GENERAL INFORMATION. This MOI provides both general guidance and specific instructions for the conduct of Delsea Army JROTC s 14 th Annual Invitational and League Drill Competition to be held on SATURDAY, DECEMBER 12 th, 2015 beginning at 8:00 AM at Delsea Regional High School and Middle School. All events conducted as part of this competition will be judged under the guidelines of Army Field Manual 3-21.5, dated 7 July 2003 and 2016 JROTC Nationals Competition Scoring Sheets, Challenge Division. Only modifications contained within this MOI will be allowed. Teams will begin preparations upon issuance of this MOI and IAW their JROTC Cadre s guidance. Delsea JROTC will begin coordination for grader support from local US Army, Army National Guard and Senior Army ROTC programs. Teams will submit registration forms NLT 23 NOV 15. In order to ensure that teams can participate in the entire program of events and still depart at a reasonable time, this year s competition will be limited to a maximum of 28-30 teams. These teams will be grouped as follows: a. Group 1 (South Jersey League) - Burlington City, Camden, Clayton, Delsea, Lakewood, Lenape, Pemberton, Pleasantville, Riverside, Trenton, Winslow and Woodrow Wilson (total of 12 teams). b. Group 2 all other teams participating, up to a total of 16-18 teams. NOTE: If your school failed to pay registration fees from the 2014 Delsea Drill Competition, you must ensure that you pay the registration fee from 2014 with your 2015 registration fee!
3. OBJECTIVE/GOAL OF THE COMPETITION. The objective of this competition is to build team and School esprit de corps, teamwork and self-confidence while simultaneously evaluating Cadet proficiency in Color Guard, Platoon-level and limited Squad-level drill and proper wear and appearance of the Cadet uniform. The overall goal is for Cadets to enjoy the experience, while learning more about drill and proper wear and appearance of the uniform thereby inspiring Cadets to continue in Army JROTC next year. 4. Competition Concept. See Annexes A (Venue Activity Matrix), B (Grading Team Support / Location Matrix) and D (Competition Schedule). The competition will be conducted in four (4) phases: a. Phase 1, 0800-1220. We ll conduct the following events simultaneously, with approximately 60 minutes between each event for all teams: (1) Armed Color Guard located in the Middle School Gym (Right Side). (2) Unarmed Color Guard located in the Middle School Gym (Left Side). (3) LET 1 Color Guard located in the Middle School Cafetorium. (4) Platoon Armed Regulation located in the High School Gymnasium. b. Phase 2, 1230-1420. When we start Phase 2, we ll conduct the following events simultaneously, with approximately 60 minutes between each event for all teams, and reorganized into the Groups listed above FOR THE REMAINDER OF THE DAY UP UNTIL KNOCK- OUT COMPETITION: Side). (1) GROUP 1 LET 1 Squad Unarmed / Basic located in the Middle School Gym (Left (2) GROUP 2 Unarmed Platoon Regulation - located in the High School Gym. (3) GROUP 2 Armed Inspection located in the Middle School Cafetorium. (4) GROUP 1 Armed Inspection located in the High School Stage. c. Phase 3, 1430-1630. When we start Phase 3, we ll conduct the following events simultaneously, with approximately 60 minutes between each event for all teams: Side). (1) GROUP 2 LET 1 Squad Unarmed / Basic located in the Middle School Gym (Left 2
(2) GROUP 1 Unarmed Platoon Regulation - located in the High School Gym. (3) GROUP 2 Unarmed Inspection located in the Middle School Cafetorium. (4) GROUP 1 Unarmed Inspection located in the High School Stage. d. Phase 4, 1645 -Mission Complete. We ll transition all teams to the High School Gym for conduct of the Knock-out Competition and Awards Ceremony. 4. RESPONSIBILITIES. a. SAI and AIs, Delsea Regional HS JROTC: (1) Coordinate with HS and MS POCs for use of all venues in support of this competition. (2) Coordinate funding for and purchase all medallions and trophies in support of this competition. (3) Provide score sheets and supplies for judges and score keepers. (4) Invite school, civilian and military dignitaries. (5) Coordinate for Judges and Judging standard with local US Army, Army National Guard and SROTC programs. (6) Perform risk assessment and develop risk management worksheet. (7) Ensure liability documentation for drill event is on hand. (8) Develop Certificates of Appreciation for support cadre. (9) Publish MOI. (10) Present awards at future awards ceremony. (11) Coordinate with Music/Athletic Department for use of PA system. b. All Participating JROTC Schools. (1) Field teams for the competition and ensure all cadets meet eligibility criteria. (2) Submit registration form to Delsea POC NLT 23 NOV 15. (See Annex C, Registration Form.) (3) Submit request for invoice / other required docs to expedite payment of registration fees to Delsea NLT 23 NOV 15. (See Annex L). (4) Participate in this competition IAW this MOI and its annexes, appropriate FMs and 2016 JROTC Nationals Scoring sheet criteria. 3
