Fairfax Cunty Ad Hc Plice Practices Review Cmmissin Overview The Fairfax Cunty Plice Department has served and prtected the Fairfax cmmunity fr ver 75 years, earning a name fr itself as ne f the tp public safety departments in the regin. As part f their cmmitment t excellence, the Fairfax Cunty Bard f Supervisrs and Plice Department have cnsistently lked fr ways t better serve the cmmunity and maintain a public trust and cnfidence. Fllwing a cntrversial fficer-invlved deadly shting in 2013, the Bard f Supervisrs decided t take a hard lk at the way Fairfax Cunty handled use fferee and the release f infrmatin t the public. On March 3, 2015, Chairman Bulva issued a Bard matter t establish an Ad Fle Plice Practices Review Cmmissin. This Cmmissin basted almst 40 members, including Cunty staff, cmmunity leaders, private citizens, plice and legal representatives, academics, and lcal media utlets. The gal f the Cmmissin was t recmmend changes, cnsistent with Virginia law, which wuld help Fairfax Cunty achieve its gals fr public safety: maintain a safe cmmunity, ensure a culture f public trust, and make sure Cunty plicies prvide fr the fair and timely reslutin f Pliceinvlved incidents. Specifically, the Cmmissin was tasked with reviewing existing plicies assciated with plice-cmmunity relatins, plice-invlved incidents/use fferee, and the public release f infrmatin. The Cmmissin began its wrk in late March, 2015. Cmmissin meetings tk place every mnth and the grup divided int five subcmmittees (Use f Frce; Cmmunicatins; Mental Health and CIT; Recruitment, Diversity and Vetting; and Independent Oversight and Investigatins) which met independently multiple times thrughut the year. On Octber 8, 2015, the Cmmissin submitted its 200 page final reprt t the Bard f Supervisrs. The Fairfax Cunty Plice Department began reviewing and implementing changes in late 2015. The Plice Department and the Bard f Supervisrs recgnized the need t clsely examine current plicies and imprve relatinships and trust between residents and Cunty Public Safety departments. The Ad Hc Cmmissin brught tgether almst 40 cmmunity leaders, citizens, plice and legal representatives, academics, media representatives, and Cunty staff t review current plice practices and ffer recmmendatins t Fairfax Cunty. Their exhaustive final reprt, issued in Octber 2015, cnsisted f ver 200 recmmendatins related t its five subcmmittees: Use f Frce; Cmmunicatins; Mental Health and CIT; Recruitment, Diversity and Vetting; and Independent Oversight and Investigatins. The Bard f Supervisrs requested that the Cmmissin undertake the fllwing tasks in its missin: Review existing plicies, practices and prgrams regarding plice-cmmunity relatins; Review existing plicies, practices and laws regarding plice-invlved incidents, including: Histry f recent use-f-frce (lethal and nn-lethal) incidents invlving FCPD and subsequent public release f infrmatin; FCPD use-f-frce training plicies; FCPD threat assessment plicies; FCPD Internal Affairs Divisin plicies. Review the plicies, practices and laws regarding the public release f infrmatin, including:
relevant prvisins f the Virginia Freedm f Infrmatin Act and statutry and case law; the rles f Plice Public Infrmatin Officers and the Office f Public Affairs; the rle and relatinship between the FCPD, the Office f the Cunty Attrney, and the Office f the Cmmnwealth's Attrney. After reviewing plicies and practices, as well as cnducting public utreach, the Cmmissin recmmended changes t the Bard f Supervisrs in its final reprt in Octber 2015. The Cmmissin and its five subcmmittees held arund 40 meetings ver six mnths t develp their final recmmendatins. During these meetings, Cmmissiners reviewed studies and reprts, listened t many presentatins frm FCPD fficials and utside experts, and cnducted tw widely-attended public hearings. The Cunty website prvided infrmatin n the Cmmissin's upcming meetings, meeting summaries and vides, press releases and prgress reprts. Innvatin and Intergvernmental Cperatin The Fairfax Cunty Ad Hc Plice Practices Review Cmmissin was innvative in tw ways. First, the Cmmissin undertk a hlistic, transparent, and cmmunity riented apprach in its effrts. The selectin f the cmmissiners, public hearings, nline updates n the Cmmissin's activities, and the final recmmendatins regarding Cunty plicies all fcused n engaging residents and creating transparency in between Cunty gvernment and the public. The secnd innvative aspect f this prject was the high level f cperatin between Cunty agencies, utside rganizatins, and nn-cunty gvernment entities. Few Cunty prjects have invlved this many individuals and rganizatins frm different backgrunds. The Cmmissiners themselves came frm multiple industries and rganizatins. Cunty staff frm multiple departments supprted the Cmmissin's wrk, including the Plice Department, the Sheriff's Office, the Office f Public
