In the event of a divergence between the different linguistic versions of these regulations, the French version shall prevail. 2015-2016 Recruiting and Letter of Intent The following regulation is set forth to inform athletes, coaches and parents on recruitment regulations to be followed by college teams participating in the Réseau du sport étudiant du Québec (RSEQ) Division 1 Collegiate Soccer league. Definition of a recruiting act (article 10.3 - RSEQ regulations) Is considered a recruiting act when solicitation (approach, contact, event and communication) of any nature with a prospective student by any representative of an institution for the purpose of enrolling the student at the institution occurs. A representative may be: a coach, recruiter, student-athlete of the team or an athletics program or institution representative or any other person involved in one way or another with the institution or team. Individuals concerned by recruitment (article 10.3.1 - RSEQ regulations) Any individual who has not signed a Letter of Intent and does not appear on the official team form of a college or university team may be approached for recruitment. Moreover, student-athletes described in article 8.2.4 may be recruited. Ethics in recruitment (article 10.3.2 - RSEQ regulations) Before contacting a student-athlete, the athletics program representative or coach of the institution seeking recruitment must inform the student-athlete s athletics program representative and/or coach. For recruiting acts taking place off-campus, a representative of the visiting institution is only allowed to provide information documents regarding the team or college to the prospective recruit or his/her parents. It is forbidden for a representative of the visiting institution or team to provide the prospective recruit with other types of benefits or compensation such as gifts, promotional items, meals and money. For recruiting acts taking place on campus, a representative of the hosting college may provide compensation or benefits up to $50 to each prospective recruit, excluding accommodations and travelling expenses. It is forbidden for any college representative to speak unfavourably of another college of the league or another representative to a student-athlete or to his/her parents. A written denunciation of a college s breaches of contract regarding recruitment acts stipulated in this article provided by the recruited student-athlete or his/her parents will be considered a legal presumption against the college and will reverse the burden of proof. Letter of Intent (article 10.4 - RSEQ regulations) The Letter of Intent must include the following information: name, given name, address, date of birth, signature and date of signature of the recruited student-athlete (and of one of his/her parents if underage), the signature and date of signature of the recruiter and the signature and date of signature of the college athletics representative. Any incomplete Letter of Intent is automatically considered invalid. A student-athlete who signs a Letter of Intent agrees to attend the college and to represent the college in competitive events of the RSEQ for the following fall semester. A student-athlete who has signed a Letter of Intent with a college is assured to be listed on the official team form of the college. Signed Letter of Intent of all players must be sent to the RSEQ within 48 working hours of the signature. A student-athlete who signs a Letter of Intent will have his/her name posted and published on the RSEQ website. Invalidation of the Letter of Intent (article 10.4.1 RSEQ regulations) The Letter of Intent is invalid if the student-athlete is not accepted in the desired program at the college with which he/she signed. The student-athlete who wishes to change college after having signed a Letter of Intent will not be allowed to participate in RSEQ competition events for the Division 1 Collegiate Soccer league at his/her first session of eligibility. Changes in situation such as moving or change of head coach or assistant coach are not considered sufficient reasons for automatic annulment of the agreement between the student-athlete and the college. Each case must be presented to the RSEQ Collegiate Programs Director and the student-athlete must give proof of his/her reason. The number of athletes listed on a college s official team form will be reduced by one if the college does not select on its team a recruited student-athlete who had signed a Letter of Intent with the college. Recruiting of student-athletes already committed through a Letter of Intent (article 10.4.2 - RSEQ regulations) If a student-athlete who has signed a Letter of Intent with a college is approached by another college, the student-athlete must inform the college representative that he/she has already signed a Letter of Intent. If the college insists and continues to actively recruit the student-athlete who has already signed a Letter of Intent, the college may see the number of athletes allowed to be listed on its official team form reduced by one or more athletes for the following season. Complaints Procedure Any complaint filed against a student-athlete or college must be sent to the League Coordinator and examined by the Collegiate Programs Director (respectively Daniel Allie at dallie@rseq.ca and Benoit Carrière at bcarriere@rseq.ca). In the event of a divergence between the different linguistic versions of these regulations, the French version shall prevail. 2015-2016 Letter of Intent The Letter of Intent is an official document signed by a student-athlete who wishes to pursue collegiate education at the college with which he/she commits through the signed Letter of Intent. The signature of the Letter of Intent is part of the integral recruitment procedure for the RSEQ Division 1 Collegiate Soccer league. All recruited student-athletes must read this policy to be informed of the recruiting limitations. - Signing a Letter of Intent is not mandatory. - Any student-athlete who has not signed a Letter of Intent may play for the team of his/her college of choice. - The following Letter of Intent binds both parties that signed it: 1) the college commits to the student-athlete that he/she will be part of its team, 2) the student-athlete commits to attending the college with which he/she signed the Letter of Intent for the next fall semester following the signature of the Letter of Intent. 2015-2016 Letter of Intent Name of the student-athlete: Gender: Date of birth of the student-athlete: Y /M /D I hereby declare that I have the intent of registering at the college: for the 2015-2016 season. I hereby declare that I have read the modalities of this Letter of Intent and the recruiting policy. This document is effective upon signature of both parties. However, the Letter of Intent is not mandatory. By signing this Letter of Intent, I grant permission to the RSEQ to use my personal information herein found for the purposes of publicity, promotional events and statistics. If circumstances such as described in the policy take place after the signing of this Letter of Intent, I have the right to ask the Collegiate Programs Director to invalidate this Letter of Intent according to the information and procedure described in the document Letter of Intent Invalidation Request. I am not allowed to sign any other Letter of Intent before having received the confirmation that the previous Letter of Intent is invalid from the Collegiate Programs Director. For underage student-athletes, the Letter of Intent must be signed by one of their parents or by their legal guardian for the letter to be valid. All colleges must acknowledge this signed Letter of Intent and cease any recruiting actions towards a student-athlete. It is the responsibility of the student athlete to inform colleges approaching him/her that he/she has already signed a Letter of Intent. LETTER OF INTENT INVALIDATION REQUEST A student can request the invalidation of a Letter of Intent only for the following reasons. THE INVALIDATION OF THE LETTER OF INTENT WILL AUTOMATICALLY BE GRANTED IF: - The student is not accepted at the college; - The student is not selected on the team. THE INVALIDATION OF THE LETTER OF INTENT WILL BE CONSIDERED IF: - The student changes program, and the program is not offered at the college with which he/she has signed the Letter of Intent; - The student s parents move; - The coach who has recruited the student is no longer coaching. A student-athlete must send a written Letter of Intent Invalidation Request to the Collegiate Programs Director explaining his/her motives. Official written documents of proof must accompany the invalidation request. A student can only sign a new Letter of Intent upon receiving the invalidation of the previous Letter of Intent by the Collegiate Programs Director. The decision and response of the Collegiate Programs Director will indicate, according to the circumstances, the actions and procedure to follow.
