Kochan) Pages: 8 This instruction implements AFI 21-201, Munitions Management. It provides responsibilities, guidelines and procedures for accountability, control, security, custodial transfer, documentation, reconciliation, tracking and verifying expenditures, accounting for safing devices, daily inventories for munitions delivered to the flight line in support of aircrew training and routine flight line support. It also provides guidelines and responsibilities for controlling, managing, and securing expended munitions residue. This instruction encompasses procedures and guidelines necessary for munitions accountability during phases of peacetime, contingency, and combat operations. This instruction applies to personnel assigned or deployed to Aviano AB, including active duty, Air National Guard (ANG), Air Force Reserve (AFR), and contracted activities. Ensure that all records created as a result of processes prescribed in this publication are maintained IAW Air Force Manual (AFMAN) 33-363, Management of Records, and disposed of IAW Air Force Records Information Management System (AFRIMS) Records Disposition Schedule (RDS). Refer recommended changes and questions about this publication to the Office of Primary Responsibility (OPR) using the AF Form 847, Recommendation for Change of Publication; route AF Forms 847 from the field through the appropriate functional chain of command. This publication may not be supplemented or further implemented/extended. The authorities to waive wing/unit level requirements in this publication are identified with a Tier ( T-0, T-1, T-2, T-3 ) number following the compliance statement. See AFI 33-360, Publications and Forms Management, for a description of the authorities associated with the Tier numbers. Submit requests for waivers through the chain of command to the appropriate Tier

2 AVIANOABI21-201 15 FEBRUARY 2017 waiver approval authority, or alternately, to the Publication OPR for non-tiered compliance items. SUMMARY OF CHANGES This document has been significantly revised; it should be reviewed in its entirety. 1. GENERAL 1.1. The Munitions Squadron will control munitions delivered to the flight line, maintain accountability, lot number integrity, enforce compliance of this publication and document transfer of munitions to ensure a positive chain of custody and accountability. 1.2. The Munitions Operations Officer/Munitions Superintendent serves as the focal point for resolution of any munitions issues not defined within this publication. 1.3. Munitions will not be moved without prior coordination with Munitions Control. 1.4. Lost, damaged/dropped munitions or equipment will be reported immediately to Munitions Control. 1.4.1. Munitions Control will initiate an incident/accident report checklist for damaged/dropped munitions. Items will not be moved until released by Munitions Control in coordination with Explosive Ordnance Disposal (EOD)/Fire Department, if required. 1.4.2. The individual identifying a discrepancy on a munitions or equipment item will complete an AFTO Form 350, Repairable Item Processing Tag. Training munitions identified with flight line discrepancies must be tested/troubleshot on two different stations or two different aircraft before Munitions Squadron acceptance. 1.4.3. The individual identifying a missing/lost munitions or equipment item will initiate a search and complete a CAF Form 145 IAW 21-200, Munitions and Missile Maintenance Management. 1.5. Download of aircraft may be necessary during inventories to ensure an accurate handson physical count. Munitions Control will serve as the focal point for coordinating downloads with the Wing Weapons Manager and AMU Weapons Flight Chief at least 2 weeks prior to inventory date. 1.6. Munitions Requirements: 1.6.1. Munitions requirements (to include Type 3E Trainers) will be supported only from signed wing flying schedules and properly coordinated AF IMT 2407s, Weekly/Daily Flying Schedule Coordination. 1.6.2. Maintenance Operation Plans and Scheduling will notify and coordinate with Munitions Control any changes to the flying schedule for live, training or inert munitions requirements as soon as the change is identified. 1.6.3. Spare aircraft will not be supported unless they are identified in the flying schedule with valid Standard Configuration Loads (SCL).

