1.1 Management of New Relationship Agreement (NRA) capital planning The Capital Works and Services department coordinates the process that local governments need to go through to receive the funding they need for local capital projects. 19 18

1.2 Fire Protection Services Since March 2013, the Capital Works and Services department has been implementing the Fire Protection by-law. As of the end of the 2016-2017 fiscal year, there were 161 trained firefighters distributed among the 9 communities. Fire prevention officers were hired and trained for each community as well as a Regional Fire Prevention Officer. 21 A Fire Protection Administrator coordinates the activities with the communities with respect to emergency measures. The Fire Protection Services is coordinated by a Regional Fire Marshall. 20

Regional Capital Works: 25 2. Regional Capital Works 1. Managing the planning, construction, and O & M (Operations and Maintenance) of all Cree Nation Government buildings such as Justice facilities, Police, and Cree Human Resources Development. In all, the team coordinates the O&M of 22 buildings and about 80 housing units. 2. Housing Support Services to the communities 3. The establishment of by-laws related to housing and buildings. 24

31 Cree Credit Cree Contribution The price of the bid submitted by a Bidder shall, for bid evaluation purposes only, be credited by an amount equal to the total amount of the salaries of Cree Beneficiaries that the Bidder undertakes to employ for the execution of the work pursuant to its bid (the Cree Workers Covenant ), up to a maximum credit equal to 10% of the total price of such bid (the Cree Credit ). 30
