CITY OF TULSA - VISION 2025 REQUEST FOR PROPOSALS ROUTE 66 ENHANCEMNTS AND PROMOTION MASTER PLAN OF DEVELOPMENT PROJECT #6: ROUTE 66 HISTORIC MARKERS I INTRODUCTION: Tulsa wishes to commemorate historically significant points of interest along its Route 66 Corridor. The City of Tulsa is soliciting proposals from professionally qualified individuals and firms for completion of a limited inventory and description of historic sites along Route 66 in Tulsa that may be appropriate for marking with informational signs. The goal of this project is to educate Tulsans and travelers alike about significant Route 66 sites through new historic markers to be placed at the selected locations. The completion of this project will result in a final list of significant locations, a written narrative highlighting the site s significance to the Route 66 era and preferably at least one original photograph of each site for which a high resolution image accompanies the narrative. 1
Eligible locations may be sites that maintain the original land use, such as the Desert Hills Motel; sites that have retained the original building but transitioned to a new land use, such as the Avis Rental Car facility now located in a former Phillips 66 gas station at 6 th St. and Elgin St.; vacant buildings with significant Route 66 related history; or sites where structures no longer exist that remain important to the story of Route 66, such as the Will Rogers Theater at the intersection of E. 11 th St. and Toledo Pl. Small districts may also be included in instances where it is more effective to mark a district with one sign. The final selection of narratives and images will be displayed on a thematic historic marker installation within the public right-of-way or easement at each site location. The creation and installation of markers will occur under a separate scope, budget and public bid. This project is a component of a broader range of Route 66 enhancements, of which a complete list may be viewed at www.vision2025.info. Upon selection, and before work commences, consultant will receive narrative of existing similar type projects to avoid duplication of effort. II SCOPE The project boundaries are described in Exhibit A and Exhibit B. The era of significance for Tulsa s alignment of Route 66 is 1926 1973. Although considerations along the 1926 1932 alignment (Exhibit B) will be considered, primary considerations will be along the 1932 1973 alignment (Exhibit A). III CONSULTANT S DELIVERABLES: Part 1: Identify and research up to 25 prospective locations along the corridor(s) and submit a recommendation for each site s inclusion as a project site. The recommendation should briefly state the site s historic, cultural or economic significance to the defined era or Route 66. Note: if an original image is available, provide a digital copy of that image to specified resolution along with a current photograph of the site as it looks today. The City may offer certain preferred locations for consideration. Staff and consultant may refine the final total prospective selections 2
to a lesser number of locations. Since the RFP is for up to 25 prospective locations provide a cost per site amount. Part 2: Working with City staff to create the final approved site list, consultant will write a historically accurate and grammatically correct narrative for each site. Length of narrative will be appropriate for a standard size pedestrian oriented display. Concerning original photos, it is understood photos may be in the possession of private ownership for which special accommodations may be necessary. Part 3: The WORK SCHEDULE shall be a mutually agreed upon schedule between the City and successful respondent. IV BUDGET The anticipated budget range is $8,000 - $12,000. The project budget must be inclusive of all costs including but not limited to respondent s fees, overhead, purchase of materials, travel and research fees. The selected consultant will be responsible for appropriate allocation of funds to the project s components. V QUALIFICATIONS: The successful applicant will satisfy the Secretary of the Interior s Professional Qualifications Standards in either architectural history or history and demonstrate recent (within the last five years), successful completion of project work similar to the survey activity that is the subject of this RFP. A vitae or résumé of each person to be involved in the project must accompany the proposal. A short writing sample must also accompany the proposal. VI. PROPOSAL SUBMISSION Incomplete proposals will not be considered. Applicants should submit a complete, professionalquality proposal which includes a: 3
1. Letter of interest 2. Description of the project to be completed 3. Work schedule 4. Designation of the personnel to be involved (provide vitae or résumé 5. Summary of previous experience, with a list of references and completed projects 6. Short writing sample; and 7. Fixed price for completion of the survey, including but not limited to consultant time, travel, photography, mapping, duplication, final written text and supplies. Also show a cost per site amount. Only those proposals received by the City of Tulsa on or before 5:00 p.m. on (DATE) will be considered. Proposals will be evaluated by the City of Tulsa in accordance with item VIII below. All applicants will be notified of the decision by (DATE). The City of Tulsa reserves the right to not award the project. Work cannot be scheduled to begin until after Purchase order is awarded. The proposal clearly demonstrates the applicant's understanding of the project work included in the RFP. 2. Principal project personnel must meet the minimum professional qualifications required for the project. 3. The applicant demonstrates successful experience in carrying out similar types of projects within the past 5 years. 5. The proposed budget is sufficient to insure successful completion of the project work, and each cost is reasonable and necessary. 5
