Revels) Pages: 9 AFI 90-201, dated 21 April 2015, is supplemented as follows: This supplement provides additional guidance to AFI 90-201. This supplement consolidates the procedures, criteria, and requirements to support the Air Combat Command (ACC) Inspector General (IG) and 25th Air Force IG inspection programs. This supplement is not to be used as a substitute for operational training documents or functional directives and instructions. Functional Office of Primary Responsibility (OPR) is the primary source for clarifying procedures, policies, instructions, and compliance directives. In addition, Attachment 2 establishes policies and procedures for maintaining continuity books. This Air Force Technical Applications center supplement (AFTACSUP) is applicable to AFTAC and its subordinate units and defines self-assessment program (SAP) requirements and responsibilities to assess mission performance. The AFTAC/IG is the point of contact (POC) for all SAP issues including exercise observations and recommendations, and serves as the Gatekeeper for Unit Effectiveness Inspections (UEI) and Staff Assistance Visits (SAV). This supplement does not apply to Air Force Reserve Command (AFRC) and other individual reservists administered by HQ AFRC. It does not apply to the Air National Guard (ANG). Refer recommended changes and questions regarding this publication to AFTAC/IG using the AF Form 847, Recommendation for Change of Publication; route AF Form 847 from your directorate through Publications and Forms Manager, CYCS/SCXK. Ensure all records created as a result of processes prescribed in this publication are maintained in accordance with the Air Force Manual (AFMAN) 33-363, Management of Records, and disposed

SUMMARY OF CHANGES This document is substantially revised and must be completely reviewed. Significant revisions include: reorganization of chapters; new chapters for the Management Inspection (MI), Unit Effectiveness Inspection (UEI) and the Commander s Inspection Program (CCIP); new and revised attachments to provide additional guidance to all Airmen and inspectors. This instruction incorporates new/amended guidance and replaces/eliminates legacy terms not associated with the new Air Force Inspection System (AFIS). Specifically, this instruction eliminates the terms Consolidated Unit Inspection (CUI), Compliance Inspection (CI), Readiness Inspection (RI), Health Services Inspection (HSI), Ability to Survive and Operate (ATSO) and Exercise Evaluation Team (EET). This supplement incorporates revisions from AFI 90-201 and renumbers Paragraph 5.1 and associated subparagraphs 5.8.2.5 due to substantial changes in AFI 90-201. Attachment 2 defines criteria for continuity books. Responsibilities transferred from the Plans and Programs Directorate to the AFTAC/IG for all center UEIs and subordinate unit CCIP inspections, SAVs, and SAP issues, and to develop, plan and execute exercises as identified in AFI 90-201. When a requirement is mandated for compliance at the wing level throughout this instruction, the requirement is tiered, signifying the appropriate waiver authority to the requirement and is indicated in parentheses (T-0, T-1, T-2, or T-3) following the sentence/paragraph that drives the requirement, in accordance with (IAW) AFI 33-360. This document provides guidance that transforms the AFIS to emphasize command responsibility, decrease the number of days on a wing s calendar impacted by external inspections, and to provide greater visibility over programs and processes executed at the wing level, while effectively meeting the challenges of increasing efficiencies and decreasing resources.