c. US Army Recruiting Station, Vineland. Request you provide up to seven (7) NCOs in support of Armed Color Guard, Armed Platoon Regulation, Unarmed Platoon Regulation and Knock-Out Competition events. d. US Army National Guard Recruiters. Request you provide up to seven (7) NCOs in support of Armed Color Guard, Armed Platoon Regulation, Unarmed Platoon Regulation and Knock-Out Competition events. e. PMS, Widener University. (1) Request you provide up to six (6) MS IV Cadets in support of Armed Inspection, Unarmed Inspection and LET 1 Squad Unarmed/Basic Drill events. (2) Request that, if possible, SROTC Cadets who are Delsea Regional HS alumni NOT be selected for this mission, in order to ensure full impartiality. (3) Request names of supporting MS IVs be submitted to LTC Flood (Delsea SAI) NLT 23 NOV 15. f. PMS, Princeton University (Rowan Army ROTC). (1) Request you provide up to six (6) MS IV Cadets in support of Armed Inspection, Unarmed Inspection and LET 1 Squad Unarmed/Basic Drill events. (2) Request that, if possible, SROTC Cadets who are Delsea Regional HS alumni NOT be selected for this mission, in order to ensure full impartiality. (3) Request names of supporting MS IVs be submitted to LTC Flood (Delsea SAI) NLT 23 NOV 15. 5. COORDINATING INSTRUCTIONS. a. This MOI is effective for planning and coordination purposes upon receipt. b. The required drill weapon for the Armed Platoon event is the M1903 Springfield Rifle (Demilitarized/Dummy). The M1 Garand Demilitarized/Dummy Rifle may be substituted for Armed and Unarmed Color Guard only. c. Rules Of Engagement. See Annex F (Rules of Engagement). d. Uniforms: (1) Cadet. Uniform for regulation Drill will be the Junior ROTC issued Class A uniforms with accessories (e.g. name tags, insignia, ribbons, etc.), with standards for uniform inspection as described in CCR 154-2, including Draft Revision to Chap. 11, CCR 145-2 dated 23 JUN 15. ALL Cadets will wear the Grey JROTC beret. (2) Graders. Grader Uniform will be the ACU (Army), or comparable uniform for other services. 4
e. Registration Fee. Registration fee for all teams is $150.00. (1) Make all checks payable to: DELSEA ARMY JROTC. (2) MAILING ADDRESS: Delsea Regional High School, ATTN: JROTC, 405 Fries Mill Rd. Franklinville, New Jersey, 08322-0405. f. Uniform Repair / Accoutrements. All uniform issues (ex. missing buttons, necktab/neck tie, belt, socks) are the responsibility of the participation team to bring with them. (1) Delsea has limited replacement capabilities and no sewing capabilities. Delsea s Bn Supply will be open on the morning of the competition, but with an extremely limited capability. (2) NO ASSISTANCE WILL BE RENDERED TO ANY PARTICIPATING TEAM (INCLUDING DELSEA) after 0900 hours. Teams should plan on inspecting their uniforms prior to departure from home school to the competition. g. Event Schedule. See Annex D (Overall Competition Schedule) and Enclosure 1 (Detailed Event Schedule, TBP) to Annex D for details. In order to avoid overcrowding at individual events, it is critical that SAI/AIs have their team do the following: (1) Show up for the competition on time! There are always going to be traffic issues, Cadets who show up late, etc. GET TO DELSEA as close to 0800 as you possibly can! (2) Stick to the schedule! We have planned 10 minutes per team for each event this year. There is literally one hour between events for all teams all day long. HAVE YOUR TEAM SHOW UP TO THEIR SCHEDULED EVENT 10 MINUTES PRIOR to their scheduled time NO EARLIER, NO LATER. h. Location. 6. SAFETY. The SAI/AI and Cadet Team Captains at every echelon are responsible for conducting a continuous, rigorous safety program ensuring that adequate provisions for safe practices and safe physical standards are incorporated into all aspects of training (see Cadet Command Regulation 385-1, Training Safety, and U.S. Army East Region Safety MOI). The Delsea SAI will complete an overall Risk Assessment Worksheet for conduct of this drill meet. SAIs/AIs of visiting schools are responsible for performing risk assessments for preparation, and travel to and from the competition. 