Grants Acquisition Management Officer Location: [Europe & the Middle East] [Albania & Kosovo] Category: Field Operations Job Type: Fixed term, Full-time Grants Acquisition Management Officer Purpose of position To ensure development and implementation of the World Vision Albania & Kosovo strategy regarding grants acquisition and compliance: Leading Grants Acquisition processes. Maintaining donor relations with external donors, support offices and local businesses Informing and implementing Grants Strategy implementation Ensure grant compliance for external grants and private funds with World Vision grant minimum standards by liaising with key internal stakeholders. Also, reflect World Visions Christian values with staff, partners and donors. Major responsibilities Grants Acquisition Lead and support grants proposal development providing donor expertise. Liaise directly with Programs and Development Monitoring and Evaluation team in development
and writing of proposals Ensure smooth coordination efforts at the local, national and regional levels including design workshop and review process for grants narrative and financial processes. Incorporate previous lessons learned into new proposals in liaison with National Office and Support Offices relevant departments. Support partnership selection, agreement and negotiations in cooperation with Operations for joint applications in cooperation in including with NGOs and Ministries. Support finance in budget and cost proposal development. Responsible for the grant contract finalization meetings and grant start up process with Support Office including developing Memorandum of Understanding. Ensure that all grant stakeholders (Project and National Office level, Technical Sectors team, Development Monitoring and Evaluation, Support Offices) are supplied with final project documentation including approved grant contract, and understand their duty under the grant. Lead project design in collaboration with Development Monitoring and Evaluation Department, Integrated Programs and Operations. Donor Relations Responsible for prepositioning and intelligence gathering with key external donors including multilateral agencies and businesses level in cooperation with Support Offices and Resource Development Unit. Facilitate building relationships with donors in country (in collaboration with Integrated Programs and Operations) sharing successes and project ideas with support offices, donors and local businesses. Coordinate responding to donor concerns and questions and provide feedback as needed.
Coordinate communication with Support Offices liaising with donor or donor directly in the country. Market and communicate of World Vision capabilities and results with donors. Collect the reports and documents in the field and be responsible for report writing as per donor requirement. Grants Strategy Responsible for research in liaison with regional office on new proposals and donor grants funded increasingly focusing on external donors Develop and update Grant Acquisition Management strategy/ targets and report on Grant Acquisition Management strategy/ targets to Middle East Eastern Europe Regional Office. Map donors and strategies for donor engagement (including Government grants, Private Non Sponsorship and corporate funding). Responsible for informing and co-implementing annual business plan. Donor compliance Help facilitate creation of working group and action plan for each grant implementation led by Area Programs managers Ensure that Donor Guidelines are provided to Area Programs implementing offices Participate in quarterly reflection and planning sessions for grant implementation to provide advice on donor compliance and requirements meeting financial and programmatic targets Follow up with donors compliance issues raised by implementing staff Responsible for compiling and finalizing quarterly narrative and financial reports to donors in
cooperation with Are Programs, Operations, Integrated Programs and Development Monitoring and Evaluation. Respond to alerts together with OPS from finance tracking spending on monthly basis Contribute to Administrative Review procedures to accommodate grants to ensure quick implementation Increase capacity on grants compliance monitoring by participating to trainings such as Gateway to Grants, Proposal Pro and Donor Relations and Marketing Provide together with finance and administration and in cooperation with Support Offices ongoing training for field coordinators in grant compliance to build capacity and understanding in daily management of grants, finance coding, and ensure integration within existing programs. Knowledge, skills and abilities A degree in related social science, child related areas or rights. Creative and able to come up, embrace and coordinate innovative thinking, partnership building and problem solving skills. Good research, analytical, writing, negotiation and marketing skills. Good interpersonal skills and cross-cultural sensitivity, abilities to work as a team. Effective in written and oral communication; able to speak and write with a high standard of English.
Able to work multifunctional tasks in the pressure of time and the of the changing organization procedures. Computer literacy; Strong computer skills including Word, Excel, PowerPoint. Very good public relations, networking and team work skills. Previous experience in marketing and sales. Experience in managing grants including donor technical and budget agreements from multilateral donors (USAID, US Government, UN funding, DFID or EU). Two to three years experience in grant acquisition, project implementation and project design, monitoring and evaluation. One to three years of grants acquisition experience. Experience in capacity building processes. Experience participating in program assessment, design, implementation, monitoring and evaluation processes. Experience with faith, community based and child focused empowerment programs. Willingness to be flexible with hours when necessary and able to travel in the field 30% of the time.