AFI90-201_AFTACSUP 29 NOVEMBER 2016 3 5.2. CCIP Requirements. 5.2.1.2. (Added) Wing Inspection Program. AFTAC will utilize the Inspector General Evaluation Management System Classified (IGEMS-C) to plan, conduct, and close-out inspections and any resulting deficiencies. 5.3. CCIP Methodology. 5.3.4. (Added) AFTAC s CCIP will not utilize the five-tier rating system found in AFI 90-201. 5.4. Self-Assessment Program Guidelines. (Added) Commanders, directors, and subordinate unit commanders/chiefs are responsible for conducting unit self-assessments, not the IG office. 5.4.1.1. (Added) Horizontal and command staff programs will be located under the AFTAC/CC dropdown menu in Management Internal Control Toolset (MICT). 5.4.2.1. (Added) AFTAC/CC, directors, or subordinate unit commanders/chiefs can direct assessments as needed. However, all assigned Self-Assessment Communicators (SACs) must be completed at least once annually, between 1 January and 30 April. 5.4.2.2. (Added) Directors and subordinate unit commanders/chiefs will appoint a primary and alternate MICT Administrator/self-assessment program managers and establish a process to stay informed on the self-assessment program status within their units. AFTAC personnel are required to out-process through their respective unit MICT administrators/self-assessment program manager to ensure continuity of operations for any assigned SACs. 5.4.2.3.1. (Added) AFTAC program functional area managers (FAMs) for Safety, Training, and Records Management will identify appropriate SACs and applicable questions for all subordinate units. These SACs will be validated by the respective directorate FAM representative, or as identified by the AFTAC FAM. OPSEC and Emergency Management SACs will be executed at the AFTAC FAM level only and validated by their respective directorates. The AFTAC Director of Staff will validate communicators executed by FAMs assigned to the command staff. Outside of these functional programs, subordinate units are responsible for assigning and executing relevant SACs. 5.4.2.3.2. (Added) Functional area managers for AFTAC's Information Security, Personnel Security, Industrial Security, Physical Security, and FOIA/Privacy Act programs will create a local MICT SAC(s) covering these programs that the subordinate unit security managers will use for their self-assessments. To ensure proper stewardship of Airmen s time, subordinate unit security managers will only be responsible for the locally generated security SAC(s) produced by AFTAC/SO. AFTAC/SO will be responsible for executing the HAF, MAJCOM, and NAF generated MICT SACs and validating lower-level SACS. 5.4.2.3.3. (Added) All SAC questions/items will contain an answer (Yes, No, or N/A). An explanation will be given for each answer and supporting documentation will be referenced or be included electronically in the appropriate

4 AFI90-201_AFTACSUP 29 NOVEMBER 2016 MICT question. If an answer is N/A, the appropriate N/A Reason will be selected from the MICT dropdown menu or filled out manually. 5.4.2.3.4. (Added) Attachments will be uploaded into MICT for all questions requiring justification or the item response will reference where supporting documentation can be located. Referenced attachments (i.e. file plan for records management assessments, etc.) will be readily available for inspectors to view and ensure compliance with applicable directives/instructions. 5.5. Inspection Guidelines. 5.5.1. (Added) AFTAC/IG will submit an inspection notification letter to the director, subordinate unit commander/chief, or program manager to be inspected no later than 15 calendar days before the inspection begins. 5.5.4.1. (Added) Squadrons with geographically separated units (GSUs) will be courtesy-copied on detachment and Operating Location inspection notification letters. This letter will provide pertinent data for AFTAC CCIP survey completion, and request unit inspection points of contact (POCs) and other deliverables. Requested deliverables will vary on type of inspection (vertical vs. horizontal) but may include: alpha roster, recall roster, unit publications, quarterly awards information, and superior performer nominees. 5.5.4.2. (Added) AFTAC/IG utilizes an anonymous survey to help assess the four Major Graded Areas (MGAs), focus CCIP inspections, and provide an alternate avenue where personnel can provide anonymous feedback on their unit. The survey is administered on SkyNet for local units and through a publicly-accessible website for GSUs. All survey responses will be strictly controlled and only utilized for official IG duties. 5.5.4.3. (Added) AFTAC/IG will coordinate inspection activities (i.e. in-brief, outbrief, etc.) with the assigned POC(s) designated by each unit to be inspected. AFTAC/IG will provide an out-brief to the inspected unit after the conclusion of the unit inspection. 5.5.5. (Added) Safety, security, and training have been identified as horizontal programs. Therefore, they will receive a stand-alone CCIP inspection and will be included on the inspection plan. Horizontal programs embedded in a unit will receive a cursory review when vertical unit inspections occur. 5.5.6.1. (Added) Directorate-level, command staff, and horizontal program deficiencies will be closed by the AFTAC/CC or AFTAC/CV. CCIP deficiency closure authority for squadrons will be the corresponding director and GSU deficiencies will be closed out by their respective squadrons. All units will ensure the status of any open deficiencies is kept current in IGEMS-C. 5.5.7. (Added) Unit Self-Assessment Program Managers will acquire/maintain IGEMS- C Basic User accounts to update unit deficiencies and keep their unit leadership informed of deficiency status.