7. ANNEX F - RULES OF ENGAGEMENT 1. Administration a. Participation: Teams are gender integrated. b. Competition requirements: Schools can enter only one team per event. c. Drill Area Dimensions (1) Platoon 80 x 90' (standard basketball court w/overruns) (2) Squad: 90 x 50' (3) Color guard: 60 X 60' (1/2 basketball court) (4) Unarmed Squad Regulation: 90 x 50 d. Weapons: Teams will perform with the M-1903 Dummy/Drill Rifle. Dummy.45 or 9MM caliber weapons or bayonets will not be used. Penalty points will be assessed for violation of this provision. e. Uniforms: Uniform for Regulation Drill (and all events) for Army JROTC Cadets will be the Junior ROTC issued Class A uniforms with accessories (e.g. name tags, insignia, ribbons, etc.), as described in Cadet Command Regulation 145-2, INCLUDING Draft Revision to Chap. 11, Cadet Command Regulation 145-2, dated 23 June 2015. This document was distributed by 2 nd BDE JROTC Chief (Ms. Gainey) on 28 Aug 15, and is enclosed to this MOI as Annex O. Cadets from other service JROTC programs will wear their uniforms IAW applicable service regulations. Cadets from military institutions may wear uniforms prescribed by the institution. This memorandum specifically prohibits the wearing of leggings, gloves, web belts, scarves, chrome helmets, boots, berets other than grey in color, etc. for competition. An exception to this requirement allows the harness and ammo belt (white or olive drab, leather or web) to be worn by all color guard members. f. Unit Size: (1) Platoon: Platoons will be composed of at least 13 individuals (including the Platoon Leader). All platoons for regulation drill will be organized in three squads, EXCEPT AS REQUIRED FOR PLATOON INSPECTION EVENTS. Schools are limited to one entry in each of the platoon categories. 19
(2) Squad: Squad will be composed of at least 6 members (including the squad leader). Schools are limited to one entry in each of the squad categories. 2. Competition Guidelines. The Armed competition will be judged under the guidelines of the Army Field Manual 3-21.5, dated 7 July 2003. Only the modification contained within this MOI will be allowed. Any team wishing to obtain a copy of FM 3-21.5 should download a copy from various Internet sources. 3. Cadet Team Commander Regulations. a. Armed Division Cadet Commanders must carry a rifle during ALL team events at the competition. b. During the Inspection and in evaluating the commander during the Regulation events, and individual's voice projection, confidence, and tone will be the criteria upon which judges will base their evaluations. 4. Performance Regulations. a. During the report in, the team should announce the name of their school and/or team and their service affiliation. Other items may be mentioned but are not required. The report out must make clear the unit has completed their performance. Both the report in and report out must be conducted in a clear and resonant vocal manner to event Head Judge. b. All portions of this competition will involve cadets in uniform. No bayonets, handguns (demilitarized or otherwise), special effect, music or musical instruments (bugles, drum... any musical instruments), or pyrotechnics can be used or carried by anyone at the competition. Additionally, no horns, whistles, or any other artificial noisemaking devices may be used inside the competition complex by anyone. c. It is common practice by many teams to have spectators deliver signals to let their unit on the floor know they are approaching their performance time limit. This is not prohibited so long as the guidelines described above on whistles and other artificial noise-making devices are followed. Teams failing to follow these rules may be removed from the event. d. The standard cadence for regulation Drill is 118 to 122 steps per minute. IMPORTANT NOTE: Units competing with the incorrect number of cadets will incur a 25- point per cadet penalty on the score sheet of the Head Judge. No unit will be allowed to compete in any team event with over two cadets missing from the numbers prescribed above. 20
ANNEX G - TEAM INSPECTION EVENT INSTRUCTIONS 1. General Information. Teams will formulate their Unit Inspection Team. THE UNIT WILL BE FORMED WITH FOUR (4) SQUADS OF THREE (3) CADETS EACH AND CENTERED ON THE HEAD JUDGE. GRADERS WILL HAVE NO MORE THAN 10 MINUTES PER PLATOON TO COMPLETE THE INSPECTION! a. For the Unarmed Inspection, the Cadet Commander halts the platoon and then will command, Open Ranks, March, Dress Right, Dress, Ready Front, execute an About Face, salute and Report In to the Head Judge with the unit at attention. Do not have the unit salute the Head Judge in Unit Inspection. Units that DO will be penalized 10 points by the Head Judge only. After the report in, the Head Judge will tell the Cadet Commander to take me through the inspection. b. The Platoon Commander will bring formation to parade rest during the conduct of the inspection, each cadet individually will come to the position of attention when the inspector steps in front of them and remain so until the inspector steps away to the next cadet. When the Head Judge finishes inspecting the 1st squad, the Cadet Commander will return to the position in front of the unit and face the unit. When all judging has concluded, the Cadet Commander will then execute an About Face, salute and verbally report out. The Head Judge will return the salute and dismiss the Commander. The Commander then executes an About Face, closes ranks and executes the correct File or Column of Files command to exit the inspection area. 2. Alignment. Male hair length should correspond to the team's particular service regulations. No hair may touch the collar. Females with long hair will have their hair "put -up" to ensure conformity to the service manual in use by the cadet. General appearance should be well groomed and uniforms should be well prepared. b. Teams will be inspected using their own uniforms as the standard. The way one looks is the way they all should look. 21
