Relevant priorities : o Urban nodes: linking long-distance transport with urban traffic system ( 10M) o interconnections between rail and other modes ( 450M) Upcoming calls: possible (non-blending) calls in 2019 + 2018 (only horizontal priorities) LIFE Scope: environment and climate action projects managed by EASME. o Transport projects may be eligible. ON YOUR MARKS (2) REGIONAL FUNDS EIB JUNCKER PLAN Loan or Guarantee Ongoing application to the European Investment Bank via the European Investment Advisory Hub Scope: high risk transport projects including rail and air. Rail lines connecting urban centres are part of the scope but no example of such projects supported by EFSI Example: rehabilitation and modernisation of LT airport infrastructures, purchase of electric trains in AT The EU Commission encourages the combination between CEF or regional funds and EIB instruments ELENA Joint initiative by EIB and EU Commission under Horizon 2020 ELENA can provide grants for technical assistance for projects introducing large-scale new, more energy-efficient transport and mobility measures in urban Projects above 30M over a period of 3-4 years + can cover up to 90% of technical assistance/project development costs Interreg: numerous interregional/cross-border calls for proposals will open in 2018 but not suitable for works managed by Interreg Joint Secretariat : 1. For preliminary studies on the public utility enquiry on a Basel Mulhouse EuroAirport rail connection (Interreg V-A FR/DE/CH) 2. To foster accessibility of Landside airports in Central Europe (Interreg VB Central Europe). The objective of the LairA project is to address integration of airports in the mobility systems of urban areas. Cohesion Fund and ERDF: many opportunities, mainly for Cohesion countries, managed at regional level. Example: rail link to Krakow-Balive airport in PL (programming period 2007-2013), airport upgrade in Dubrovnik NATIONAL AIDS Funding available at Member States level : may be subject to State aid rules. Example in FR: aid granted to Paris-Charles-de-Gaulle airport express rail line via tax-free grant financed by a levy imposed from 2024 on air passengers using CDG (except in transit) + a state guarantee for concessionaire s loans Example in BE: the Diabolo project for Zaventeem airport.
