Request for Proposal RFP # Web/UX project lead (design, strategy, client management) 15 Nov Equal Measures 2030-FY18 Equal Measures 2030 invites you to submit a proposal for: a web/ux developer and designer to lead the strategy, building and design of a website (revamp) and a new interactive data visualization platform. The consultant should have a strong UX and data visualization background. The Equal Measures 2030 partnership is hosted and administered by Plan International. Synopsis A fixed-price purchase order will be issued to include all costs of services and delivery. Optional services / work may be submitted separately. Any accepted optional services or work will be negotiated and awarded separately. Equal Measures 2030 is under no obligation to make an award for Optional services / work. Issuance of this RFP in no way obligates Equal Measures 2030 to make an award. Bidders will not be reimbursed for any costs associated with the preparation or submission of their proposal. Each bidder is responsible for reading and understanding the terms and conditions of this RFP. Offer Deadline Offers must be received no later than 24.00 BST, Sunday, 10 December, 2017. Project Deliverables (more details in the Terms of Reference below): 1. A proposed design brief based on inputs and planning with the team 2. Develop a wire frame and prototype for the data visualization/online platform and existing website (including specific design on charts, maps, country pages, thematic pages and an index framework ensuring all material and information is cohesive and complementary) 3. A complete website and online platform (finished by June 2018) with all deadlines and milestones met and adhere to Evaluation Process and Criteria An evaluation panel from Equal Measures 2030 will review applications on a rolling basis as they are received. Applications should include: Company profile and CV(s) of applicable key team members; consultant hourly rate (US dollars); relevant experience and work samples. Proposed timeline for RFP process All proposals must be received by 24.00 BST Sunday, 10 December 2017. Proposals will be reviewed as they are received, and in-person or phone interviews with selected candidates will take place on a rolling basis. Award notice will be given as early as possible following the deadline, and all proposals received will receive a response by 13 December. Scope Equal Measures 2030 seeks the services of a web/ux developer and designer to lead the strategy, building and design of a website (revamp) and a new interactive data visualization platform. The consultant should have a strong UX and data visualization background. As the project lead for the revamped website and the newly-developed online platform, the web/ux designer will also manage the relationship with the external web developer team (who will do the coding for the platform) and serve as the main focal person on behalf of Equal Measures 2030. The consultant/project lead will ensure products, specifications and deadlines are adhered to and the team is kept up-to-date on progress and development. He/she may also need to consult and/or manage other external contractors as needed. 3. Objectives/outcomes Under the supervision of the Head of Media and Communications, specific tasks include: 1. Host creative, strategy sessions with the Equal Measures 2030 team members to understand needs and identify requirements, target audiences, functions, brand narrative, key messaging to revamp the current Equal Measures 2030 website (1) and developing a new online platform (2) a. End goal: Determining the overall strategic vision for the interactive data visualization/online platform 2. Consult with key stakeholders and potential end-users for their feedback 3. Create a project brief (including design, deliverables and timelines), wireframes, and design prototypes for review a. Liaise with design team (external) to ensure project brief for online/data platform supports and complements the EM2030 website presents plan to external web designers to manage redesign and web overhaul 4. Adjust the design prototype and deliverables based on feedback 3
a. After approval, send the finalize project brief for the interactive data visualization platform to external coders/technologists and manage that relationship and process 5. Consolidate resources and material and help to populate the online platform (gathered with support of the team). 6. Serve as the main focal person (on behalf of Equal Measures 2030), working with the web developers during the development and completion of the website and online platform. 4. Qualifications Strong experience in web-based and user-interface, user-experience graphic design (portfolio and examples provided) Experience with relational databases and related applications (e.g., MySQL) an asset Strong experience in data visualization design demonstrable experience in representing data efficiently, and compellingly Solid, demonstrable experience in web-based project management Knowledge of industry-standard design tools such as Adobe Photoshop, Illustrator and Dreamweaver. 6. Timeline and estimated budget This work is expected to commence in early December 2017 and be completed no later than 1 June 2018. The consultant will work an average of 80 100 hours per month (December to June 2018). Hours required will depend on deliverables and deadlines. The UK-based consultant is expected to travel to the Equal Measures 2030 office (hosted in the Plan International HQ in Woking, UK) for meetings, and also to other London locations on a frequent basis. Reasonable and pre-agreed travel expenses for meetings in London and Woking (for the UK-based consultant) will be reimbursed by Equal Measures 2030. Non-UK applicants will be considered, but the consultant will be expected to join and lead meetings remotely. 4
ATTACHMENT A: REPRESENTATIONS AND CERTIFICATIONS OF COMPLIANCE The certifier attests to the accuracy of the representations and certifications contained herein. 1. Source and Nationality Requirements Offerors confirm that they are not violating the Source and Nationality requirements established by the U.S. State Department and that the services comply with the Geographic Code and the exclusions for prohibited countries. 4. Executive Compensation Certificate FAR 52.204-10 requires Plan, as prime contractor of U.S. federal government contracts, to report compensation levels of the five most highly compensated subcontractor executives to the Federal Funding Accountability and Transparency Act Sub-Award Report System (FSRS). 5. Executive Order on Terrorism Financing The Contractor is aware of and compliant with U.S. Executive Orders and U.S. laws that prohibit transactions with, and the provision of resources and support to, individuals and organizations associated with terrorism. The contractor does not engage with, or provide resources or support to, individuals and organizations associated with terrorism. No support or resources are or will be provided to individuals or entities that appear on the Specially Designated Nationals and Blocked persons List maintained by the US Treasury (online at www.sam.gov) or the United Nations Security Designation List (online at: http://www.un.org/sc/committees/1267/aq_sanctions_list.shtml). This provision must be included in all subcontracts/sub awards issued under this Contract. 6. Trafficking of Persons The Contractor may not traffic in persons (as defined in the Protocol to Prevent, Suppress, and Punish Trafficking of persons, especially Women and Children, supplementing the UN Convention against Transnational Organized Crime), procure commercial sex acts, or use forced labor during the period of this award. 7. Certification and Disclosure Regarding Payment to Influence Certain Federal Transactions The offeror certifies that it currently is and will remain in compliance with FAR 52.203-11. 8. Organizational Conflict of Interest The offeror certifies that it is not aware of any information bearing on the existence of any potential organizational conflict of interest. The offeror further certifies that if the offeror becomes aware of information bearing on whether a potential conflict may exist, that offeror shall immediately provide Plan with a disclosure statement describing this information (see FAR Part 9.5). 9. Business Size and Classification The offeror certifies that it has accurately and completely identified its business size and classification herein in accordance with the definitions and requirements set forth in FAR Part 19, Small Business Programs. 10. Prohibition of Segregated Facilities Offeror certifies that it is compliant with FAR 52.222-21. 11.