c. Leather shoes or corofram shoes are appropriate wear for all portions of the competition. While corofram shoes are comparatively easy to maintain, leather shoes will require a great deal more effort to achieve the same appearance and must be so maintained. Should corofram shoes be worn, the judging standard will demand absolute perfection to achieve the same score as well-maintained leather shoes. d. Simultaneous Wear of Medals and Ribbon on the Army Cadet Service Uniform. Draft Revision of Cadet Command Regulation 145-2 dated 23 JUN 15 states that ribbons and medals may not be worn simultaneously on the Army Cadet Service Uniform. During ARMED and UNARMED PLATOON INSPECTION, the first team violation found during Armed or Unarmed Inspection will be treated as a MAJOR violation (deduct 50 points). 2 nd and subsequent team violations will be treated as a MINOR violation (deduct additional 20 points). Teams for other services (NJROTC, AFJROTC and MCJROTC) will comply with their services instructions on wear of medals and ribbons. 4. Cadet Knowledge Questions / Verbal Responses. Inspection will include questions to determine a cadet's poise, confidence, overall military, government, and historical knowledge, along with specific questions about their service branch. Examples of possible questions include the following: a. Names of present and very recent past Presidents and Vice-Presidents. b. Questions about any ribbons, medals, etc. found on the Cadet's uniform. c. The Cadet's school name, school nickname, school Principal's name, SAI. d. Home-state capital, national capital. e. Common knowledge of current events. f. Mission of JROTC. g. Five colors on a military map h. Inspecting Judges rank. i. What is 2nd BDE ROTC and who is the current Brigade Commander and Command Sergeant Major. 22
IMPORTANT NOTE: Judges will ask questions during inspection they do not expect the cadet to answer correctly, if at all. Do not allow your cadets to become flustered by this line of questioning, thus losing their military bearing! If a cadet does not know the answer to any question posed to him/her, a strong "The cadet does not know, sir!" or any similar statement taught in your program will be the best response possible. While it is rare, a judge may incorrectly apply a regulation from their service to that of your team's service branch. If your cadets feel a rule has been incorrectly applied to their unit, DO NOT LET THEM BELABOR THE POINT WITH THE JUDGES DURING INSPECTION! If the judge presses a point a cadet feels is incorrect, the correct response should be sir, I have been instructed that "thus & so" is correct". DO NOT LOSE MILITARY BEARING! Should this occur, the SAI or AI should, (after completing the inspection process), immediately contact the judging director and discuss the incident. He will then contact the judge and ensure the score sheets reflect the correct rule interpretation and scoring. 23

ANNEX H - COLOR GUARD EVENT INSTRUCTIONS 1. General Information. All required movements in this event must be completed. Only extra movements required to complete any movement prescribed in this sequence are allowed. 2. Color Guard Regulations. All Color Guard units at the competition will contain four (4) cadets only. Of these, two cadets will bear arms and two cadets will bear flags. The National colors will be the senior flag with a state flag, service flag, unit colors or other appropriate flag used as the second color. No flag may measure less than 3' x 5' in total exterior dimension. Flagstaffs will be standard regulation type IAW AR 840-10, dtd. 1 Nov 1998 Para 8-1. IMPORTANT NOTE: The structure and armed nature of two of the four color guard cadets doesn't differ between the Armed and Unarmed divisions of the competition. These division names are not reflective of the drill team composition. They are utilized only to distinguish the competition division the team has entered. 3. Judging & Scoring. a. The Color Guard Head Judge will be stationed on the left side perimeter of the drill area. ANNEX I ARMED AND UNARMED PLATOON REGULATION EVENT INSTRUCTIONS 1. General Information. All of the Regulation Drill movement must be done regardless of the team's service affiliation in the order they are listed. 