Manager - HEA & Disaster Risk Management - Pacific Timor-Leste Location: [Asia & Pacific] [Solomon Islands] Town/City: Honiara Category: Humanitarian & Emergency Affairs *Position location in one of the Pacific Timor-Leste Country Program Offices (Papua New Guinea, Solomon Island, Vanuatu, Timor Leste) where WVI is registered to operate. WORK CONTEXT / BACKGROUND: World Vision is a child focused Christian humanitarian organization established in 1983. Its programs aim to improve the wellbeing of the poor especially children through sustainable development, humanitarian emergency affairs (HEA) and advocacy. World Vision Pacific Timor-Leste (WVPTL) has a unique multi-country structure where country programs in Papua New Guinea, Timor-Leste, Solomon Islands and Vanuatu participate together operationally and all are fully funded by Grants. This approach has enabled the programs in each country to benefit from shared leadership, management and other support services as a single office. The heart of World Vision's work is in helping communities build stronger and healthier relationships. World Vision partners with communities through empowerment and developing an enabling environment where they can best then help themselves and develop for the future of their children. World Vision believes that the welfare of the communitys children is an indicator of a community's wellbeing. When children are fed, sheltered, schooled, protected, valued, and loved, a community thrives and hope prevails. PURPOSE OF POSITION: To provide leadership and guidance in all HEA funded projects in WVPTL, including the areas of disaster risk reduction (including climate change adaptation), disaster response and preparedness, capacity building and pre-positioning. To assist with or undertake the coordination, management and implementation of the most timely and appropriate response to

humanitarian need in the four countries in collaboration with World Vision PTL country offices and project offices, governments and churches, communities and donors. To support the implementation of the Australian Humanitarian Partnership strategic objectives relevant to WV PTL countries as required. KEY RESPONSIBILITIES: Preparedness Planning & Program Management: Early warning systems and pre-positioning in place in all four countries. Ensure Emergency Communication plan and system are established and operating in all existing area programs. Work with external networks and/or organizations for cross learning, exchange of early warning information and pooling of resources. Support the Country General Services team to ensure relief items pre-positioned and appropriately stored and maintained for emergency relief operations. National Disaster Preparedness Plans are developed, reviewed, tested and understood by project staff in all four countries. Disaster Risk Reduction and Climate Change Adaptation are integrated in a meaningful manner in all development and sector programming. Support increased collaboration between sector managers, project managers, DME and HEA specialists to ensure effective programme integration. Support all projects to integrate DRR within their approach and the pilot of DRR activities. Lead shared learning activities which are consolidated and shared with relevant stakeholders. Assume a leadership role in any response activities, as needed. Assist the PQ team to monitor and evaluate DRR and HEA projects in order to provide a solid base of evidence for interventions and impact. Provide technical input into all DRR projects, to ensure the implementation of activities are technically sound. Direct, guide and support all project managers and HEA staff in special funded projects to ensure HEA Programs are compliant to LEAP and relief standards.

Pay frequent visits to project sites and target communities to monitor progress, support staff, resolve issues, and meet partners and stakeholders. Strategic Planning: Lead the development/refinement of the WVPTL HEA strategic documents to ensure appropriate for the context and understood by staff. Lead the design of DRR/HEA programming in line with community and donor priorities. Together with the Program Quality & Operations department, develop a theory of change for Disaster Risk Reduction and CCA programming that ensures projects are contributing to WVs Child Well-being Targets. Support the development of high quality project / program concepts, proposals and designs related to DRR, disaster management and response, with support from Country Office grant and programme quality teams. Participate in the recruitment of staff within DRR projects. Ensure all response work is aligned with relevant national policies for Emergency relief in each country. Scoping partnership and funding opportunities related to DRM/DRR/CCA. Capacity Building and Technical Support: Lead the development of capacity of staff to prepare and respond to disaster (through regular refresher training and simulations as funding permits). Support and Mentor Local HEA and DRR staff members take leadership roles in any Emergency Response work. Develop a Community of Practice for DRR/HEA across the PTL Region that encompasses Climate Change Awareness. Representation and Networking: Ensure that WV PTL is represented at Regional or Global World Vision forums pertaining to HEA/DRR related issues. Liaise with Support Office HEA colleagues as a first point of contact for all DRR/HEA/CCA related requests.

Represent WV at donor meetings, joint agency assessments, regional events and task forces, developing and maintaining good relationships by sharing regular project updates. Build and maintain good relationships between WVPTL and key implementation partners, such as National Disaster Management Office, Disaster Management Committees, ensuring that are actively involved in project implementation. KNOWLEDGE, SKILLS & ABILITIES: Requires education and /or experience equivalent to a Bachelors Degree plus field experience in relief rehabilitation and in development for at least five year including management and technical support of staff in other cultures. 3 to 5 years Community Development and HEA experience. Minimum of 3 years experience in leadership/management position. Preferred: Post Graduate Degree in Management is desirable. Disaster and climate change knowledge and issues. Requires an understanding of the following areas, from extensive training or experience: health and nutrition; agriculture; water; contracts/ agreements and protocols; government-donor-un relations; shipping and transport matters. Strong commitment to build and work in a team environment. Self-directed and able to provide exemplary spiritual leadership to the team and to staff in PTL country offices. Training and Facilitation skills. Proven management and leadership ability. Proven experience as a team player. Demonstrated collaboration skills. Competent in the use of Microsoft Office computer programs including Word, Excel and PowerPoint.

This role will work directly with Operations and Project teams in the respective countries and areas. Work will require visits to country project areas within Pacific and Timor Leste. Diverse language group and some work areas may have security issues. A good standard of personal health and fitness will be required.
