The TG PAT is tasked with establishing the initial Personnel Processing Center (PPC) to track and account for all Soldiers, Department of the Defense (DOD) Civilians, and Joint, Interagency, and Multinational (JIM) personnel arriving and departing the theater. Access to the Deployed Theater Accountability System (DTAS), the accountability system of record for all theater personnel, has been established. Connectivity to the SIPRNET and NIPRNET have been established and Standing Operating Procedures (SOPs) are on hand. The team is conducting operations in a dynamic and complex operational environment (OE) against a hybrid threat. Terrorists and other hostile force sympathizers are operating in the area. Threat capabilities include information gathering, hostile force sympathizers, and terrorist activities in a Chemical, Biological, Radiological, Nuclear and high yield Explosives (CBRNE) environment. Some iterations of this task should be performed in MOPP 4. Standards: IAW FM 1-0 and ATP 1-0.2, obtain and enter personnel data for all incoming, outgoing, and transiting Soldiers, DOD Civilians, and JIM personnel into the theater database with 100 percent accuracy. Update theater ASCC G1 and Sustainment Brigade daily on personnel information and strength related data. Based on the team's authorized strength, 85% of the team's leaders and 80% of Soldiers are present at training. The team attains 90% on performance measures, 100% on critical performance measures, and 90% on leader performance measures achieving a "T", fully trained. At MOPP4, reduce personnel accountability and strength reporting activities to minimum actions required for immediate mission accomplishment. Regardless of where the task is conducted, field or garrison, the identification of possible hazards for personnel and equipment is essential to mission accomplishment. Risk management activities are continuous and are performed simultaneously with other operational tasks. Once identified potential hazards must be eliminated or reduced to an acceptable level. Leaders must always consider the local constraints and restrictions for their current operating area. STEP/MEASURE GO NO-GO N/A +* 1. The TG PAT Chief oversees the execution of all TG PAT operations (ATP 1-0.2, Para 3-21 and 3-25): a. Establishes a theater-level Personnel Processing Center (PPC) for all personnel (R&R, emergency leave (EML), TDY, deployers/redeployers). b. Incorporates PA support in all OPORDS. c. Coordinates with HROB for HR Company augmentation (when required). d. Coordinates with the HRSC Director on all matters as appropriate. e. Reviews and approves recommended internal support requirements. f. Provides technical guidance and support to HR organizations as required. +* 2. The Deputy Chief manages the day-to-day operations of the TG PAT: a. Establishes PA and data integration for all personnel entering, transiting, or departing a theater. b. Assists the HROB and HRSC by providing PA data information. c. Provides historical data on personnel flow rates through the TG PAT. d. Coordinates site location and support with the Sustainment Brigade HROB. Note: This support includes a location near the APOD/SPOD with adequate facilities to conduct PA and data integration, and for the execution of non-hr related tasks such as transportation to and from aircraft, transporting personnel to the PA processing center, transportation for transiting personnel, billeting, feeding, and storage of equipment or weapons. e. Conducts initial coordination and tasking responses for the Chief. f. Makes recommendations for future TG operations and planning considerations. g. Recommends and organizes internal support requirements for the TG PAT. h. Provides technical guidance and support to HR organizations as required. * 3. The HR Technician maintains PA systems: a. Establishes HR systems access for personnel. b. Provides systems training on The Deployed Theater Accountability System (DTAS), The Single Mobility System (SMS), The Gates Enterprise Management System (GEMS), and The Air Mobility System (AMMS). c. Advises the Chief on all TG PAT matters. d. Supports and provides technical guidance to the TG PAT and HR organizations as required. e. Maintains situation awareness and briefs the Chief as required. f. Develops and publishes reports as required to higher and lower echelons. g. Trains and monitors appropriate HR system utilization. * 4. The Senior HR Sergeant advises and briefs TG PAT operations: a. Obtains assignment instructions from HRSC for personnel who do not have pinpoint assignments. Note: This should only be the exception and not the norm. Make diversions from pinpoint assignments only after coordinating with HRC, the gaining and losing unit, and the Corps or ASCCG-1/AG). b. Assists the Chief in establishing TG PAT operations. c. Assists the Chief in establishing the TG PAT operations SOP. d. Maintains communications with the HRSC and ESC and SUST BDE HROBs to assist in planning and resourcing of operations. e. Assists HR organizations in meeting training and readiness requirements and operating procedures. 5. The HR Sergeant assists, determines, and organizes internal support requirements for the TG PAT: a. Assists the HR Technician in the development of TG PAT operations. b. Provides guidance and support to HR organizations as required. c. Assists with organizing TG PAT continuous operations in theater. d. Assists TG PAT in establishing liaisons with all HR elements. 6. The Transportation Management NCO coordinates and monitors transportation requirements for reception and staging of inbound personnel and units: a. Coordinates, monitors, and provides updates on inbound and outbound movement of personnel and units using transportation systems and networks such as the Global Air Transportation Execution System, Single Mobility System, and Transportation Coordinators Automated Information for Movements System II. b. Monitors transportation requirements for outbound personnel and units. + 7. The HR Specialist enters PA information into the theater database: a. Collects military pay data to initiate applicable pay entitlements. b. Provides limited Essential Personnel Services (EPS) as required (DD93, SGLV, CAC, ID Tags). c. Performs quality control review of source documents. d. Obtains, verifies, and updates TG PAT database information to include DEERS RAPIDS. Page 4

e. Monitors email traffic for TG PAT database reports on the NIPRNET and SIPRNET. f. Maintains TG PAT database trackers. g. Maintains reports briefed to higher as required. 8. The Transportation Management Coordinator assists with coordinating and monitoring transportation requirements for reception and staging of inbound personnel and units: a. It is a continual process and starts with deliberate planning. Always be alert to ways to protect our environment during training and missions. In doing so, you will contribute to the sustainment of our training resources while protecting people and the environment from harmful effects. Refer to the current Environmental Considerations manual and the current GTA Environmental-related Risk Assessment card.. Safety: In a training environment, leaders must perform a risk assessment in accordance with current Risk Management Doctrine. Leaders will complete the current Deliberate Risk Assessment Worksheet in accordance with the TRADOC Safety Officer during the planning and completion of each task and sub-task by assessing mission, enemy, terrain and weather, troops and support available-time available and civil considerations, (METT-TC). Note: During MOPP training, leaders must ensure personnel are monitored for potential heat injury. Local policies and procedures must be followed during times of increased heat category in order to avoid heat related injury. Consider the MOPP work/rest cycles and water replacement guidelines IAW current CBRN doctrine. Safety in performing tasks and within the work/task environment is everyone's responsibility. Supervisors and leaders must ensure a safe and healthful workplace by inspecting the area for hazards and promptly taking action as required to correct hazards. Leaders increase safety by ensuring that Soldiers and Army Civilians are trained and competent to perform their work safely, efficiently, and effectively. Counsel and take action as necessary with Soldiers or Army Civilians who fail to follow safety standards, rules and regulations, including the use of personal protective clothing and equipment, and seatbelts. Leaders should hold all personnel accountable for accidents and property damage, occurring in operations under their direct supervision and control. (See AR 385-10, The Army Safety Program). Page 7