2. Judging & Scoring. a. The Regulation sequence is comprised of many scoring opportunities, worth between 0 and 5 points each for most commands. Also, teams will receive additional points for their report in and report out, and for the judges' overall impression of the drill, for a grand total of 340 points possible per judge. b. While the execution of many of these movements are challenging, they can be executed with sufficient practice. The unit's ability to perform this sequence without extra commands, utilizing the 30-inch step where required, is vital to a team's success. c. The Platoon Regulation Drill Head Judge will be stationed on the left side of the drill area entrance against the inside perimeter of the drill area. The Head Judge working the Regulation Drill will be responsible for event scoring, as well as counting cadence and deduction for any boundary, movement pause, or other violations. d. The overall conduct of the drill meet will be addressed through FM 3-21.5 dtd July 2003. e. Given that a large portion of the skill in executing Platoon Regulation Drill is marching in cadence (with appropriate penalty deductions for improper cadence), it should be noted that there is NO cadence counting allowed in either of these events. Penalties will be assessed as follows: (1) Improper Uniform / Uniform Violation - Major (50 points) OR Minor (20 points). (NOTE: Simultaneous Wear of Medals and Ribbon on the Army Cadet Service Uniform. Draft Revision of Cadet Command Regulation 145-2 dated 23 JUN 15 states that ribbons and medals may not be worn simultaneously on the Army Cadet Service Uniform. During ARMED and UNARMED PLATOON INSPECTION, the first team violation found during Armed or Unarmed Inspection will be treated as a MAJOR violation (deduct 50 points). 2 nd and subsequent team violations will be treated as a MINOR violation (deduct additional 20 points). Teams for other services (NJROTC, AFJROTC and MCJROTC) will comply with their services instructions on wear of medals and ribbons. 27

All of the LET 1 Squad Unarmed / Basic Drill movements listed in ENCLOSURE 7 (LET 1 SQUAD UNARMED SCORING SHEETS) TO ANNEX M must be done EXACTLY AS LISTED regardless of the team's service affiliation. 2. Judging & Scoring. a. The LET 1 Squad Unarmed / Basic Drill sequence is comprised of 22 scoring opportunities, worth between 0 and 5 points each for most commands. Also, teams will receive additional points for their report in and report out, and for the judges' overall impression of the drill, for a grand total of 305 points possible per judge. b. While the execution of many of these movements may be challenging for LET 1 Cadets, they can be executed with sufficient practice. The unit's ability to perform this sequence without extra commands, utilizing the 30-inch step where required, is vital to a team's success. c. The LET 1 Unarmed / Basic Drill Head Judge will be stationed on the left side of the drill area entrance against the inside perimeter of the drill area. The Head Judge will be responsible for event scoring, as well as counting cadence and deduction for any boundary, movement pause, or other violations. d. The overall conduct of the event will be addressed through FM 3-21.5 dtd July 2003. e. Given that a large portion of the skill in executing this event is stationary drill (with appropriate penalty deductions for improper cadence while marching), it should be noted that there is NO cadence counting allowed in this event. (6) Incorrect Commands - 5 Points per occurrence. g. Squads will consist of a minimum of six (6) Cadets plus a Squad Leader, with the six (6) members configured as a single squad. The Squad Leader will be posted three (3) paces to the front of and centered on the squad when reporting in and executing movements. 30
ANNEX K - KNOCK-OUT EVENT INSTRUCTIONS 1. Each school may enter as many cadets as it wants. Tickets for knockout will be sold in the cafeteria at the price of $2.00 per ticket. Individuals will be checked in, by name, by their cadre at the scoring table 2. NO trick or intentionally incorrect commands will be issued. 3. There will be no talking by cadets while in formation. If a cadet cannot hear a command, he/she will raise their LEFT hand and remain in place until contacted by a Judge. 4. Prior to the actual competition the judge who will be giving the commands will give five (5) practice commands to allow the formation to get used to his/her voice volume, etc. 5. There is NO time limit. The event will continue until a clear 1st, 2nd, and 3 rd, 4 th and 5th place winner are identified. 6. Once an individual has been eliminated he/she will leave the Drill area in silence. Appeals will not be entertained. 7. Commands that may be given during this event are: ATTENTION ORDER ARMS PARADE REST DRESS RIGHT DRESS STAND AT EASE READY FRONT RIGHT FACE RIGHT STEP MARCH LEFT FACE LEFT STEP MARCH ABOUT FACE HALT PRESENT ARMS AT CLOSE INTERVAL, DRESS RIGHT DRESS 8.
