Wednesday MARCH 28 REGISTRATION OPEN 10:00 am 6:00 pm OPENING GENERAL SESSION 1:00 2:40 pm Lessons Learned from the 2017 Oroville Dam Incident On February 12, 2017 after a massive hole developed in the spillway of Oroville Dam and the release of lake water caused the failure of the auxiliary spillway, an evacuation order was issued that involved nearly 200,000 people downstream. Hear from a panel including the Butte County Sheriff, Public Works Director and Emergency Services Officer about the important elements in this catastrophic event that every public works officer should know about and be prepared for. 2:50 4:00 pm Successful Pavement Management: Staying Sane while Handling both the Unplanned and the Everyday This dual-topic session covers important issues facing pavement network managers and engineers. Events such as urgent large scale utility repairs or major construction with very high truck traffic can leave an agency with decimated pavements and a huge bill to pay. Hear how agencies experienced in these situations have handled them to maximize their benefit. With roughly three quarters of local agencies in California having a formalized pavement management program (PMP), a big challenge is to use it efficiently to develop yearly maintenance and repair plans. Learn how other agencies have enhanced their PMP street selection to produce successful projects. Tools for More Effective Local Bridge Project Delivery Sponsored by the Local Highway Bridge program committee and the State Transportation Innovation Council, this session will cover tools for local bridge owners to effectively deliver bridge projects including: the Bridge Investment Credit (BIC), Accelerated Bridge Construction (ABC), and new Highway Bridge Program (HBP) funding and delivery policies. Caltrans, City, and County panel members will facilitate the discussion. Advanced Communication Skills for the Public Works Professional Although we work in a highly technical field, the difference between success and failure is often based on effectively communicating with people. This session is a continuation of the 2017 Communication session, and will include subjects such as gender communication, generational communication, some refresher information about working with the media, and successful public meetings. The session is highly interactive with a fair dose of humor.