AVIANOABI21-201 15 FEBRUARY 2017 3 1.6.4. All 20mm will be scheduled and loaded in the following configurations unless prior approval has been coordinated. 1.6.4.1. The Munitions Squadron will only deliver 20mm ammunition identified as a Hot Gun requirement in the signed weekly wing schedule; i.e., ammunition scheduled to be expended. Hot Gun requirements must specify type of 20mm required (i.e. HEI, TP). 1.6.4.2. Load internal gun systems with full loads of ammunition by type of aircraft, unless unique operational requirements or situations arise. 2. RESPONSIBILITIES 1.6.4.2.1. Partial loads of 20mm are strictly forbidden unless prior approval has been coordinated through the 31 OSS/OSK, Operations Group Commander, Maintenance Group Commander, Wing Weapons Manager, and Munitions Squadron Supervision. 1.6.4.2.2. Topping off of 20mm ammunition to the internal gun systems is forbidden under any circumstances. The remaining munitions will be downloaded from the aircraft, before the full belt of ammunition is uploaded. 2.1. The Munitions Squadron will: 2.1.1. Inquire about circumstances when an AFTO Form 350 tag identifies a damaged munitions/equipment item. If warranted, request the 31 MUNS Commander initiate a Report of Survey IAW AFMAN 23-220_AVIANOABSUP_I, Reports of Survey for Air Force Property, to determine liability. 2.1.2. Assist Weapons Expediters with validating flying schedule requirements prior to carrying forward previously loaded expendable munitions. Approval for carried forward munitions will depend on the next day s requirements. Expendable munitions, other than 20MM, not tasked to fly on the next day s flying schedule will be downloaded. 2.1.3. Contact the applicable Weapons Expediter if the number of munitions requested exceeds the numbers authorized on the weekly flying schedule. 2.1.4. Ensure 20mm load sheets for Universal Ammunition Loading Systems (UALS) are completely filled out. 2.1.5. Perform daily line-walks. 2.2. The Aircraft Maintenance Squadron will: 2.2.1. Ensure Weapons Load crews complete AFTO Form 350 tag for items returned in an unknown, damaged, or unserviceable condition requiring repair. 2.2.2. Ensure Weapons Load crews provide all necessary information prior to returning munitions identified as unserviceable. Immediately notify Munitions Control when disparities are discovered. 2.2.3. Coordinate with Munitions Control before munitions are downloaded, uploaded, or transferred between aircraft to ensure positive munitions accountability. All countermeasures will not be replenished until more than 50 percent have been expended.

4 AVIANOABI21-201 15 FEBRUARY 2017 2.2.4. Provide Munitions Squadron with residual components and safing gear for expended munitions during reconciliation. If reconciliation of munitions is not complete, munitions support will be suspended until residual and safing gear is returned or a CAF IMT 145, Lost Tool/Object Report, is initiated and provided to Munitions Control. 2.2.5. Notify Munitions Control of aircraft diverts. 2.2.6. Coordinate with Munitions Control to pick up munitions not on the schedule for the next flying day. 2.2.7. Ensure 20mm load sheets for UALS are completely filled out. 2.2.8. Coordinate munitions delivery requirements, in-place time and flying schedule changes with Munitions Control in a timely manner. 2.2.9. Download missiles due 20-flight or periodic inspection at the end of the flying day when requested by Munitions Control. 2.2.10. Download aircraft for restricted, suspended and/or one-time inspection of munitions when requested by Munitions Control. 2.2.11. Aircraft Maintenance Squadron Egress will submit CAD/PAD time change issue requests to Munitions Squadron NLT 10 duty days prior to the requested pick-up day. Request will be sent electronically to the 31 MUNS Stockpile organizational e-mail account (31muns-mxwca@us.af.mil). Issue requests submitted after the 10 duty day window will be considered an emergency issue and will follow procedures outlined in AFI 21-101, Aircraft and Equipment Maintenance Management, paragraph 7.10.1.4 3. RECONCILIATION PROCEDURES. 3.1. In order to expedite reconciliation, it is necessary for Munitions Squadron to work closely with the Weapons Expediters throughout the flying day. Weapons Expediter should be ready to reconcile AF Form 2434, Munitions Reconciliation Worksheet with Munitions Control NLT two (2) hours after the flying squadron s last down time. Reconciliation will match documented deliveries against reported expenditures and possessed munitions. 3.2. Munitions Squadron will document carried forward munitions for aircraft flying on the next day s go s only on the AF IMT 2434 Munitions Configuration and Expenditure Document (or Wing Weapons Manager s approved electronic equivalent), all other expendable munitions will be downloaded. No munitions deliveries, movements or aircraft swaps will occur during reconciliation unless approved by Munitions Squadron supervision. 3.2.1. The AF IMT 2434 (or Wing Weapons Manager s approved electronic equivalent) will include: mission/line number, aircraft tail number, type and quantity of munitions loaded, total quantity of expenditures, Complete Round Weapons Code (CRWC)/Weapons Stock Number (WSN)/field/serial/lot number of munitions, location, flight duration, missile serial numbers and carried forward munitions. 3.2.2. The CRWC/WSN/field/serial/lot number will be annotated on the AF IMT 2434 (or Wing Weapons Manager s approved electronic equivalent) exactly as it appears on the munitions. 3.2.3. At the end of the flying day, Munitions Control and Weapons Expediters will compare and validate the information. Discrepancies discovered during reconciliation

