Proposal pricing must include all costs, including but not limited to: All capital costs, fixed & variable O&M, taxes, insurance, and any other costs required to construct, maintain, and reliably operate the project during the term of the PPA. Proposal pricing should not include the following. Once known, these items will be included in final PPA. Per Section 3 of the RFP, all interconnection costs (includes metering, protective equipment, relays, etc.) No specific land lease costs should be included in the pricing of Page 4 of 9
Option to Purchase Resource proposals submitted in response to this RFP. Once the land lease costs are determined, the management of such costs will be addressed in the final negotiations of any PPA resulting from this RFP. SCE&G may desire an option to purchase the proposed resource. Bidder and SCE&G to develop provisions defining timing and pricing for potential asset purchase option in the final PPA. Proposed general arrangement of system components showing general layout of solar panels and wireways, combiner boxes, conduit sizes and locations, proposed inverter, and transformer locations. Proposed one-line diagrams of AC and DC distribution design that include the following: Required overcurrent protection devices. Arc fault and ground fault protection schemes. Description of all equipment grounding. High voltage design including proposed point of interconnection. Manufacturer and model number of proposed inverters, racking systems, panels, step-up transformers, electrical switchgear, medium voltage cables, and breakers. One-line diagram of inverter electrical architecture. Description of inverter cooling systems. Detailed description of data network including software and online capabilities. Detailed description of proposed site security measures and monitoring, as well as security fencing. Full description of complete Project. Listing of bidder s experience with similar solar projects including customer contact information. Proposed installation work schedule including number of shifts per day and number of employees per shift. Construction project management timeline from contract signing date to interconnection date outlining delivery and completion of major components. Description and/or copies of design and construction plans outlined in APPENDIX 1, Section 1.2.2. Page 5 of 9
Description of required submittals, approvals and permits outlined in APPENDIX 1, Section 1.2.3. Description of any environmental impact related to APPENDIX 1, Sections 1.2.3 and 6.2. Must include plans to address all required studies and wetland delineation. List of selected subcontractors and engineering firms including description of their respective responsibilities. This information shall be provided to the extent known at the time of submittal of any proposal. This information will be required in full prior to the execution of any PPA resulting from this RFP. Description of the maintenance program as it relates to landscaping, structural and electrical equipment, including any preventive or predictive programs and scheduled inspections. Specified entity responsible for both low voltage maintenance and medium/high voltage components, including repairs. The typical interconnection voltage shall be 23.9kV or 12.47kV. Provide response to each numbered paragraph of each section of APPENDIX 1 following the same sequence and numbering system. In addition to any specific data or information requested, the response shall be: shall comply, agree to, or take exception/comment as appropriate. Any references used shall be specific, and further explanation of any exceptions shall be included on the Special Considerations Form.