(Added) CCIP Recommended Improvement Areas (RIAs) will be tracked using the Commander s workflow tasking process and will be reviewed during the IG deficiency review. 5.5.9. (Added) Individual Superior Performance (SP) Program. This program recognizes exceptional individuals working toward or having developed clearly superior initiatives at any level. Commanders/Directors may submit up to four percent of their unit s personnel for consideration as individual SPs during a CCIP vertical inspection. Superior Performer nominations will be requested as a deliverable during the inspection notification process for vertical unit inspections. Individual nominations will be validated by AFTAC/IG during the inspection. Additionally, the AFTAC/IG may identify superior performers during any CCIP inspection. 5.6. Commander s Inspection Management Board (CIMB). 5.6.3. (Added) Directors, subordinate unit commanders/chiefs, and functional program managers will brief their CCIP status to include deficiencies, corrective actions, and issues at the quarterly CIMB and once a month at the AFTAC Deficiency Review Board. Squadron commanders will brief for their GSUs. 5.6.7.2.1. (Added) Directors, subordinate unit commanders/chiefs, and functional program managers will be aware of all IGEMS-C deficiencies and MICT observations affecting their area of responsibility. 5.8. Wing Inspection Team (WIT). 5.8.3.6. (Added) AFTAC/IG personnel will document by memo-for-record (MFR) all training/certification accomplished by WIT members and file the MFR to SIPRNet records/file plan. 5.8.3.7. (Added) WIT members will complete training and certification requirements defined in AFI 90-201 Chapter 9 and local requirements located on the AFTAC/IG SkyNet WIT Training page. 5.8.5. (Added) To ensure continuity of operations, WIT members and unit MICT administrators are required to out-process/coordinate with AFTAC/IG prior to departure or transferring from AFTAC. 5.9.2. AFTAC/IG Responsibilities: 5.9.2.1.4. (AFTAC) Report inspections results to the AFTAC Commander. Post deficiencies and final inspection reports in IGEMS-C. Deficiencies will include a recommended OPR and suspense date when created. 5.9.2.1.4.5.1. (Added) Final Inspection Report. NLT 30 days after the IG team departs the inspected unit, the AFTAC IG will send the final IG inspection report to the AFTAC/CC and inspected unit Director/Commander or program manager. In addition, IG reports will be posted to AFTAC/IG s public SkyNet Inspections Page after AFTAC/CC concurrence. Squadrons with GSUs will receive courtesy copies of all detachment and OL reports.

6 AFI90-201_AFTACSUP 29 NOVEMBER 2016 5.9.2.5.3.3. (Added) AFTAC/IG exercises provide the AFTAC/CC an independent assessment of unit program effectiveness and unit mission readiness. AFTAC/IG will plan, develop, and execute inspection exercises found in Table 5.2. IG exercises will be identified on the annual inspection plan (except for the required no-notice inspection) and some will be mutually executed with the 45 SW. Directorates, squadrons, and GSUs are encouraged to plan, develop, and execute scenarios to support training initiatives and research & development (R&D) projects within their respective units, however the IG will not have oversight of these training events or R&D initiatives. AFI90-201_AFTACSUP 29 NOVEMBER 2016 9 Attachment 2 (Added) CONTINUITY BOOKS A2.1. MICT is the Air Force s mandated tool for measuring compliance in a unit. Continuity books are an integral tool used in performing and sustaining our mission. Continuity books are how to guides to assist primary POCs and, in their absence, someone other than the primary program POC to perform the program duties. The entire continuity book may be maintained electronically as long as it is accessible by others in absence of the POC, and kept current. A2.2. If a unit chooses to maintain continuity books, they will, at a minimum have the following elements: A2.2.1. Table of contents A2.2.2. Exterior program POCs with contact information A2.2.3.
