencies (central and local), civil society organizations and international organizations are an asset Has experiences to deal with national or international NGO Highly developed analytical skills Fluency in both written and oral English
V. EVALUATION METHOD AND CRITERIA Individual consultants will be evaluated based on the following methodologies: Cumulative analysis using weighted scoring method will be applied to evaluate the applicant.