AVIANOABI21-201 15 FEBRUARY 2017 5 will be resolved by the Munitions Squadron and Weapons Expediters. Recounts will be performed to determine if the disparity is a reporting, documentation or inventory error. 3.2.4. The Weapons Expeditor will update the AF IMT 2434 (or Wing Weapons Manager s approved electronic equilvalent) and notify Munitions Control of the changes. 3.2.5. If reconciliation discrepancies still cannot be resolved, Munitions Control will notify Munitions Supervision for approval to release munitions. 3.2.6. Munitions Control will ensure pertinent information regarding the discrepancy is annotated in the events log and copies of reconciliation documents, sheets and logs are provided to Munitions Supervision for evaluation the next duty day. 3.2.7. If a reconciliation discrepancy is due to a lost or dropped object report, munitions will be released when a properly documented CAF IMT 145, Lost Tool/Object Report is provided to Munitions Control for the item in question. 3.2.8. The Weapons Expediter will provide Munitions Control a signed (or electronically signed) copy of the AF IMT 2434 (or Wing Weapons Manager s approved electronic equivalent) and applicable supporting documentation after completion for CAS validation. 3.2.9. In the event of a hang fire/hung munitions, the AF IMT 2434 (or Wing Weapons Manager s approved electronic equivalent) will be annotated in the remarks block for that mission to reflect the expended cartridge (i.e. hung bomb, etc.). 3.2.10. Weapons Expediters will complete a separate AF IMT 2434 (or Wing Weapons Manager s approved electronic equivalent) for training, exercises and contingency missions. 4. ADDITIONAL PROCEDURES. 4.1. Air Intercept Missile and Air-to-Ground Missile Fire Reports: 4.1.1. Missile fire reports must be completed within 2 hours of completing mission debrief. 4.1.2. Maintenance Debrief will: 4.1.2.1. Provide missile fire reports to pilots at debrief and ensure completion with required reporting timeline. 4.1.2.2. Notify Munitions Control when missile fire reports are accomplished and ready for pickup. 4.1.3. Original missile fire report(s) will be maintained and distributed by Munitions Squadron IAW TO 21M-1-101, ReliabilityictectAsset Monitoring System. 4.2. Type 3E Trainer Procedures: 4.2.1. Type 3E Trainers will not be moved without prior coordination with Munitions Control. 4.2.2. General support (equipment delivery, preparation to deliver and trailer positioning) for the next day s events may continue as long as there is no transfer of

6 AVIANOABI21-201 15 FEBRUARY 2017 TYPE 3E trainers prior to USAFE Form 705, Weapons Storage and Security System (WS3) Inventory and CAS reconciliation. 4.2.3. Type 3E Trainers will not be flown or taxied on aircraft for any reason. 5. CONTINGENCY AND EXERCISE OPERATIONS. 5.1. Munitions requirements for the 31 FW or deployed fighter squadrons will be coordinated through the Mission Planning Cell (MPC). 5.2. The MPC will develop and distribute the centralized and consolidated Air Tasking Order (ATO), weekly flying schedule or approved AF IMT 2407. 5.3. Only munitions listed on the ATO, weekly flying schedule or an approved AF IMT 2407 may be approved by the 31 FW Mission Director or higher authority. 5.4. Fighter Squadrons or flying units must direct munitions requests through the MPC or designated mission planning representative(s) to coordinate and consolidate requirements. 5.5. Once the flying unit's munitions requirements or the AF IMT 2407 is approved, the munitions representative assigned to the Wing Operations Center/Command Post will notify Munitions Control by secure telephone (ext: 632-8964), Secure Internet Protocol Network e- mail (usaf.aviano.31-mxg.mbx.31-muns-mxwka@mail.smil.mil) or by runner to ensure the munitions requirement change has been communicated. 5.6.
