Transportation Alternatives Program (TAP) Enhancement funding for activities that go beyond the normal or historic elements of a Long-Range Transportation Plan (LRTP) and Transportation Improvement Program (TIP). Grants, Loans, & Reimbursements D. The Pennsylvania Infrastructure Bank (PIB) - A PennDOT operated program that provides lowinterest loans to help fund transportation projects.
