JAMES S HOSPITAL Job Title: Grade: Area of Assignment: Reporting Relationship: Medical Scientist Basic Grade Blood Transfusion Department Chief Medical Scientist Salary Scale: 32, 368-54, 784 (LSI x 1) Closing Date: Sunday 13 th May 2018 Ref: 40681/18 BLOOD TRANSFUISON DEPARTMENT The Blood Transfusion Department is part of the LabMed Directorate, which comprises all disciplines of Laboratory Medicine. A comprehensive transfusion and haemovigilance service is provided for St James s Hospital which includes the National Stem Cell Transplant Unit, The National Centre for Hereditary Coagulation Disorders and a range of surgical specialties including cardiac surgery. The laboratory is accredited to ISO 15189:2007 Medical Laboratories Particular Requirements for Quality and Competence' The Department has policies and procedures in place: To comply with the requirements of ISO 15189:2007. Medical Laboratories Particular Requirements for Quality and Competence' To comply with Directive 2002/98/EC of the European Parliament To comply with Statutory Instrument (S.I.) No. 360 of 2005 European Communities To comply with Accreditation of Medical Laboratories Blood Banks (AML- BB). Minimum Requirements for Blood Bank Compliance with Article 14 (Traceability) and Article 15 (Notification of Serious Adverse Reactions and Events) of EU Directive 2002/98/EC. To comply with the applicable Irish National Accreditation Board (INAB) Policies and Regulations

REQUIREMENTS Each candidate must, on the latest date for receiving completed application forms for the office. a) Possess the Bachelor in Science (Applied Science) Honours degree (Biomedical option) from the University of Dublin/Dublin Institute of Technology, Kevin Street b) Possess the Bachelor in Science Honours degree in Biomedical Science from the Joint University College Cork-Cork Institute of Technology course; c) Possess the Diploma in Medical Laboratory Sciences of the Dublin Institute of Technology, Kevin Street or the Cork Institute of Technology awarded prior to 1994 d) Possess the Certificate in Medical Laboratory Sciences of the Dublin Institute of Technology, Kevin Street or the Regional Technical Colleges Cork or Galway (awarded prior to 1997) e) Possess a recognized qualification at least equivalent to (a), (b), (c) or (d) above. AND f) Be a member, or be eligible for membership of The Academy of Medical Laboratory Science (MAMLS) or prior to 1994 possess Associate membership of The Academy of Medical Laboratory Science. MAIN ROLE, DUTIES AND RESPONSIBILITIES Leadership and Accountability: In collaboration with the Chief Medical Scientist and senior management team to develop, provide and maintain a comprehensive laboratory service. Participate as a team member and by individual leadership in the delivery of effective, efficient, quality assured and patient centred laboratory service. Develop a shared sense of commitment and participation among staff in the development of the service. Keep the Consultant Chemical Pathologist, Chief Medical Scientist and Senior medical scientists appraised of any significant development within his/her area of responsibility and perform such additional duties as may be assigned from time to time. Liaise with clinicians and support service users, where appropriate. Responsible for demonstrating and maintaining high standards of professional practice at all times

Planning: (Key objectives will be set on an annual basis) The MS will be expected to be a part of service improvements and developments in their area and implement in full and in a timely fashion, in consultation with the Chief Medical Scientist, Senior Medical Scientists and Laboratory Consultant. Maintaining and improving the quality management system Assist in the selection, introduction and development of information and other systems for co-ordination of data collection, communication and management. Advise on equipment selection, purchase, replacement or upgrading. Participate in the preparation of plans for the service in association with the Laboratory Consultant, Chief Medical Scientist and Senior Medical Scientists. Participate and co-operate with any internal or external evaluation of the service. Operations: Assist in the development of operational policies, in consultation with the Chief Medical Scientist and Senior Medical Scientists, protocols and guidelines to maximise utilisation of resources and ensure systematic audit of such usage. Participate in collaborative planning in conjunction with other professionals Participate in the on call system and out of hours service, as required by management Personnel Management: Implementation of the staff development and individual performance review process (OSR) and foster a high level of morale among staff by effective motivation and communication. Promote and maintain a safe environment for staff. Implement Risk Management and Health and Safety strategies in consultation with appropriate personnel. Identify professional training requirements of medical scientist staff as appropriate to the delivery of a diagnostic laboratory medicine service. Assist in the Identification of in-house training requirements for medical scientists and allied staff. Responsible for maintaining high standards of professional practice by medical scientists and other staff as appropriate Finance: Ensure, in collaboration with the Chief Medical Scientist and Senior Medical Scientists, that expenditure is controlled within budget and identify potential for efficiency savings through improved practices and innovation. Quality Assurance: Ensure that modern standards of laboratory practice are in operation and that regular monitoring is undertaken through audit. Maintain good collaborative working relationships and communications with appropriate statutory, professional and voluntary organisations responsible for and/or participating in health care.

Ensure adherence to all codes and guidelines relating to professional practice including the maintenance of Quality Assurance standards. Support of quality initiatives both internally and externally, through HIQA, NCCP and Accreditation bodies as required. Monitor research and new developments. Initiate, facilitate and take part in relevant research and promote awareness of on-going and current research. Ensure compliance with all legislation and EU Directives on Laboratory Quality and Safety and compliance with the Hospital s and Laboratory s quality and safety policies and procedures Key Performance Criteria: Satisfactory performance in EQA schemes. The extent to which there is user satisfaction with services. The extent to which good working relationships are fostered and maintained. The effectiveness of performance in relation to personnel management and development. The quality and standard of laboratory services. The maintenance of Accreditation certification The extent to which service plan objectives have been achieved PARTICULARS OF OFFICE 1. The appointment is Temporary, Whole-Time and Pensionable 2. Annual Leave allowance is 29 days. 3. The person appointed must not give less than one month s notice, in writing, of intention to resign. 4. Normal working hours will be 37 hours per week 5. You will be required to work the agreed roster/on call arrangements advised to you by your line manager. Your contracted hours of work are liable to change between the hours of 8.00am 8.00pm over seven days to meet the requirements for extended day services in accordance with the terms of the Framework Agreement GENERAL 1. The Hospital Board will not be responsible for the loss or theft of personal belongings. 2. Fire orders must be observed and staff must complete fire training every 2 years. 3. All accidents within the department must be reported immediately. 4. In accordance with the Safety, Health and Welfare at Work Act 2005, all staff must comply with all safety regulations. 5. St James Hospital is a smoke free Campus. Smoking is not permitted within the Hospital Buildings or on the grounds. PROFICIENCY IN THE ENGLISH LANGUAGE A level of proficiency in the English language is a requirement of all roles within St. James s Hospital. Proficiency in spoken English is assessed during the interview process.

HEALTH A candidate for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.
