State of Florida Department of Health Request for Information I. INTRODUCTION For the purpose of planning the development of an improved pediatric health care payment and health service delivery model, the State of Florida, Department of Health (DOH), Office of the Children s Medical Service Managed Care Plan, is requesting information from entities with direct experience with administering and delivering health services to medically complex children with special health care needs (CSHCN). This Request for Information (RFI) is issued to obtain input on the design of a draft model focused on improving the health of children and youth eligible for the CMS Plan through integration of health care and health-related social services. II. PURPOSE OF AN RFI Pursuant to Rule 60A-1.042, Florida Administrative Code, an agency may request information by issuing a written Request for Information. Agencies may use Requests for Information in circumstances including, but not limited to, determining whether or not to competitively procure a commodity or contractual service, determining what solicitation process to use for a particular need, or researching general, special and/or technical specifications for a solicitation. A Respondent s response to an RFI is not an offer and the agency may not use the Respondent s submission to justify a contract with that Respondent without otherwise complying with Chapter 287, Florida Statutes, and Rule 60A-1.042, Florida Administrative Code. Respondents submitting a response to an agency s RFI are not prohibited from responding to any related subsequent solicitation. III. IV. BACKGROUND Pursuant to Chapter 409, Part II and IV, Florida Statutes, the DOH administers a program and contracts for the provision of Medicaid managed medical assistance (MMA) services and Children s Health Insurance Program (CHIP), effective August 2014, known as the Children s Medical Services Managed Care Plan (CMS Plan). GOAL Input is requested from the following audiences, including but not limited to, purchasers, governmental/not-for profit or private cooperatives, pediatric providers, pediatric hospital health care systems, physician hospital organizations (PHO) providing pediatric health services, risk bearing pediatric accountable care organizations, (ACO) health plans and managed care organizations, behavioral health specialists and providers; pediatric dentists and other oral health care providers for children and youth; child advocacy groups and health professional organizations, health-related social services agencies and providers; pharmacy benefits managers; health IT and third party administrators, families and health plan members, consumers, and consumer organizations (including family members and youth); and other private and public stakeholders. In addition to seeking information to support planning for an improved pediatric health care payment and service delivery model, the DOH is seeking information on: best practices and innovations in business models and service delivery to medically complex children, including models that incorporate person and family
engagement principles and values and integrate primary care and behavioral health related to the maintenance of a health home with care coordination and collaborative care; experiences with comparable programs in the commercial market and in other state Medicaid and CHIP programs; and experiences addressing social determinants of health and health equity as well as quality measurement and health outcomes improvement through value directed services. V. PROCESS The DOH will consider information gathered from responses to this RFI in preparing to contract for health services administration and delivery for the population currently served by the Department of Health and the Children s Medical Services Managed Care Plan. An RFI is not a method of procurement. Responses to this RFI will be reviewed by the Department for informational purposes only and will not result in the award of a contract. Responses to an RFI are not offers and shall not be accepted by the DOH to form a binding contract. This RFI and Responses to it shall not result in the execution of a contract with the DOH. By submitting a Response to this RFI, a Vendor is not prohibited from responding to any related subsequent solicitation. This RFI may be used for purposes of researching general, special, and/or technical specifications for a solicitation. The DOH reserves the right to utilize the information gathered through the RFI process to develop a scope of services, which may be incorporated into a contract using a statutorily approved method of procurement. The Department may invite Respondents to provide a presentation in person to DOH leadership. An invitation to present in person does not prohibit a potential Vendor from responding to any related subsequent solicitation. All costs associated by such presentations/demonstrations will be borne by the Respondent. Promotional items shall not be provided at these presentations. VI. RESPONSE FORMAT Respondents are asked to provide the information requested in Section IV. The RFI response must include the following: a. The Respondent s name, place of business address(s), contact information, including representative name and alternative, if available, telephone number(s), and e-mail address(s); b. A description of how the Respondent s approach will offer advantages or improvements over existing processes of the Children s Medical Services Managed Care Plan serving eligible Medicaid and CHIP populations. The description should also identify known or potential concerns with the approach.
VII. RESPONSE DATE Respondents to this RFI shall submit one electronic copy of its Response. The Response shall not exceed 30, single-sided, pages in length. The electronic format shall be submitted via e-mail. The software used to produce the electronic files must be Microsoft Word 2013 and/or Excel 2013 or newer. The electronic files must be logically named. The Respondent shall also submit via e-mail one electronic redacted copy of the Response suitable for release to the public. Any confidential or trade secret information covered under Section 812.081, Florida Statutes, should be either redacted or completely removed. The redacted Response shall be marked as the redacted copy and contain a transmittal letter authorizing release of the redacted version of the Response in the event the DOH receives a public records request. Responses to this RFI must be received no later than 5:00 PM, Eastern Standard Time, May 5, 2017. Responses shall be e-mailed to Cheryl.Young@flhealth.gov. After the DOH has received all Responses to this RFI, the DOH, in its sole discretion, shall determine if a meeting with Respondents is necessary to clarify the information received. In the event that the DOH decides to hold a meeting, the Respondent(s) will be notified via email. IX. CONFIDENTIAL, PROPRIETARY OR TRADE SECRET INFORMATION The Department takes its public records responsibilities as provided under Chapter 119, Florida Statutes and Article I, Section 24 of the Florida Constitution, very seriously. If the Respondent considers any portion of the documents, data or records submitted in response to this RFI to be confidential, trade secret or otherwise not subject to disclosure pursuant to chapter 119, Florida Statutes, the Florida Constitution or other authority, Respondent must also simultaneously provide the Department with a separate redacted copy of its RFI, on CD, and briefly describe in writing the grounds for claiming exemption from the public records law, including the specific statutory citation for such exemption. This redacted copy shall contain the Department s RFI name, number, and the name of the Respondent on the cover, and shall be clearly titled Redacted Copy. The Redacted copy shall be provided to the Department at the same time the Respondent submits its response to the FRI and must only exclude or obliterate those exact portions which are claimed confidential, proprietary, or trade secret. The Respondent shall protect, defend, and indemnify the Department of any and all claims
arising from or related to Respondent determination that the redacted portions of its RFI response are confidential, proprietary, trade secret or otherwise not subject to disclosure. If the Respondent fails to submit a Redacted copy with its response, the Department is authorized to produce the entire document, data or records submitted by the Respondent in answer to a public records request for these records. X. RESPONDENT COSTS Respondents are responsible for all costs associated with the preparation, submission, and any potential meeting to discuss this Request for Information. The State of Florida, Department of Health, or Office of the Children s Medical Services Managed Care Plan will not be responsible for any respondent related costs associated with responding to this request.
