SUMMARY of CHANGE AR 10 47 U.S. Army Command and Control Support Agency Reorganization of the Army Staff (eg. OACSIM) and establishment of the WWMCCS Information System (WIS) Program have caused functional/organizational changes within USACCSA (para 4). Other changes reflect updated clarification of functions and administrative changes (para 5 and 6).

This regulation on the mission a n d p r i n c i p a l f u n c t i o n s o f t h e U. S. A r m y C o m m a n d a n d C o n t r o l S u p p o r t A g e n c y (USACCSA) has been revised. It describes the command and staff relationships of the agency to the Army Staff and procedures for o b t a i n i n g a u t o m a t e d c o m m a n d a n d c o n t r o l support. Reorganization of the Army Staff and establishment of the Worldwide Military Command and Control System Information System Program have caused functional and organizational changes within USACCSA. 1. Purpose This regulation sets forth the mission and principal functions of the U.S. Army Command and Control Support Agency (USACCSA). It also sets forth the relationships between USACCSA and the Army Staff, the Joint Worldwide Military Command and Control System (WWMCCS) community, and major Army commands (MACOMs) having Army-wide WWMCCS responsibility. 2. Provide WWMCCS ADP services to users of the DACCS. 6. Command and staff relationships a. USACCSA is a staff support agency of HQDA, under the operational control of the Director of Operations, Readiness, and Mobilization, Office of the Deputy Chief of Staff for Operations and Plans. b. Technical life cycle program management of WIS ADP functions is performed by the Office of the Assistant Chief of Staff for Information Management (DAIM ADC) in coordination with the Army WIS Project Management Office. c. Requests for WWMCCS ADP services will be addressed to Commander, AP, WASH DC 20310 3240. d. Requests to develop new HQDA command and control ADP applications will be OD), WASH DC 20310 0440. 4. Mission The mission of USACCSA is to provide WWMCCS automatic data processing (ADP) services and maintain data at Headquarters, Department of the Army (HQDA) to support the following: a. Mobilization, deployment, readiness, and deliberate/crisis planning functions of the Army Staff. b. WWMCCS functions of Army commands and agencies having Army-wide responsibilities. 5. Functions The major functions of the Commander, USACCSA are shown below. a. P e r f o r m c o n f i g u r a t i o n m a n a g e m e n t, m a n a g e, o p e r a t e, a n d maintain ADP equipment systems that support joint, Army-wide, and site-unique WWMCCS functions. b. Perform required evaluations of ADP equipment to ensure reliability and availability of the HQDA WWMCCS site to the WWMCCS Information Network (WIN). c. Manage and administer the internal activities of the Agency. This includes personnel, logistics, and funding. d. Provide WWMCCS terminal training, programming assistance, system support, and site assistance to users of the Department of the Army Command and Control System (DACCS). e. Provide the Director of Operations, Readiness, and Mobilization (DAMO OD) with technical advice on the development and acquisition of improved ADP support for command and control. f. Perform long-range planning for the HQDA site to continue improvement of WWMCCS ADP support. g.
